The board finally decided that the two articles in the petition presented by Mr.
King would go in as Article cna and two and the other articles would be included
in a separate article, . Then article four would embrace all the streets included
in the articles and s certain amount of money to be raised and a~propriated or
taken from available funds to 91ace this work under Chapter 80.
Ralph Brasseur was presen~ and he gave all the figures necessary for the work to
be completed under the articles mentioned. The smoun% of $10,OOO was arrived at
as a sufficient sum to tske care of all petitioners articles.
_A~l patitioners who were not present to discuss their articles are not to be included
iH the article four.

The board granted permission on th~ cancellation petition and order combined covering
two grants on Mass. Ave. as these grants are no longer necessary as valid locations
have been obtained. No public hearing.was necessary.

the relocation of one pole on Short Street. No hearing was necessary.

Notice recei,md that the following lights were installed as requested in our request
of March 20,1951:- 15,000 Lumen, Mercury Vapor lights on Poles ll4 and 126, Middlesex
Street, .Pole 425, Water Street, Pole 1565, and 1573 on Turnpike Street and all were
installed on h/18/1951. The lO,COO lumen Sodium lights .were removed on the above

REVOLV]2 PERMITS:
The Board approved the 'applications for revolver permits for the foilowing persons:
Vincent J. Pellerin, 222 Mass. Ave. Nember of Auxiliary Police and targe.t practice
and Joseph Langlois, 26'! Checkering Road, Target Practice and protection.
SIRE~T.LIGHT REQUEST:
Joseoh Langlois requested that the board check the location in front of the High
Spot' for. possible insmallation of a street light. He said this is a vary dark
spot a~d~ a light would be greatly appreciated.. The board voted to view this location.
SCHOOL BUILDING CO~P/ITTEE:
Letter received informing the board that a~ the meeting 9'f the School Building
.C6mmittae. held April 18, 1951 it was voted: ,'Tna~ the School Building Committee record
its considered opinion that it is highly desirable for the Board of Selecmmen to
proceed .to acquire .the parcel of land on Main Street formerly owhed by Daniel Valpey
of Methumn and now owned by Dr. Thomas Ceplikas. Mr. Thomson stated that he had
~alked to ~r. Ceplikas and will contact him again 'in the near future.
INVITATION:
,The board received an invitation to attend the Joint installation of North Andover
Post 2104, V.F.mW, on Saturday evening, April 28, 1951. The Board voted to accep~ the
invitation with thanks and will endeavor to have some r epresentation.

· The board discussed briefly the two letters with reference to the possibility of
the intr. oduction cE fluoride salts in the public water supply of this ~own and voted
%o hold a meeting with the Board of Health, Public %¥orks Department and the School
Committe~ onMay 14, 195t a~ 8:00 P.M. to discuss this matter fully.
POLICE ~EPARTMENT-~CTION ON MATTER TAKEN UNDER ADVI~E~ENT earlier in the meeting.
The Boar~ discussed the matter previously, brought before the board by Officer Willis
and Mr..T~omson felt that in accordance with the regulars if they want %o work extra
they are acting through their appointment by this board and'he felt that this board
could order a directive.
Mr. Coffin said he had various complaints as to when a fireman or a police officer
is required a~ the various functions and he would like %o know Jus~ %~hen it is
necessary to have them.
-Mr. Thomson suggested that the chief be requested to make public when an officer is
needed a~ a special function.
~e report of the chief was then read and Mr. Coffin said he didn't believe the report
and there were two many different stories. He then suggested that the policy of this
board with respect to officer ~who.work. pt. th,ese f_u_nc_t~i~on~s~_t~tntehe~ie~ hourly pay be
paid'and no more and the chiez' make puollc wnen an u~Amu=A at the various
affairs. Vote was unanimous and the chief will be sD notified.

~C~TCE DEPART~T:
The second report of Chief Mcgee reLmtive ~o the officers who informed .Mr. Alexander
'~indward of Sutton Street he had no righ~ ~o remove a limb from a ~ree on town property,
the reporm s~a~es that the officers were not discourteous but that Mr. ~?indward was
and he informed the board as ~o some of the statements made. The chief felt that
the officers were within their rights as the~ree was on to~n property and Mr. Conners
had checked the~ee.and agreed that it was.
Er. Coffin also said that he did not believe tha~ this report was true and he believed
that the tree was on private land. He fel~ that the ma~ter could be dropped since the
man.was ou~ of state now but it wac the principle of the thing that he was interested
in. No further action t~cen.
CHAPTER 80- H~J~ILTON AN) HOLBROOK ROADS: ' '
This matter was discussed for some time and anorder adopted.by the-Board Of Select-
men approved and signed, one to ~he Assessors with a letter ofevpl~nation, the
amounts to be assessed to each individual and two copies of plans for each street,
one copy of the order and plans taken by Mr. Thomson to be recorded at the Registry,
and one for the files of the 'Selectmen.
Motion was .then made by Mr. Finneran that the above be accented by the board and a
copy of the o~der~ be inserted in the ~minutes of the boar~ which is as follows:.~

In accordance with Section 1 of Chapter 80 of the General Laws od the Common-
w~alth of ~ssachusetts it is decreed tha~ a limited and determinab!e are of the
Town of North Andover, all as shown on Plan "Storm Drain, Hamilton and Holbrook Roads,
North Andover, Massachusetts,, dated November 1, 1950, Ralph B~ Brasseur, C.E., said
improyements on Hamilton and Holbrook Roads having.been authorized by Article 77 of
the .Warrant of the 1950 North ~ndover ~ual Town Meeting, has received a public
improvement other than the genersl advantage %o the whole community, as a result
thereof,~he Board of Selectmen of the said Town of ~orth~Andover in accordance
with said~ Chapter- 80 of the General Laws' of Massachusetts, and the various sections
thereof as may be applicable, hereby decree and order than an assessment, for the

INSURANCE:
The Board was unable to keep their appointment to meet with Richard G. Whipple,
Insurance Agent for the town and voted to ask him to meet with them on April 30,
1951 at 8:15 P.M. to discuss an inventory from the vartous town departments
and to,press their regrets for keeping him waiting.
POLICE DEPARTMENT APPROVAL-CIVIL SERVICE:
Approval was received.from the Division of Civil Service on the weekly increase
for the Police officers as:~voted at the annual town meeting of 3/17/1951, also
for the chief and sergeant and approval on the increase of $7.00 for the Chief
and $5.00 for the sergeant, weekly as granted by the Board of Selectmen.
APRIL 30, 1951:
The regular.weekly meeting of the Board of Sele~tmen~as held at 7:00 P.M.
with all members present. Weekly bills and payrolls were approved.
OFFICE OF PRICE STABILIZAT~ON~
Various regulations were received and the board voted to designate the Selectmen's
Office as the place where persons concerned may obtain these regulations.
DEPARTMENT OF PUBLIC WORKS:
Notice received that the Commissioners have allotted ~uder the provisions of
Section 34, Chapter 90 of the General Laws, Ter.~d. the sum of $!,000 for
~he maintenance of Chapter 90 roads in the ~own of North Andover on condition
that at least $2,000 shall be contributed by the ~ow~.
Notice received that the Commissioners have allotted under the provisions' of
Section 34, Chapter 90 of the GeneralLaws, Ter. Ed. the sum of $10,000 for
the improvement of Great Pond Road in North Andover, on condition that a~
least $5,000 shall be contributed by the ~own and $5,000 by the county.
Mr. Coffin inquired as to the width of Gt.Pond Road under this work and felt
that the board should know what sort of road is to be built and where the work
will start, since he hsd heard that it may be at Bo:cford or it may be at Osgood
Street, and whether or 'not the town will have. totake some land.
Mr. Thomson s~ated that the County Engineers se~ up specifications on bids and
also advertise but we could contact Mr. carry and if he hasn't the information
we would be able to get it from Mr. Fritz at Beverly. This ~information will
be obtainedbyMrs. Dearden.
REPORT OFAUDIT:
A mopy of the repor~ of the audit made of the accounts of the town from
April 14, 1949 to December 8, 1950 was received and all seemed to be in good
order. The board voted to accept the report and place it on file.

POLICE DEPARTL~NT:
Chief McKee reported that his department have checked traffic conditions on
speeding at the Veterans Housing Project and found no instance of speeding
as yet,but they are still checking. He sees no need for ,Slow signs" at this
time.
CHIEF MG~EEreported that his department had received a complsint from Mrs.
Rosemary ~rrissey, 62 Birchwood. Road, Mathuen, which stated that her brother-
in-law had been pushing her around and threatened her 'with a gun. Edward
Vanderpool had recently received a permit t o carry a revolver and Chief McKee
suggested that theboard revoke the license.
~The board voted'to take this action and license was revoked and the chief will
be instructed ~o pick up this permit a~ once.
AUXILIARY POLICE:
John Donovan notified the board that he had discharged the above mentioned
Edward Vanderpool from the A~iliary Police force in view of the above
report and asked him to turn in his badge and appointment form.
RESERVE POLICE- U.S.SERVICE:
Robert.Sanborn notified the board that as of May 1,1951 he will be recalled ~o
active duty with the U.S. Air Force and asked that he be considered for any appoint-
men~ which may arise. The Board'voted to granm a leave of absence and notify C.Serv.
