HomeMy WebLinkAbout1951-04-04 Board of Selectmen MinutesAPRIL h, 1951:continued LETTER TO LAWRENCE SCHOOL OFFICIALS The Board voted unanimously to send a letter to Lawrence School Officials ' expressing the ~hought of the board with reference to the splendid demonstration and good Judgment exercised by the teachers of the Bruce School during the recent fire. THOMAS J. LANE: Letter received from Thomas J. Lane informing the board that he represents William Bootman, 102 Willow St. Lawrence who wishes to obtain a permit to keep two hundred pigs on a farm owned by Mr. Coppolo on Osgood Street, North Andover. The Board felt that this was a matter 'for the Board of Health and no action was taken. The Board of Health also received a copy of this letter. LAWRENCE GAS & ELECTRIC COMPANY: The Board ~g~anted permission to excavate ~o install gas service for Alsdon H. Arold, Putnam Road, 13 feet in street. - - The Board granted permission to ~xcavate to install 110 feet of 4 inch gas main on Putnam Road. ~ Mr.- Carry notified of the ~wo,excavation permits. · SET LIGHTS. INSTALLED: . .. The following street 11ghts~1 have been installed on March 26, 1951:. 1000 lumen incandescent on pole #3368 Pembrook aoad and a 2500 lumen incandescent on pole 454 Railroad Ave. according to a notice received~by this board. NA~, ZNG LIST: The' Town Clerk snd Board of Registrars met with the Selectmen to discuss street list and how the mailing List is determined. -~his meeting was arranged · as a result of complaints from various people that they had not r eceived"their j ~- Advisory Board reports. .' · ,Mr. Lyons, town clerk explained that each year they have four people take'the street-list i~ thevarious precincts by going from house to times.they have to go back two or three,times.'~If~unsuccessful in reaching family, thou the town clerk sends ou~ a card with' aI self-addressed envelope and they receive a reply on most occasions. ~is work takes about four to'five ) weeks, and they have to get the poll-list out to ,the assessors, and then the voting list, : " ,,Mr. Lyons ~said that at no time .has the~urinter~re, quested a street list or.for any corrections and he 1 felt that the current as there are ~many names on there of persons, who.'a~e' deceased..-, Mr. ,Coffin said he thcught'that the list used by the ,Bee Publishing Company should be checked at least once a year and if ~ find that the Advisory Board~ ' has exclusive control of this list we should t slk with' them. · .' Mr, Thomson said he would ,be~in ~favor of; a motion that the maLling ~ist come from,the Board of Registrars but did not wish to assume, any of the prerogatives of the Advisory Board in establishing to whom the .Advisory Board repo~ts shouid be mailed. ~PE%? FRECINCT: Mr. Lyons ',Zhen discussed the.precincts and stated that~we have the largest precinct in T~o and they would'like ~to get s. ome' extra booths for this' precinct. Mr. Lyons ,then informed the board that in 1952 there will be three elecbions and it wont be long before we will have to plan another precinct. The Registrars have given this considerable thought and they-.hsd %bought~ that the ares 'east %of Chickering aoad could be made ~into one precinct. M~, Thomson suggested that thelRegistrars~consider the possibility of creating another precinct and bring their suggestions before the board on occasion. LETTER OF APPRECIATION: The,board ~oted~to send a letter to the Boxfcrd Fire Department expressing'their appreciation for the assistance which was given to North Andover on Friday, March 30,~-1951, the time of the Bruce~School fire in Lawrence. -HIGHWAY SURVEYOR'S APPROVAL OF PUTNAM ROAD: Notice received from High~ay Surveyor Ira D. Carty that $100 bond will be sufficient to cover the cost pf putting the road into condition. HOWARD CLOCK PRODUCTS INO: Notification to board informing them that they should have the clock at the Johnson High SchoOl checked-and inspected due to the limitations placed on materials necessary for this particulsr work. · DEPARTMENT OF LABOR AND INDUSTRIES: Retail price index of specific goodscand services over a period of years was received by the board. showing comparativ? figures APRIl 2, 1951-continued SELECTMEN' S ASSOCIATION: Notification received relative to ~wo bills H-1557 An ac~ to provide~ for a by-partisan count of ballots in all cities and :o~ns at sta~e elections and H-Bill 1558-An ac~ to prevent the openeLng of ballot boxes in zowns during voting house. No action taken. APRIL 9, 1951: The regular weekly meeting of the Board of Selectmen was held ak 7:00 P.M. with all members present. Weekly bills and payrolls were approved. ?E'i'~AN,S LOT-OPENING A GRAVE: ~r. Charles Ward and Js~es'Murphy came before the Board and Mr. Ward stated that George Caron had telephone him to say that he had to have permission to open up a grave. ~he Selectmen referred to a letter written 2/19/45 at which time it was voted by the Boar& of Selectmen that it was necessary to obtain permission from the Burial Agent before a grave was opened. Mr. Thomson stated that he felt as far as the Selectmen were concerned, assent of the. Burial Agent, Gilber.t Calvert, is all that. is required.. Mr. Murphy said that the Legion owns the lot in Ridgewood Cemetery but the Town owns the lot a~ Holy Sepulchre. ~he Board said they would check back on the old ~ecords to see what could be found and to see who the original committee was. In the meantime, a copy of the letter sent in 2/19/45 will be sent to Mr. Ward for the. Legion files. MR. MAHONEY-ARTICLE 62: Mr. Mahoney discussed Article 62 with the Board (purchase of two parcels of land needed for access ~o the proposed si~ of the new high school). Mr. Ms.honey discussed at this time the purchase of one parcel of approximately ten acres belonging to the Stevens Estate for a sum. of $1~,500. Mr. Mahoney told the Bosrd that probably aL1 the papers would be ready by Thursday (4/12/51) Mr. Thomson mentioned that he thought Dr. Ceplikas would retain his land for the time (which is the other, parcel of land mentioned in Article 62). Mr. Mahoney said they had no need for it at this time. MR. MAHONEY~B~,~rLTON AND HOLBROOK ROADS: ~'.' Maaoney discuss'ed the above roads with the Selectmen and said the plans' would be recorded at the Registry (2 plans recorded and i retained for files) and he further stated he has the commitment and will go' over this with the Assessors. I.t will then be resubmitted-to the Board of Selectmen next Monday (4/16/5!) and the Board will then vote the order'of commitment to the Assessors. APPLICATION FOR KEVOLVER PERMIT: Application for~ above was received from Edward H. Van der Pool and~the motion was made and seconded that permit to carry a pistol be granted. Unanimous vote. REPORT FROM POLICE DEPARTMENT: The roi'lowing repor~ w~'s received from the Police Department:~ S~eeding-Main St.-Being checked regularly and checking will continue. May St.- Mr. Dennis has decided to sell and there is alo,r~,ady a snow fence there. ~-'~E OF WOOD-Mass, Ave.-Will be cleared up as soon as p6ssible. Another Poli~e report stated that Mr. Desmond of New England Tel.&Tel. has been contacted relative to telephones which might be used for booking h~rses. As far as they know, there are none in No. Andover but if they have'any suspicion of any being used for that purpose, they wtll contact the Police Dept. and check them thoroughly. Mr. Coffin was not satisfied with the Police Report regarding the condition on Mass. Ave. and felt that the Board should call for a more detailed report from the Building. Inspector and Chief of Police. Mr. Coffin felt that "as soon as possible" might mean right, away or it might mean in the next ~en years. Mr. Thomson was of the opinion that progress was being made and felt that we might gain a whole lot more by proceeding slowly rather than demanding that certain things be done. Mr. Finnaran thought the report was quite progressive and the discussion ended.-
