MARCH19, 1951: ~he regular w~ekly meeting of the Board of Selectmen was held at ?J00 P.M. with all members present. Weekly bills and apysolls ~ere approved. STREET LIGHT REQUEST: Mrs. Elaine Oriffin 891 Chi ckering Road came before the board to' request a S~reet light on Chickering Road in fron: of her property. She s~a~ed that cars park there every nightand a~ times they drive over around and she has ~o.pick them up. her land and threw beer cans and bottles Mr. Thomson felt tha~ a light would help prevent accidenzs at this par~icular spo~. Mr. Thomson Suggested that we' ask the Lawrence G & E' co. ~o make a survey of the cost of installing a light at this loca~iom~and it was so vo~ed. Toe board also Voted ':o refer ~his ma~er ~o the Police Department and ask to ' report to the board on the parking situation. INTERMITTENT POLICE: A'form received from Civil Service for seven intermit%en~ police officers serv~ only when the Reserves are not available was approvedby the Selectmen and ~he form returned ~o Civil Service for final Soproval. Toese police will be provisional for six mon=hs and will re~eive one dollar per hour. Tois~lll be effective upon approval from Civil Serkrlce Director. SEALER OF WEIC~Ts AND MEASURES APPLICATION: Application for the-appointment of sealer of weights and measures was received-from Edward R. M~llory, 10 Cotui~ Street. This apPointment will be made on this day~ and Mm. Mallory'will be considered at that time. - KIMBALL DISTR~cT ASSOCIATION: Letter received from Miss Charlotte Fos~er thanking the hoard for their interest in the matter of having ~he old fire 'truck left in this district and when the matter comes again before the board, they will' gladly send representatives to discuss the mat~er with the Selectmen. PARKING. GREAT POND ROAD: Letter received from the Board of Public ;~rks informing the board that Dr. Vlado A. Getting, Commissioner of Public ~ealth has stated that there is evidence of parking along the shores of Lake Cochichewick at Route ~133 and considerable d~bris and ~olluting matarikl was noted on ~he parking be prevented inthese ground. The ~epartmant recommends that localities and propers~gns be posted. continued ~o pagel2? continued PARKING-LAKE COCHICHEWICK-continued The board discussed this mat~er and Mr. Thomson stated that if there is danger of possible pollution then this has to be stopped. Mr. Coffin suggested that the police measure the distance from theeld ice house to Campion Hall property and then have an ordinance prepared to be included in the traffic ordinance. Wherever there is violation of the statute the parking should be eliminated. A motion was then made by Mr. Coffin that the PoticeDepartment make such measure- men~s and investigate parking on Great Pond Road from Se' old .ice house to Campion Hall prope~y and obtain such data as is necessary to establish a by-law~ and that the police, in the meantime prohibit parking on Great Pond Road in this area. Motion was seconded and vote was unanimous. Andrew Coffin drew the name of Patrick Cronin, already serving as a Juror, then the name of Charle~ Pitman, who was found .~o be ill and unahle ~o serve and again the name of Patrick Cronin was drawn. A fourth %ry by ,Mr. Co£fin brought the name of Carl A. Thomson, 4 Ashland Street ~o ~erve as a Juror'at NewhuryPort Superior Cour~ on April 16, 19%1. Mr. Thomas is an operative.. WAGES-POLICE CHI~F, SERGEANT ANDFIRE CHIEF:. Mr. Thomson brought up the matter of the increase of $7.00 and $5.00 for the Chiefs and Sergeant and he felt that there should be this differen~ial~ TnenMr..Finneraninquired abou% the other ~owns and how the comparison~woul~.ibe. The board then suggested that we secure the salaries of the various towns and have the figures for next week.. FLOODED CELLARS: · . The board discussed the fou~ cellars.which had. Seen flooded recently and were very dangerous. Whreceived permission to have snow fences erected temporarily ' at these places. There are ~wo on Beacon Hill Blvd. Arthur Robinson has his land for sale and he hopes to sell it soon. Mr. Lafrance who owns the second one is on his way to Korea but his father gave permission to erec~ the fence. Daniel Dennis expects to do something very soon about the one on Nay Street and the owner of the one on Pembrook Road (Nr. Gennaro, 46 Newbury St. Lawrence) has tried to get a bull dozer in there to cover in the cellar but the roads are almost impassable a~ this time due to' the heavy rains. The board suggested that they diary two for one month, Pembrook Road ~nd May St. and to contact Mr. Robinson and Mr. Eafrance about the other ~wo. The board finally decided to leave the matter of c6nt~cting the latter'two to' Mrs. Dearden. CHANGING STREET LIGHTS: The b6ard discussed the matter of changing the Sodiam lights throughout the town ..~o Mercury lights. Mr. George Frost had suggested this change and informed Mr. ~hommon that the Sodiam(Yellow)'lights could be replaced with mercury lights which give out abou~ 5,000 to 6,000 lumens more than the Sodiam Lights at a cost of $5.00 each more per year.' . , ' The board voted$o request the Gas Company ~o make the change from Sodiamto Mercury with the e xception of the one ~on Chickering ~oad. Chief McKee'~had stated .that he thought the presen~ yellow light on Chickering Road was very effective and shouldn'~ be changed at the presen~ time. RELEASE: A release was received from Frank A. DeCoster, 2 Lincoln St. Andover in the amoun~ of $75.00 as settlement for damage caused to his car which was involved in an accidentwith the town truck(highway department) on January 31, 1~%1~ The board approved the bill for $75.00. MAILING LIST FOR ADVISORY BOARD REPORTS: Mr- Coffin~brought up-thc mat~er of the mailing list for these reports and said there were many people who did no~ recemve them. Mr. Lyons came Zn to~the board and there was further discussion. Finally they decided to have the Board of Registrars and the ~own clerk meet with them on' April 2, 19%1 at 8:00 P,M. anddiscuss this matter. TOWN CLERK, . . Mr. Lyons came in to give the board the'amoun~ raised for articles $45,700.00 and the amount from available funds for articles, etc. 77,145.00 The amount raised.for salaries and wnges $407,308.00 The amoun~ for expanses Totsl ~ MARCH 19, 1951: continued BOARD OF HEALTH The board discussed the mat~er of~ common victualer licenses and voted to inform the Board of health that they are to be renewed as of May 1, 1951 and would appreciate any comments the board of heslth may 1have in connmction with their renewals. REORGANIZATION: The Board of Selectmen re-organized at this time. On motion of Mr. Coffin, Mr. Thomson was appointed as chair, man of the board and vote was a majority vote, Mr. Thomson no~ voting. On motion of Mr. Coffin, Mr. Finneran was appointed as clerk of the board and vote was majority, Mr. Finneran not voting. License board re-organized and Mr. d~inneran was appointed chairman of fhe board on motion of Er. Coffin, and it .was a majority vo~e, Mr. Finneran not voting. Mr. Thomson was voted by Mr. Coffin to be the clerk of the board and this w as majority vote, Mr. Thomson no~ voting. Board of Public Welfare re-organized at this time. Mm. Coffin was appointed as chairman on motion of Mr~ Finneran and vote was majority with Mr.. ¢5~in~not voting. Mr. Thomson nominated Mr. Finneran to be appointed as clerk of ~ne board and this was a majority vote,, wLth Mr. Finneran not voting. MARCH 26, 1951: · ~he regular weekly meeting of the Board of Selectmen was held on this.day at.7:O0 P.M. with all memb6rs present. ~eekly~.lls and payrolls ware approved. PAPER DRIVE: Commander Charles Ward came before the board to ask for oermission to hold a paper on May 6, 1951 and the board voted unanimously to grant ~his permission. ARTICLES FO~ WATER & SEWER:. Attorney~ Elwyn King came before the board and informed them that he was representing Herman Espinola and he wished to read several of the articles which ware in the annual town warrantl Mr. King stated that 'Herman EsDanola. had built a house o~ Sawyer Road and cannot move into it because there is no wa~er andsewerage. He is to be evicted soon and will have no place to go. Mr. King wen~ on to .explain that he had talked with Mr. Dine and he felt that since there were no. sidewalks on Sawyer,Road, that portion of the regulation would not a~ply. ~he ~rainage system would not be affected and only that portion of the road which was disturbed would have to be put back in order. He asked that the Sole ctmen over-rule the vgte of the town meeting so that a $3500 bond would not have to be posted by Mr. Espanola as he was not in. a position to do this. Mr. Thomson said that any situation relative to sewer and water would come under one bond. Mr. Car~ and Mr. Brasseur were present and 'Mr. Carty stated that if there is no surface drain on Pembrook they couldn't drain Sawyer Road. He said he thought it was up to the Selectmen tos~f how far they could go with this matter. Mr. King felt that the Selcctmen would be bound by wha~ Mr. Carry has to ssF. Mr. Thsomson said he would guess that he would have prettybroad powers and could go as far as he saw fit~ but Mr. King said he would be over-riding his authority and the court would decide J~s~ how far Mr. Carty could go. Mm. Alsdon Arold was also present and he had two articles in the warran~ with respect to Putnam Road for sewer and water and he wanted to find out about any. bonds which had been posted for Putnam Road and if he would be required ~o put the whole road in c6ndition under the vote. of his articles. Mr. Brasseur said helthought he would have to go the whole .distance or whatever distance is to be accepted. He said if water or sewer is going the full length then he would thinkg that the whole s~ree~ would have to be accepted.
