The board approved thc Precinct Officers list and made the additional
appointments of
Mrs. Elizabeth Cunio was appointed inspector as she has served in that capacity
for a number of years and this left the vacancy for Deputy Inspector (demo'crat)
in Precinct one. Filed under Precinct Officers in Selectmen's file.
AUGUST 11, 1950:
T~e Board of Selectmen voted on this day that the sale of $45,000 l~per
cent School Bonds (Nos. 1 to 45) dated September 1, 1950, payable Sept. 1,
$5,000 in 1951 to 1959 and reciting that they are issued pursuant to
Chapter 44 of the General Laws as amended and a vote of the town duly passed,
to the First National Bank 'of Boston,at the nrice of $100.648 and accrued
interest is hereby approved, signed by Josep~ M. Finneran, Clerk of the
Board of Selectmen.
POLICE DEPART~NT:
the Board sent a letter to Chief Mckeewith respect to tagging cars temporar-
ily parked on Main Street as violators 'of the regulations with the assumption
that they are to be prosecuted. ~he letter further states that due to complete
failure in the past to.enforce parking regulations there should be some public
notification given that on or after a cer%~in date, cars double-Parked in
particular locations would be tagged. An abrupt change from non-enforcement
to complete enforcement without publicity seems unwarranted and the chief was
instructed to discontinue such attempted enforcement Until public declaration
~=m~deby him of his intentions so to do.
gUGUST 21, 1950
'~monthly meeting of the Board of Selectmen was held at 7:00 P.M.
with all members p~esent. Weekly bills and payrolls were approved.
LAWRENCE GAS&ELECTRIC COMPANY: - NE~'ENGLAND TEL. & TEL.CO.
Public'hearing was held at 7:30 P.M. on the petition of this company for
joint or identical locations on the follo~ving public way or ways:
Sutton St. on.the northerly side~ at a point approximately 35 feet easterly
~rom 'Thorndike Rd. 1 pole; Dale St.. in triangle at intersection of Dale
St. ~nd Salem St. 1 pole; Dale St. on the southerly side, from a point
approximately 105 feet easterly from Salem St. easterly, 6 poles; At the
southeasterly ~orner of Dale St. and Marbleridge'Rd., 1 pole; Dale St. on the
n~rtherly side, from a point approximately 299 feet easterly from Marbleridge
Rd. easterly, 2 poles.
All abutters were notified and no opposition was offered. The board voted
unanimously to grant this request.
LA%TRENCE GAS& ELECTRIC CO:
Notification received that a 1000 lumen indamdescent street ~light on
· Pole # 1086, Mass..Ave. has been installed as requested on July 6,~1950.
Notification received that a light installed on pole #3455,. Hemloc~ St. has
be re2ocated to Pole 3429, Hemlock St.
VOTING:
A letterwas received from the ~oard of Trustees' of the Stevens Memorial
Library with respect to using the library for voting purposes. The T~ustees
voted that, inasmuch as there is an alternate place f6r vo~ing, the Selectmen
be asked not to use the library for, in the minds of the Trustees, thelayout
of the building is such that it wo~ld not be a suitable place for the purpose.
After some discussion, the board voted that for voting purposes the Bradstreet
School hereafter be used as a place of voting for Precinct One and the Fire
Station be designated as a place of voting for Precinct Two. This is.agreeable.
to the School Committee, per Mr. O,Brien.
LAND AT INFIR~%~RY-PHILIPMILLER
C. J. Mahoney came before the board as did P~ilip Miller and the total a~ount
of money voted on at the town meeting in June (Special) $680.00, was paid to the
town treasurer and Mr. Mahoney prepared the deed for Mr. Miller.
REQUEST FORP~MOVAL OF TRE~:
A request f~r the removal of four trees on the Kittredge School site was
received from the School Building Committee. and the board voted ~o consider this
an emergency and the trees will not be ~osted but will be taken d~wn ~y the
landscape archttects~ as the request will be inserted in the contract.
CENTER SCHOOL:
A communication received from the School Committee informing the board that the
Center School will not be used as e place of instruction during the new school year
which ~illr~begin on Sept. 6. The letter called attention :o the board tha~ in May
1949 the Recreation Council asked that the Cen~er School grounds be added to the
Drummond Playground. The desks and chairs Will no longer be used and the letter
suggests that these units are a~ thed~sposal of this board and further Suggests
tha~ they have little market value. Father Shea of St. Michael.s church would like
to add ~o the seating at the Merrimack School as soon as possible and Hr. O'Brien
Suggests that that he be allowed to buy these desks and chairs.
The board con~acted St. Michael.s rectory but Father Shea was no~ availabl~ anc
Hr. Finneran will con~act him later. The board felt that 81.00 each would be a
fair figure but they Will wait and see what Fr. Sh.ea has to s ay.
LOUIS SCANLON: . INSURANCE REFERENDUM
Louis Scanlon, Field representative in this area asked the Selectmen if th~y~would
go on record as oimPosed to the $30.00 insurance ra~e which is to offered rather than
the presen~ $18.00 rate. This will be on the referendum in December. Ail members
of the board were opposed to this fla~ rate and went on record as being opposed
to the flat rate insurance which will appear on the ballot on December ?, 1950.
POLICE DEPARTMENT:
Report received from the Chief that Speed Regulation ~14 as adopted under {he date
of May 23, 1950 is now in effect and aL1 !signs have been Completely installed '
between Peters Street and the T~atched Roof at the corner of Osgood and Sutton Streets
REPORT covering the month of July With respect to arres:s made, sun'chess ~erved,
and other a.ction taken thr'ough the cooperation of the Registry of Motor Vehicles
was received from the Chief.
JUROR
William SWith'enbank of 156 Railroad Avenue, Painter was drawn by Member Fin'neram
as a Juror for the Criminal session at Lawrence on September 18,1950.
TRANSFER FROM RESERVE FUND:
Approval~ceived for the transfer 'of $300~from the Reserve Fund to the Forest Fires
appropriation to ~ake care of the expanses for' the balance of the year.
S TEVE~S HALL:
Approval wns granted to the Sea Sco~ts and Mariners for the 'use of Stevens Hall
on September 21 and 22 and according to the ~cre~ary of the High School, these
evenings are available. However, this will he referred to Mr. Hayes a~ a later
date.
DEPARTMENT OF PUBLIC WORKS:
Contracts for improcement of a section of road in this town under Chapter 90
were signed by the board and returned to Boston for signatures of the commissioners.
REVOLVF~R PERMITS APPLICATIONS
The board approved the application of '~illiam J'. Mor~on, 9 Garden St. for permissio~
to carry a revolver. -
~he application of Bennie Gioco, 388 Mass. Ave. was~ not approved as the =hief'~of
police had not approved the application. This will be referred'to the 'chief.
LAWRENCE GAS & EZECTRIC COMPANY:
A letter informing the board the= a survey had been made on Main Street and at
North Andover can~er With respect ~o our recenm request. They agree that a 2500
lumen light ~ould be better on pole 1322 at McAfee's s~ore in the center and
they listed several changes to be made on Main Stroe~ from Morton ~o First Streets.
The board decided to view this location bef6re taking any action and the matter
Will be held over until the nex~ meeting.
POLICE DEPARTMENT:
Mr. Coffin 'brought up the matter of the special town meeting on August
and s~ated tha$ in as muchas voters should be allowed freedom of choice ~ vo~img,
he thought that the 'Sele ~tmen should recommend that a b~llot vo~e be taken at this
meeting with respect to article 4 and that the registrars of voters be requested
to Carry out this recommendation.
Mr. Coffin felt that the position of the chief of police should hot be minused amd
he did no~ believe that the chief ~ald want to use his position to influence the
voters. Mr. Coffin made ~ me,ion tha~ s ballot vo~e be t~en at the town meeting.
