~ARCH 27, 1950:-continued
Highway Surveyor Ira Carry was present and he informed Mr. Barry of the Lawrence
G & E Co. that he would like future poles ~o be set out at the same distance as
the old ones. He said it takes a five foot sidewalk for the plow to go through.
and one pole on Saunters Street was set in too far. Highway Surveyor carry
also stated that on Sutton Street near the Lawrence line the company removed a
pole and left a hole there which he,Mr. Carty, had to fill~in.
Mr. Barry took notes on these locations and said he would take the ma~ter up with
the company.
PEMBR00K ROAD:
Leo M~lott came before th~ board and stated that it was his recollection
that this board would insist an a bond from Mr. Cristaldi to insure putting
these two -4treets into condition, upon installation of water and sewer.
One part oF the agreement was that there would be ~emporary improvements on
these s~ree%s until the road is fixed.
Mr~ Carty stated that a% this time the road is almost impassable.
Mr. Thomson then s~ated that his recollection of the matter was that the bond
runs until September and he inquired of Mr. Mylott if the warmr and sewer was
now installed, which it is.
Mr. Mylott said there is about 500 feet f~om Greene Street in and the agreemen~
was that the road would be fixed in the spring although the bond runs until
September. He said if it could be fixed so that he can get in until September
he will be s&tisfied but at the present time he ha~.~to.,leave his car parked on
Greene Street and walk in to his.home. He .mentioned the hazard .there if there were
a fire, or an emergency of any kind. Mr. Mylott said~ he understood ~that Mr.
Thomson and Mr. ?ahoney had stated that the Selectmen had the power to go in
and that the work had to be done smd the bills would be paid by the developer.
Mr.' Thomson then called C. J. Mahoney with respect to the bond furnished by
Mr. Cristaldi and was informed that they had agreed to let the work go until
Spring only. if Mr. Mylott,s~ road was kept passable.
Mr. Mshoney informed Mr. Thomson that Mr. Catty could go ahead and fix the
road temporarily so that it would be passable and bill Mr. Cristaldi for
materials.
Mr. Thomson then suggested that C~
Mr. arty purchase the materials from a
contractor and inform them that the bill would be paid by Mr. Cristaldi,
and if no% paid within thirty days, then the town would pay for it.
MR. CARTY:. PEMBROOK ROAD:
Mr. Carry informed the board that sr~e one had built a house on ~he corner
and have filled the ditch in with' refuse so that the wa~er is running all
over the place. There~has always been an old waterway there and now'it is
blocked up.
Mr. Thomson suggested that .Mr. Carty find out who built the house and have
them remove the refuse from the ~aterway.
FOSTER STREET:
Mr. Arthur Lavoie 9f Forest Street came before .the board to discuss the condition,
of Forest Street. He stated that Foster Street had been approved since the beginning
of Nor'th Andover. At times, he said .the road is almost impassable and he was stuck
in ,one place for two hours.. Mr..~Lavoie said that winter is over now and he inquired
if the Selectmen, if living in the country, would 'like ~o have the snow removed
eight hours after the s~orm and then only part of the work d0~e.
He.stated that the street was graded last summer but only ?ar, t' 'of it-w~s done '
and 'the machinery was .left .On' the street for two days. 'H~' 'cS~plained to the Highway
department about' a large boulder, left in the road after grading?~,Mr.i'~ L~avoie. said
they are .trapped down in the country 'like rats and cannot' ge% out%~ 'There is' one
and one half feet of mud- and water in some places.
He then mentioned that he had contacted the Fire chief for:advice in case there
should be 'a fire there and the chief told him he couldn't dodaathing 'for him if
there were a fire, they would Just have to burn. He then asked %he Selectmen why
they accept new streets when they can't take care of the old ones&
Mr. Lavoie went on %o tell about the postman who complained about the street
and he couldn't make his deliveries but offered to h~lp if the residents would
do something. The baker and the milkman have stated that they will have ~o
stop deliveries unless the road is put into better condition.
'Jr. Carty than infor~ed Mr. Lavoie that he was going to put gravel down on
Foster stree~ to-morrow and he hoped that Mr. Lavoie would come in and tell the
Selectmen how good the road was. He said he would use his own scraper .and
m~e sure that the road was fixed up satosfactorilly. Mrl Lavoie and Mr. Carty
then left the meeting.
MARCH 27, 1950:-continued
APPOINT~ENTS:
The Board agreed to make no appointmen=s unless absolu=ely necessary until
Mr. Coffin was able =o attend the meetings. Mr. Thomson suggostedthat
the Inspector of Animals and the Veterans Agen~ be appointed a~ this time as
required.
ANIMAL INSPECTOR:
The Board unanimously nominated Robert Burke of 14 Chickering ~%oad as animal
inspector 'and this will be sent into Boston for approval.
VETERANS ~ AGF2~T:
The Board then voted to re-appoint Bernard Bingham as Voterans, agen~ for the
coming year and this was also sent into Boston for aoproval.
POLICE OFFICERS:
A letter was received from David F. Roche, 90 Second Street, informing the board
that he is interested the ~the police officer's appointment and available and
willing to accept an appointment a~ this time. Mr. Roche is on the Rsserve list
at this time.
Joseph Lawlor contacted Mr. Finneran and informed him that he is also in~erest~d
and willLug and able.~o accept an appointment at this time.
No action was.taken, pending an eligible list from Civil Service Division.
DAMAGE CLAI~: ..~
k damage claim for the amount of $24.90 for damage to a car'owned by Ralph
Finck, 54 Essex Street, Lawrence was received by the Board. Mr~ Finck's car
was damaged by thc town truck, driven by Edward Donovam on January 26, 1950
while he was backing out of a driveway. The bosrd voted to pay this amount
upon receipt of a general release by Mr. ~mnck.
INSURANCE:
Thomas McGrail contacted this office.to ask the board to consider allowih~ the
insurance company in New York to reduce the amount of insurance Der vehicle
in each department ~o a figure, taking into consideration the depreciation of
each car. Mr: McGralt s~ated that each vehicle is insured for theselling price and
this is not correct. He does no~ kn~w what the figure should be and he 'cannot
get this from the departmant heads amd he does not feel ~dalified to do this.
It may be that the insurance will not want to do this either but he would like
to reques~ that they take this over. The board voted unanimously to grant this
request.
Mr. McGrail then asked the board to allow him to ex~end this policy until June 14,
1950 which expires on April 19, 1950 or ~o be allowed to issue the new policy for
fourteen months rather than twelve. The reason for this is that each year when
new vehicles are purchased by the various departments the machines are not avail-
able when the policies are written and this means that %he policy is written up
for all the old vehicles .and then new endorsements have to be made out. This would
save considerable time and also money which has to be made out additionally to
Mr. McGrail. The board voted unanimously to go along with this request.
HOUSE OF REPRES~TATi~ES:
Notification received from Congressman Thomas J. Lane 'enclosin~ a copy of a
letter received from Mr2 Russell Frobes, Acting A&ministrator uf the General
Services Administration her in Washington in reply to Mr. ~'ane's letter of
recent date, concerr, ing the wa~er pollution along the Merrimack River.
The letter was referred to Ma-. Duffy, Sup~. of Public "orks.
DAMAGE COMPLAINT:
Letter rec*ived from Mrs. George J. Martin of 46 Putnam Eoad informing the board
that due to the extremely bad conditions over the!= roads, her son, George ~rtin
bumped his head on the dash board of her brother,s car and required doctor's
attention. She will send the hill from Dr. Bantos when she receives it. She also
stated that the brace in the frame ...~ork of the car was also broken~ No action
was taken at. this time.
BILLBOARD SCHOOL SIGNS:
A letter, and petition for the installation of the so-called billboard school signs
on Chicke~ing Road in the appropriate places, with reference the the Hig~ School
and the new primary school being erected on the eas~ side of Chickering Road near
~in Street, was sent to the Department of Public ~'~orks.
CHAPTER 90. work: Main Street.
Ira D. Carry r~quosted that the Selectmen send a letter to Charles A. Fritz
District Highway Engineer informing them that Mr. Carry would psefer that his
department ~a~e care of the ~hapter 90 work in the extension of Main Street as
he has sufficien~ e~uipmen~ and many persons are unemployed at this time. The
