The regular weekly meeting of the Bosrd of Selectmen was held at 7:00
P.M. with all members present. Weekly bills and payrolls were approved.
EASTERN MASS. RAILWAY CO:
Mr. Burke cane before the board to discuss re-routing the Railroad Avenue
Bus on HighStreet by using Perley Road ar~ Columbia Road. He said they
oanno= m~ke a reasonable and safe=y =urn am the circle-withoum going into
Sutton Street. He said they realize that these two streets are narrow but
they can't strike any other.turnout.
Mr. Thomson suggested that theymaet with the airport Commission and see if
it could be arranged for the bus mo go to the airport 'and then turn around
and am the same time. the service would bee xtended for people in the new
houses in that locality.
The board voted =o view the loc~tion to-night and then let Mr. Burke know
what they thought about it and if agreeable they would sand a letter to
the airport commission and arrange for a Joint mael~ng.
Mr. Burke ~hought this was an.xcellent idea and would wait to see what
the outcome was.'
POLICE DEPARZ~ENTR~OIO:
Chief McEee sen: a letter to the'board to inform ~hem that the Pplice radio
had beem cut of commission at various times and that the wave length had
been changed by the Federal Communications Commissions and they are now
operating on a ~emporary authorization un~il Oct. 1, 1950 but that he had
written for an extension. The chief explained that a new radio woald, cos:
$2,000. and.he felt they should have.one before the dept. went on the new
wave length. --~
The cost of repairing the presen~ radiowould be about $~00 with:no guarantee ~
that it would be satisfactory. The chief felt that due so the present emergency
and the fact that they are unable ~o get distance,'he would like to. have a
transfer of this amoun~ from the Reserve Fund and have the radioinstalled.
Mr.~ Fiuneranmade a motion that. the matter be referred to the Advisory Board
for action.
Mr. Coffin s~ated, that before approving this transfer he'would ~ike' to.know
more about combining the radio with the Fire Department and get more information
for the Advisory *Board~ Then refer it to the Advisory Board ~ith the.suggestiun
tham the Selectmen are not approving the acmion at this time.
Mr. Finneran,s m~mion was not seconded and the board agreed,~ank the dhief
for more information.

A tether informing the board that they would be unable to mae~ with the
Selectmen to-night, was'received and a maetingwas arranged for October 16, 1950
at 8~00 o'clock'P.M, in'the Selectmen,s Office.

On the petition of the ~wo above-namedcompanies, the Board voted to set a hearing
on October 23, 1950, at 7:35 P.M. [Petitiun to remove two poles on Great PondRoad
and establish three poles. ' -
On the petition of the~ove named companies the board voted to accep~ the petition
and hold apublic hearing on October 23, 1950 at 7:30 P.M. Copy of Plan #~41

LAWreNCE GAS&EE~C~ZC COMPANY:
The Board voted to grant permission ~o excavate to repair leak in gas main on
Sutton St. corner of Marblehead St.
To excavate to install gas service for John H. Munro, 73 Linden Ave~
To excavate ~o install 2?' of gas'service for ~?illiamBamford, about 55 Thorndike
Road,N.Andover. Mr~Cartynotified of this permission.
}~ENGLAND T & T CO. LAWRENCE G & E CO:
Permission granted for relocating ,wires, poles and fixtures on Mass. Ave. at
Hemlock St. 1 pole. Remove 1 pole. No hearing required.
~ REMOVAL REQUEST: HEAR~NG:'SET FOR 0ct.23,1950.
A reques~ for removal of a tree at 24 Marblehead St. was received from George
Patterson and the board referred the mat%er to the Tree Warden for investigation
and posting. A hearing was set for October 23, 1950 at ~25 P.M.
STREET LIGHTREQUEST:
Mr. Finneranreceived ~ request for a s~reet light on pole # 1010, Court St.
The board viewed the location and voted to request the installation of a light
on pole #1011, if this was sa~isfactorywith the Gas Company.

COMPLAINT- DAMAGE:
A letter was received from Donald Farrow of 82 Main St. North Andover informing
the board that on October 5, 1950 while driving his car .on Great Pond Road
he struck a hole in the road and damaged his car. An estimated bill of $35.60
was. also presented. The board voted to refer this mat:er to the Chief of Police
and to the Highway surveyor for a report.
JUROR DRAWN:
Mr. Coffin drew the name of Henry Whittaker of 348 Middlesex St. to serve as
a ~raverse Juror at Superior Court, Lawrence on November 6, 1950.
FL~T RATE INSURANCe:
~he board discussed the flak rate insurance and voted ~o call attention of the
voters to the importance of voting no on this item.
PERAMBULATING BOUNDS:
The board.voted~ to contact Haverhill, Boxford and Lawrence with reference to
per-tabulating the bounds, between the two towns.
HOUSING EXPEDITER:
Letter received from Henry C. ~ater, AreaRant Director advising the board
that will con:inue to administer Rent Control after December 31, 1950
pro.vialed the local board passes a resolution finding that a shor:age of
rental housing exists and ren: control is still required after Dec.31,19~O.
This action must be taken before December 31, 1950. '
lhe board voted to inquire further as to whether this matter is. to be determined
by a vote of the people~ and an inquiry will be sent. to Mr. Waters.
OCTOBER 16, 1950:

OIL.BURNER INSPECTIONS:
Chief James Hargreaves of the Fire Department came before the board ~te say
that he was having difficulty on the oil burner 'inspections. Christopher
Higginbotham is at present taking care of these inspections but he wan:s
:o give .it up and Mr. Hargreaves canno: do it as it entails too much time
out of the department.. Mr. Hargreaves asked the board 'if they would try to
persuade Mr. Lebel to take this work over as he has :o inspect the wiring
anti.it :could all be done at one time.
M~.. Thomson s ~ated that the. board would take the matter up with Mr, Lebel.
PEMBROOK AND~YLER ROAD:
Mr. Ca?fy, Mr. Brasseur and Mr. Crsitaldi came before the hoard and Mr.
Car:y infnrmed the board that he feels that the road is in condition now
for adjudication and Mr. Cristaldi has done a good Job.
Mr. Thomson asked Mr. Brasseur to get the exab~ distance.required for
adjudication and a written c ertification from ~r. Carry and the bond will
then be released. Mr. Brasseur promised to have this information by 0ct.18,1950.
MAIN S~2EET* CHAPTER 90:
Mr. Carry informed the board that an underground cable which was only 12" deep
on. Main Street had been cut by the shovel when they were working on Main Stree:
near St. Paul's Church and the lights were cut off at the church ~and ~ectory.
The wires had~o be strung overhead and Mr. Carty has received a bill from
Rev. Trombly in the amount of $55.00 and he wanted to know who would pay for it.
The board felt that this could probably be taken from Chapter 90 funds since it '
was part of the damage caused by work under this chap'ter; He will take the
matter up with the State.
PRINCETON STREET:
Christopher Kelley inquired abou~ the bond he had deposited with the town as
required under article 57 of the annual town meeting warrant. Mr. Carry, High-
way surveyor informed the Selectmen in writing that the work had been comp~ ted
by the board of Public ~orks and that the road had been putkack into condition
and it met with his approvul..
On the s trangth of this information, Mr. Coffin made a. moblon that the Board
of Selectmen release mo Christopher Kelly the bond of $50.00 and he is no
longer obligated to the to~n. Vote was unanimous.
CHANGING NANE OF STREET:
A petition with 136 signatures was received by the board which petitions the
Selectmen to change the name of Railroad Avenue to Waverley Road. Leonard
A. Desires of 361 Railroad Avenue informed the board that almost every
property .owner was contacted and almost all
