STREET LIGHT REQUEST:
A request for a 'street light on pole ~356 at ~O Narhieridge Road was received
from Nary Farinha. The board discussed this matter and vo:ed to view the
location. Later Mr. Finneran stated that he had been in that locality and
it was very dark and the board agreed that a light should be installed.
VOTING HOURS:
Tow~ Clerk John J. Lyons came before the board and asked if they would be agreeable
to change the voting hours to ?:OGA. M. to 7:00 P.M. instead of 1G:¢DA.N.
to 8:00 P.N. He said this would eunfrom more with other cities and to,ns and
would he£p a great deal in getting the returns in early.
After some discussion, the board agreed ~o change the hours for this election.
BOARD OF PU~LIC'WORKS APPOINTMENT:
The Board of Selectmen met with the remaining members of the Board of Public
Works, Joseph Sullivan and Francis Kittredge to fill the vacancy in this
board caused through the resignation of Donald Buchan. .The group voted, by
ballot and there were three, applicants~ Joseph N. Campbell, Peter Ritchie
and Irving Hcwas. Irving Howes was elected on a four ~o one vote and wss
appointed as the new member to serve the unexpired term untilthe next annual
town meeting. Peter Ritchie received the fifth vote.
Mr. Ktttredge stated that he believed that all three applicants were well
qualified for this appointment and it was difficult to make a decision.
All others agreed that 'this was so. :
LAWRENCE GAS& ~CTRIC COMPANY:
Petition received for permission to locate wires, poles and fixtures on the
southerly side of Gilbert Street, at apoint a~proximately 290 feet easterly
from Baldwin Street, 1 pole; on the easterly side of Patriot Street, Opposite
Gilbert Street, 1 pole; and on the.easterly side'of Patriot Street, at a point
~pproximately 100 feet southerly from $ilbert S.treet, 1 pole.
A hearing was set for October 30, 1950 at 7:30 P.M.
A petition for permission to locate poles, wires, and fixtures on the westerly
and maste~l~sides of Winter Street at points approxmiately 136 feet and 247
feet northerly from Foster Street, 2 poles.

POLICE DEPARTMENT RADIO:
A report was received from Chief McXee relative to farther information on his
request for a transfer of $2,000 from the Reserve Fund whichwas resquested
'by the Selectmen last week. The report explained about the new system, of'
frequency allocations ~a the temporary extension of grant~ amiexplained the
cost of repairing the present radio and the report stated that ~'~tempte~
cbnversion would be i~practical, and new equipment is recommended.
Chief McXee will send a copy of this report to,he .Advisory'Board if the-
board approves th~ request.
Mr..' Coffin felt that the report w~s very complete and detailed and it' was
his opinion that the Selectmen should endorse the' reques%'~and-'send it
to the Advisory to be tranfered from the Reserve Fund. 'Re said that the
Advisory has expressed an opinion that the Selectmen should go along and
take a stand. Zf the Advisory Board feel ~hat this cannot be taken from the
Reserve Fund, t~en a special.town meeting should be held.
Mr. Ftnneras made a motion that ~t the request of the Chief. of Police, for
funds' to purchase a new radio and equipment for the police station, the
matter is approved by'the Selectmen and should be referred to the Advisory
Board for disposal at .their discretion.'

DAMAGE OLAIM~:
Chief McEee reported' that he talked with Mr. Carty about the bill presented
by Donald Farrow and there was a hol~ in the road at Flats Bridge but it has
since been repaired.
- Mr. Car~y reported that Donald Farrow came to him about the hole in the road
and the damage to his car and Mr. Carry informed Mr. Trombly that he should not
sell the tire until the matter had been called to the attention of the Selectmen.
The tire had already been purchased and Mr.. Trombly stated that the town would
pay for it anyway.
Mr. Coffin felt that the police should have investigated and found ou~ how far
the old tire had gone and then the board would know what action to take. He
suggested that we hold the matter over for one week and Mr. Finneran will check
on this matter.
A damage claim in the amount of $31.38 for repairs and parts, plus labor was
received frcm William G. Means, County Road, Essex, Muss.who stated that his
'~snappaneu on uct. Ist. The ~oard referred it to the
Chief of Police for futher investigation.

HO~SINOEXPEDIT~
A reply to our letter was received from Henry C. Waters, Area Rent Director,
informing the board that it is possible for any of the 302 communitieswithin
the,state ~o extend provisions of the Act from December 31, 1950 to June 30,
1951 by appropriate vote of the board. This with reference to the referendum
provision contained in the Act of Congress and implemented by Chapter 752
of the legislative Acts of the Commonwealth of Massachusetts.
No action was taken.
OCTOBER 23, 1950:
The regular weekly meeting of the Board of Selectmen v~as held at 7:00 P.M. with
all members present. Weeklyb~lls and payrolls were approved.
TREE 'REMOVAL HEARING:
A hearing was held at 7:30 P.M. on the petition of George Patterson, 24 Marble-
head,St, for the removal of an elm tree in front of his property which is growing
into t~he sewer pipes. Mr.. Connors stated that the tree should be removed. A
motion was made that the tree warden be instructed to remove this tree. The

TR4EREMOVALREQUEST:
A request forth, removal of a tree on Chestnut Si. was received from Mr. -
Kurtz Hanson who lives on the old Clark-property. The tree is an old elm an~
Mr.-Connors was instructed to 100k at the ~ree and post it if it should be
moved.' Mr. Connors had already looked at the tree and a hearing will be held
on November 6, 1950 at 7:30 P.M.
~NEWENGI~ND TEL. &TEL. CO. LA'~RENCE G & E CO:
Ahearing was holder 7:30 P.M.,on the petition of the above companies for '
permission to locate poles, wires, etc. on Brightwood Ave. approximately 246'
northeast of Furber Ave. 1 pole~ Ail abutters had been notified and there was
no o~position. The board voted unanimously to grant this permission,
7~35 P.M. Ahearing wan held on the petition covering plan #42 for permission
to locate poles,.~vires, etc. on Great Pond '~ad, southwesterly from a point
appr6ximately 2063' southwest of E. B0xford ,Road, 3 poles. Remove 2 poles.
All abutters had been notified and there .mas no opposition. ~he board voted
unanimously to grant this permission. '
WIRING INSPECTOR: ..
Notification received from ~homas Lebel, that he would take over the inspection
of oiIburners as requested by the Selectmen, in addition to his wiring inpectian.
Mr. Lebel felt that the fee of $.50 was not sufficient ~for th. work involved.-
STEVENS HALL:
The board granted permission to the Eclectic Club th' use Stevens Hall on
December. 7, 1950 for the annual football banquet. Hall is available.
BUS STOP:
The board received a request to see what they could do about having a buss
near h66 Mass. Ave., , The board, will view this location before taking any,cti0n.
S~EET LIGHT: REQUEST:
Mrs. Marie Olenio of 1591 Osgood St. would like to have a s~ree~ light installed
on pole. S79-64 as this is a very dark section and they have difficulty finding
their driveway. Board voted to view this location~efore taking any~tion.
RESERVE FUND ~ANSFERAPPROVAL:
The board received approvalbythaAdvisory Board forth, transfer of $2,000
to the Police Department. for the purchase of a new radio. 'Adetailed report
was given-with this request and was a.oproved on 10/18/1950.
HIGH~¥Ay DEPAR~ENTAPPROVAL: PE~BROOK AND T~LER.ROAD.
Certification received from Zra D. Carry, Highway Sarveyor that the following
roads are in proper condition for acceptance: Pembrook Road from Greene ~treet
northerly for a distance of 44% feet$ Tyler Road, for its complete length,
between Pembrook and ~oodbridge Roads. ~he board accepted this approval and will
~hold a public hearing for adjudication of these street. Mr. Coffin asked the
board if this approval would now release Mr. Cristaldi from the agreement made
.with the town of North Andover and they agreed tha~j~%,$guld.' Mr. Coffin then
made a. motion that the bond given to the town by~r.~ffYJi~i%tsldm be released and
that he be under no farther obligation to the town, all in accordance with the vote
of the last annual town meeting.
U.N. FLAG:'
Representatives of the North Andover Grange came before the board and presented
a U.N. Flag to the Selectmen which had been made Mrs. Henry Nason and Mrs.VanBuskirk.
