Petition received for permission ~o locate poles,.wires.and fixtures on the northerly side o£Pleasant Street at the easterly line of Chick,ring Road 1 pole. (One existing Light Company location be abandoned). The board voted ~o hold a hearing on this petition on March~27, 1950 at 7:30 P.M. in the Selec~men,s Office. k~W ENGL~/~D TELEPHONE CO: Petition coy,Fin~ plan #36 for permission to place and maintain buried ground wires on Great Pond Rosd, from water m,fu across the street to pole '#12/642, 25 feet. This has been approved by the Board of Public ~orks and the Selec~- men approved it unanimously. No hearing was necessary. Petition for permission toobandon and remove poles and fixtures on Hew~tt Ave. abandon buried ground wire between pole ~116/10 and water main 6'; Salem Street, between pole #2/51 and water main 6' and Chadwick Street, between pole #33/6 and water main 6' across the street, 30 feet. Mr. Duffy. was also informed about this petition and it was agreeable to him as it appears that the wires were never connected with the wa~er main. The board vo~ed unanimously~ to grant this request. REVOLgEE PERMIT: The Board vo~ed to grant a revolver permit ~o Clayton A. Crotch, 10 Harold Street, North +ndover for target practice. Also approved by the Chief of Police. BONDS:TREASURER-TAX COLLECTOR: Bonds for the treasurer in the amount of $44,600 in the Phoenix Indemnit~Company was received and in the amoun~ of $44,300 in the U.S. Pidelityand Guaranty Co. for F~ank. Wallwork, Tax Collector, and were approved bytheboard. ¥~ING INSPECTOR: Application for the position of wiring inspector was received from George W. Beaumont, 242 ~n Stree~ who is now employed at D. &F. Co. and has a license for the past four years. Application was accepted and filed. IA'WRENCE G & E CO: .Notice received that the following lights have been irs talled~ 1000 lumen light on pole 2458, Foster Street, 2461and 3394 at Foster~Street,~inst~tled March 1 and 2, 1950. JUROR DRAWN: ~ Mr. Finn, ran drew the name of Leslie F~isbee, Ston~ngton Street an~d~the board was informed that he was ill. The Police centered him and he informed them that he ~vas too ill to serve on the jury~ The Board then decided to mdraw an- other name and that of'William J. Thomson~ 148 Railroad'Ave., Bus Driver, was drawn. ' ~IGNAT/ONACCEPTED: ~ ' John Donovan of Middlesex 'Street'tendered his resignation as Sealer of Weigh~s and MeaSUres to b ,come effective at once. NORTH ANDOVER TFJ~CHERS ASSOCIATION: This association asked the board for their suppor~ of article 67, in the TOwn Warrant, and an explanation of the legislative action was attached~ Mr. Finneran s~ated that he was in sympathy with the ~eachers in trying to'get more money but did not feel that this board could do anymore than expressi~ individual opinions. Mr. Thomson was also.in sympathy with the teachers and he felt that this was purely a school matter and that the board could only express their individual opinions which was that both members present were in sympathy'with the teachers in their efforts to obtain more money. PRECINCT OFFICERSR 4%'J'Thomson brought up the ma~er of ~ppointing Precinct Officers. He stated that they follow thesrmtute under Chapter 54, section 12, and appointments must be made not before July 15 nor later than August 15 of each year~ and they must be enrolled voters. Each year the Selectmen contact both parties in the town as to. available persons butit has been pretty hard to fill these positions as no names were made available by the parties and very few people mad~ application to'the Selectmen. Appointments are made for one year and if the officers are unable~%o.se~ve, then the warden usually fills the vacancy using his own discretion. Mr. Thomson explained further tha~ people ap~ointed~ even if employed were expected to serve a year and.had to take an oath and also the latest oath with respec~ to not being communis~s. If veterans are available then they should give'their name to the Selectmen before July 15.
