TREE REMOVAL HEARINGS:
A hearing was held on the petition for the removal of a tree by Mrs. ~zry
Spires of 55 Brightwood Avenue. No opposition was offered at the meeting
and the Board voted to refer this matter to the. Tree Warden and reque-~t
that he remove the tree.
Mr. Finneran stated that he had been contacted by a resident of that section
but he gelt that if the Selectmen agreed that the tree shoul~ be removed
it would be quite airight wit~ him.
A secm~d hearing was held on the application of Wilfred Bottomley of 56:
Thorndike Load for removal of a ~ree which has a fungas growth and 'is Creating
a hazard as it may fall down anytime. Mr. Connors agreed'that this was so and
the board voted ~o request the tree warden T~ remove this ~tree.
STEVENS HALL:
The Board of 'Trade requested permission to use Stevens Hall on Sunday evening,
February 19,. 19%0 and the board vo:ed unanimously to grant this request..
PLANNING BOARD:
.Notice received from the Planning Board that after a public'hearing the
majority of the board voted :o gran~ permission to Wasil Mazichuck to remodel
the present existing building or the erection' of new'build~ngs to be used
exclusively for' dwelling purposes~ thereby changing the Zoning By-Laws of the
Town' of morth Andover from a general res.idential to. a business district.
This is the Union School location.
Notice received that after .a public hearing the board voted unanimously to deny
the approval for a~ change of' classification of her property from a residential
~o a business area, said property being on Andove~ Street. at. ProsPec{ Terrace.

for. the abandonment of one telephone pole on Mass.. Ave. No hearing necessary,
only action by the~ Selectmen.
DEPARTMENT OF ,PUBLIC WORKS~ BOSTON
Chief 'McKee left 'a letter for the board Waich he received relative ~o an inquiry
made by him with respect to' the public hearing to be held in the future relative
to the speed zone-on Chickering Road. Mr. Cressy stated" that there must' ha~e been
some misunderstanding as all such hearings are held at 100 Nashua Street. The
· letter' further,stated that when all reports are comPleted, .the public heariAg will
be advertised and the Selectmen and Chief of Police will be notified.
INSURANCE-BOARD 'OF 'PUBLIC WORKS: -
Notification 'received from William B. Duffy requestzkug the cancellation of
the Laidlaw ~.D~n~ .- Gordon 1.5 MGD Pump ~19854 which has' been removed 'from '
the Pumping Statmon~at 420 Great Pond '~oad. ~nis matter was referred"to Richard
Whipple, chairman,of the .Insurance Association, who was present at this meeting.
HIGHWAY DEPART~NT:-
Mr. Carty reported'that the $9500 requested under Article ~44, would ~e sufficient
to install the drain on Lyman Road from Mass. Ave. mo Middlesex Street as s tared in
the article.
He further stated that the road-on the upper end is notin condition for acceptance
but that easements could be obtained so that the drain could be in.stalled, if the
town appropriates the money.
· NATIONAL ASSOCIATION OF LETTER CARRIERS:
Invitation to the board to attend the installation of officers in the form of a
banquet and dance to be held on FebrUary 21, was received'and accepted with thanks.
None of the members feel that~they can. attend.

JUROR DRA~N:
Andrew Coffin drew the name of ~lcide E. Chenard, 115 Mass. Ave. Carpenter
to serve as a Juror am Lawrence on March 6, 19%0.
INSURANCE:
Richard Whipple came before the board to discuss the mat~er of placing the
insurance on the pumping station,boilers and machinery with the Lumberman's
Matual Casualty Company.~
~r. Thomson inquired as mo the recommendation of the Insurance association
and Mr~;"Whi~le exolained that this is a good company and that when the other
policies ~'~res t~ey were placed in the Lumberman's Mutual and now more are
to expires.
The Boar~ ~gzeeduunanimously that these, policies should be placed in the
Lumberman~.s M~tual Company.
SCHOOL BONDS:
The B6ard signed 70 School Bonds totaling $70,O00which were also signed by
the mown treasurer ~ud town clerk.
Mr.~Makerstated that the bonded debt of the town is now $308,000.
DUMPING COMPLAINT:
Mary Calabrese of 59Nass. Ave. came before the board and complained abo~t
people dumping in back of their property and stated that in the summer it
is verybad as there are all kinds off lies and bugs. She said the property
belonged, to Hennessy and Watkins and they don't seem to mind about the dumping
but she has two small children and it is an unhealthy condition existi4g there.
Mr. Thomson informed her that the Selectmen can do nothing abou~ pemple dumping
on their own property but referred Mrs. Calabrese %o theBoard of Health with
their complaint and they musm declare that there is a health menace. Then if
nothing is done, she should come back to the Selectmen.
ADVISORY BOAP~D:
The Advisory Boar.d requested information on articles 73, 74,75 and 76 relative
to being laid ou~, 'dates of same procedure and owner of the fee in the .proposed
way. .This information will be sent mo Mr. Salisbury.
COUNTY T. B. HOSPITAL:
Notice received that the total assessment for .North Andover is $10,680.%7
based as follows: 65% on basis of valuation $5,853.56 and 35 % on patient
days used~by the town in proportion to total patient days of all patients:
$4,827.01 and the above amount is to be paid on or before ~arch 25, 1950~
HAMILTON AND HOLBROOK.ROADS:
Release received from ~ owners of Hamilton and Holbrookmoads as laid out
on the plan of Mifflin Park, filed with the town clerk, with the understanding
that these streets will be accepted as public ways by the town.
FEBRUARY 20~1950:
The regular weekly meeting of the Board ofSelectmen washeld at 7:00 P.M.
with all members present. Weekly bills end payrolls-wnre opproved.
TREE REMO~AL EARING:
Ahearing was held at 7:30 P.M. on the petition of Mrs. H. Richardson of
-225 ~in Street, for the removal of a~ree in front of her property on the
Third Street side. Mr. Connors informed%he board that the tree interfered.
with'a driveway, that is being.built. The board voted unanimous~y to instruct
Tree Warden Connors to remove the ~ee. No opposition was received.
NEW ENGLAND TELEPHONE AND TELEGRAPH COMPANY:
Petition and two copies of Plan No.33 covering the abandonment of~ buried ground
wire on various s~reets: Hewitt Ave.,'Salem Street, Marbleridge Road and
Chadwick Street. The Board voted unanimously to grant this permission. No
public hearing necessary, only action by the Selectmen.
LAWRENCE GAS~ELECTRIC COMPANY:
Notification received that the following lights have been installed as requested
by this board on Janmary 3 and 17,1950:
Pole lO~7-Mass. Ave. Pole 3433, Faulkner Road, #1546.~549 and 2550 on Turnpike
Street, 1000 lumen incandescent lights ,11 installed on-February 14, 1950.
