COMPLAINT-OPEN CULVgRT-~ASSA(HUSETTS AVENUE:
Mr. Finneran mentioned that he had received a complaint about an open culvert
on )~assachusetts Avenue between Greene Street and Chickering Eoad which had not
beea ~unctioning properly and that the residents are agitated about this condition.
Since this is a state highway, the board voted to refer the matter to the District
Office at 242 Cabot Street, Beverly, Mass.
POLICE DEPARTMENT SCHEDULE:
~&'. Thomson brought up the matter of the police schedule'and suggested that when
there is a full board that they have thepolice in at an executive session and see
if they can't arrive at a schedule, agreeable ~o all and give the best safety
protection as possible. He said that he personally would like to see an officer
at school patrol work. ~r. Finneran agreed with this suggestion.
STREET LIGHT:
The Board voted to request that a 1000 lUmen street light be installed on Pole
#2930 on Bexford Street, corner of Forest Streem.
APRIL 3, 1950:
~e.kly meeting of the Board of Selectmen was held at 7:00 P.M. with
sll members present. ?feek!ybills and payrolls were approved.
F~STEP~ MASS.RAILWAY COMPANY:
Mr. Burke, mgr. of this company came before the board todiscuss theirrequest for
a !ice, se to operate motor vehicles for the carriage of passengers for hire in North
Andover, over the following public ways: On Parley Road bet?~een High Street and
Col~mbia Road; and on Columbia Road between Perley Road and Sutton Street.
Mr. Burke ~xplained that th~ purpose of this request is to avoid backing into
Chadwick Street and if they can mhange the loop over and go along Parley Road
into Columbia Road between Perley Rd.~ nd.Sutton Street it wil!eliminate the
danger which is now present. Mr. Burke further stated that a preliminary
survey shows the~e is plenty ef room although it'would be crowded in the wintar
but that his company is very generous in theplowing of their loops so that
surplus snow would b~ pushed back. ·
Mr. Coffin's only question was whether or no~ the neighbors would object.
After some discussion and checl~ng the plan of Sutton street, showing hew
it is to be widened, Mr. Burke agreed that the board should accept the
request and place it on file with no action on 'it at p~esent as this
situation may be taken care of when Sutton Stree~ is widened. ~he board
agreed unauimously on this matter.
BUS SERVICE:
The board then discussed the various bu~ schedules and Mr. Burke stated that
after s even o'clock in the evening there is no riding. He explained that his
company have had to curtail or ~0 out of business. They are also faced with
an increase of $.12~ per hour. He stated that North Andovar hasn't bee~ disturbed
~oqmuch except at night the buseshave been cut from twenty minutes to .thirty
minutes. Mr. Burke stated that the reason the buses are not on time is due to ~he
traffic jams on Essex Street and they just cam't get back to regular time.
Thc Board thanked Mr. Barke for coming in, with thisinfcrmation about the buses.
~TREET L!GHTREQUEST:
Thomas Pendlsbury requested a street ligh~ en Lyman Road at the corner of Silsbee
Road. He said that people park on Lyman Road and it is very dare and there are no
lights on Lyman Road at all. The beard voted to view this location to-night and.
decide if a light is needed.
LYMANROAD:
Thomas Pendlcbury asked the board what he could do to have Lyman Read accepted
asa. s~reet. He said they have dumped 28 loads of ashes there but it is in poor
condition now. Mr. Thomson suggested that perhaps the Betterment Act could be
used in this instance and the road would then be taken care of. He said there
is quite a problem and no solution has been reached as ye~.
Mr. Pendlebu~y inquired if the wa~er were put in, couldn't a new owner be assessed
for so much so that one person would not be charged for everything. Mr. Thompson
informed him ~hat this would come under the Board of Public "orks.
CIVIL SERVICE: ·
Le~er received from Thomas J. Greehan with respect to appointment of new officers
from Reserve List as voted at the annual Town. Meeting, 3~18/1950. A requisition
blank v~s also enclosed and the board voted to send this requisition in at once
requesting a list of nmmes, as certified by the Civil Service Department.
DEPARTMENT OF PUBLIC
Letter from Charles A. Fritz informing the board that a contract is being prepared
on acc requested in letter of March 28,1950 from this board.

SPECIAL TO?~ MEETING REQUEST:
A communication was received from El~yn A' King, 46 Marblehead St. stating that
he is representing Ulysses DeRosa, owner of certaln lots of land on Sawyer Road
and Mifflin Drive, asking that he be allowed to appear before a Joint meeting of
tbs Board of Selectmen and the Advisory Board for tho purpose of proposing a
Special ~own Meeting to be called to reconsider articles 46, 47, 48, and 49 of
the lpSOwarrant and substitute in place of these articles (as well as articles
in other pa-rts of the warrant where the same problem occurs, similar articles
except that the requirements as to drainage, sidewalks and streets be provided
for by assessments ~nder Chapter 80 rather than by the method passed at the
recen~ annual town meeting. The board voted to check with the Advisory Board
and make arrangements for a Joint meeting.
POLICE DEPARTk~NT SCHEDULE:
Chief McKee submitted three sohedules for the bo~rd and ~r. Farnham also submitted
a schedule for each member which he had drawn up.
Mm. Thomson stated that he felt that this matter should be given pretty careful
thought and he personally felt that schedule could be arranged where one officer
could be put on so that he could take care of school patrol work.
He said thathe would like each members ~o study the schedules and check them and
the board could go over the matter with the chief ~udwith the committee members,
Mr. Thomson said he was particularly interested in having someone assigned to school
work. One business had offered a prize for the studen~who would makethe best show-
ing in patrol leadership which is all in accordance with our plan for Safety Patrol.
Mr. Coffin said he would go ulongwith everything the chairman said and the board
decided to study the ~chedules and discuss them next week.
RE-ORGANIZATION:
The Board organized and on motion of Andrew Coffin, seconded by Joseph M.'Fi~ueran,
Arthur A. Thomson was re-appointed Chairman of the ~oard of Selectmen for the year.
· Majority vote of the board, Mr. Thomson not voting.·
Joseph M. Finneran was re-appointed clerk of the Board of Seiectmen on motion of
Andrew F. Coffin, seconded by Mr. Thomson and was a majority 9ote.
LICENSE BOARD:
Andrew F. Coffin made a motion that Jasepb M. Finneran be re-appointed as Chairman
of the License Bc~rd and vote was by majority, Mr. Finner~.u not voting.
Mr. Coffin made a motion that Arthur A. Thomson be re-appointed as clerk of the
License Board and vote was by majority, Mr. Thomson not voting.
BOARD OF PUBLIC WELFARE
Mr. Finneran made a motion that AndrewF. Coffin be re-appointed as Chairman of
the Board of Public .~elfare and vote was by majority, Mr. Coffin not voting.
Mr.'Thomson made a motion that Joseph M. Finneran be re-appointed as clerk, of
~the Board of Public Welfare and vote was .by majority, Mm. Finneran not voting.
BOARD OF REGISTRARS:
~he Board voted unanimously to re-appoint John J. McDuffie as a member of the
Board of Registrars for a three year period, 1950-1953.

The'board had received 13 applications for wiring inspector and the members
discussed the ~arious applications. Mr. Coffin stated that he first thought of
capability, second if applicant is already engaged in electrical business and if
so, it is reasonable ~o assume that s~ch a person would be more partial than someone
not in this field.
Mr. Coffin then menticned the name of George Stewart who has a Mass. Journeyman's
license for the past 25 years and he has been a boss in the Ayer Mill for ten years
and is through a~ noontime and could be available for this work. Mr. Coffin then
moved for the appointment of Mr. Stewart.
Mr. Finneran said he believed that everything Mr. Coffin said is true but he would
like to move for the appointment of Thomas Lebel.
Mr. Coffin stated that he believed he was absolutely capable and conscientious but
he believed he was in a business now and he would not think it a good arrangement.
