He said it is very obvious from the wording of the articles that one person should do all this ~ork. ~r. Col'fin suggested having a meeting ~Ith the Advisory Board and those present' , and then n Special To~n Meeting could be held. Mr. King asked what Mr. Coffin thought the Advisory would do about it. He didn!.t think they would adopt a different attitude now and he said it was obvious that the Chairman of the Advisory Board didn't ~an% a change. Mr. Arold said he had discussed these articles with~he Advisory Board ~n several occaslons. Mr. Coffin felt that on the basis of reason they would change their mind and go along with Mr. King.s suggestion. Nr. Thomson said Se Board must give credence to the Highway Surveyor and he mus~ give us a figure .as to the cost of the.work involved. Mr. Carry then stated that $3500 will be required ~o ~o the work on Sawyer Road between Pembrook and Middlesex Street. Mr. Coffin then said he would be committed ~o the policy of holding a special town meeting, and made the following motion that it be the policy of this board that articles passed at the Annual Town Meeting which contained requirements of posting of bonds for water and Sewer inst~lations that this Board believing it to be an unwarranted hardship ~o pos% these bonds, votes the.abolition of posting of bonds. Mr. Finneran said he was~ not in favorof this ,motion and he .did not' think the Selectmen should call a special ~own meeting as it is not ten days since the annual meeutng. Mr. Thomson then said the board appreciates the hardships but we are bound to interpret the vote Of the tow~ mee%ing and we should not seek to =hange the action and we would like this action to come from some ,other. source. I do not feel that we should 'attempt to call a special town meeting and all persons inter- ested under these articles'should get together and call a special town meeting. Ne, said that there has been an annual town meeting and a large attendance-than perhaps there would be at a special meeting. He said he wouldn't 'like to be the one to change the vote of the annual meeting. However, these people have ,a recourse by calling a special town meeting and it might .well take three weeks to ge% a bond. No second was made to Mr. Coffin's motion, Mr. King said he wanted it understood that tetl~ing them to get 200 hames is an 'alternative and it will have~ to 'be considered. Mr. King then asked, for a copy of the bond as he wanted to see it before it was signed. None was available and Mr..Coffin will try to ge~ a blank copy. Mr. Thomson thanked those present for coming in and it is understood that Mr. Arold w~11 get out the petition and try to ge~ the 200 names. Mr. Coffin then mentioned that he thought an amendment should be made to the by- law relative to having cellar, windows and floor's in and thus eliminate these open cellars. ANIMAL INSPECTOR: Notice received from the Department of Agriculture that the appointment of Robert J. Burke,- as animal inspector had be~n approved. ' LAWRENCE G & E CO: Notice received that the following 100O lumen lights ha~e be~n installed on poles #2353 and 2356, Marbleridge Road and ~ere installed on 3/21/1951. PARKING CHECKED-CHICKERING RO~D: Report from Chief NcKee .informing' the board that the officers hsd ch~cked parking on Chickering Road on fou~ successive nights ,several ti~es each night and found no parking there at any time. Chief McKee suggested that Mrs. Griffin call the polic~ When there are any cars there and they~Lll investigate at once. POLICE DEPA~NENT-GENERAL ORDER: Copy of a general order issued by Chief McKee to his men relative ~o gambling in any form was received. The chief's r~port states that punch boards,~raffles, bookies, lottery tickets, wheels of chance, beano games and pin-ball machines are included. Officers will be required to report any knowledge of gambling to the chief and action will then be taken. Particularly important also' is the selling bf liquor to minors and this should also be checked. Mr. Coffin made a motion that a correction be made as to the date of banning pinball machines which should be April 2, 1951. FIRE DEPARtmENT: Copy of a letter sen~ to the Fire Department from New _~erseY ~re Chief inviting t~em t~ their $~lebration was received by the board. 'me 50th anniversary of the founding of their Fire Dept. is ~o be held on Sept.9 to the 15th. Plans will be sen~ later. Mr. Coffin did not feel that any of tho town's money should -be spent on this particular mmtter. BUILDING INSPECTOR: The board voted to refer a complaint to the building inspector to find out if there is an outstanding permit for storing lumber on the property of Edward A. Czarnecki, 29 Howard St. Lawrence. Lumber is stored on his property on Sutton St. PARKING-GREAT BOND,ROAD: Chief McKee reported that the distance from the old ice house to the lower gate at Campion Hall is eight tenths of a mile. Chief'Mcgee suggested that this restriction of no parking be ex%ended to the Brooks School @roperty along Great Pond Road as there is a tendency to hark in this area. 'Mr. Coffin made a motion ~hat the Chairman of the board draft a proposed by-law as recommended by the chief. Motion was seconded by Mr. Finnaran and vote was a majority vote, WACE COMPARISON: Mr. Thomson brought up the mat%er of bringing the chief and sergeant in iine with ~ne other towns and a comparison was shown and the North Ando~er officials are the lowest even with the $?.00 and $5.00 increase. Mr. i~omson said that the ~oney is available for these increases and if it is effective April l, 1951, rather than retro-active %o January l, 1951. Mr. ~Ooffin said if it can be shown that this money was acted upon at the Town Meeting he would go along with this increase~ but he felt sure that.the money would be taken from some other source. Mr. Finneran then made a motion to gran~ an increase of $7.00 weekly, for the Fire and Police Chief and $5.00 weekly to the Sergeant in the Police Department~ with the understanding that there is sufficient $oneyin the salaries appropriations. This was a majority vote~ Mr..Coffin voting no. ~. OPEN CELLARS: - This matter was again discussed and the board suggested that these names be submittsd to the Police Department and have them arrange with the FireChief to drain the cellars. Mr. Coffin then suggested ~hat we check with C. J. Mahoney for an opinion. He made a motiontha~ we ask the Town Counsel as ~o any authority now vested in the Selecumen and what powers they have mo ab~e the danger of water filled cellar holes on privately owned land and recommend that the Town Eouncil further be requested to provide us with advice and necessary procedure for a Town by-~aw and building ia~ deemed advisable to correct this matter. .. Vote was unanimous. SPEEDING: Mr. Finneran had a 6=mplsint about speeding on Water Street from Elm ~o Bixby Ave., Mr. Coffin mentioned speeding on Ratlnoad Ave.. between Second St. and Main Street and .Mr. Rttchi$ memtioned that there is constderabl speeding on Mass. Ave. The board voted ~o have this checked and if necessary have a sign placed on Railroad Ave. near Maple Ave.
