Board granted permission ~o the Parents-Teachers Association, through Mrs. John McGuire, for the use of Stevens Hall on June 14, 1951 so that they may give their annua~ party to the eighth grade pupils in the town. Hall is available for this.night. U. S. SENATE: A letter was received from Senator Lodge, Jr. to Mr. Coffin and enclosing a communication which he had received from the Chairman of the Special Committee ~c Investigate Organized Crime in Interstate Commerce. The letter enclosed sta~es that at the present time it does not appear that the Committee has any testimony w~ichwould corroborate any statement in the newspaper article which had appeared in the Tribune Publishing on March 15, 1951 · regarding North Andover. It also mentioned that it had been suggested that the Selectmeninquire of the Lawrence Tribune as to .the sourceofthe information on which the article is based. Mr. Coffin read the letters.and said he felt that the item was from a previous notation that there had been such action in North Andover .as Bookie Information being given outand since we had no reply from the Tribune as to the source of the article, no' further action wLl! be taken. APPOINTMENTS- ' BU!LDTNGINSPECTOR. The board unanimously%o re-appoint Martin J. Lawlor, Sr. 290 StevenstS~reet, as building inspector for the ensuing year. - DOG OFFICER: The Board voted unanimously ~o .appoint:John Dolan, [2 'Ashland St. asDog Officer for the ensuing year. FIRE ENGINEErS: The board voted to re-appoint-Arthur Brnderick~and Edwin Koenig, as fire engineers for. the· ensuing year. Vote was unanimous, REMOLVER p~fiRMITRE!~VALS: The Board approved a number'of renewals for revolver permits for the month of May. George Rea came before the board to discuss the land he has'for dumping pu~. poses and he said he has 56 acres. He said the board or ~own vould have.'to seize a right of waF to get in to this property but that it would be. ideal' for- this purpose. Mr., Carry has looked it over and he agrees that it would, be_a good locatiSn. · Ralph Brasseur came in and said he had looked, at. this location and itwas good but he thought they should find out how the attitude of the owners w~uld be with res pect to having this dump and also they might obJec~J He/said there wo~ld have to ~e a road about 1400 feet longfand, he hasn't figured out. the ' cost as yet. He' said the State Forest should,also be. contacte~ as the land is almost' surroanded .by state forest property. -- · Mr. Coffin thought there were some redeeming features 'if the cost was not too greaT~, ~-. E~enan .was willing, to wait and see what information .Ralph..:~ould ge~ from the abutters.~ '~Ralph agreed ~o ge~ this information as soon.as possible and report to the board. ~ DUMP oFFERED: M~. F, J. Farrell, 351'Boxford St., keeper of pigs, offered the town ~.piece_of land which would be excellen~ for dumping purposes and s tared that :there.. are three artesian wells there and plenty of.water at all times so that there would be no danger of fires. He said he had nine' acres and it is al~ grade~' and there are' very few houses there. He would rent it tc the town or 'if 8ecess~y, he would give it.. · The Board than4ed'him for the offer and they will consider~ it later.- STEVENS HAZL: Walter Hamilton came before the board and asked permission to use' Stevens HaL1 on Memorial~Day, for serving refreshments.. T~e Board granted permission and he will contact Mr. Cus~ing, Janitor. JURY FO'EMS: Nr. O'Brien had 100 copies of the Jury questionnaire and ~he law. relcting to same, mimeograp ~ed for the Selectmen for which they were grateful and voted to sand him a letter of thanks. A small number of the forms will be mailed out so that someavailable persons will be listed for the next Jury list:to be made' out in July. SPECIAL TO~N MEETING: Tae Board looked over the warran~ and ~.tr. Coffin felt that the average layman v~uld not umderStand the purpose of asking for rescission of the.previous vote and suggasted that a statement be released from this board and have it published. Salisbury, for the appointment as interim Moderator under the provisions of GoL. c.41 section !l. Ne agreed to serve until the Narch elcction without remuneration of any kind. O~ motion of Mr. Coffin, Arnold H. Salisbury was ~ppointed as Noderator until the next annual town meeting. Motion was seconded by Mr. Finneran and VOte W~S un~l~Imous. BETTER3~NTS- SPECIAL TOWN MEETING: Mr. Coffin suggceted a.letter be sent to each abutter on the streets involved and Mr. Thomson thought it very good procedure inasmuch as Betterments are new. A motion was made that a letter be sent to each abutter on the streets concerned in the Special Town Meeting warrant, on pendency of meeting and possibility of assessment on them, should the articles be favorably passed. Vote was unanimous. LAND COURT: Notice received relative ~o land which borders the reservoi~ and the board voted to refer this '~c Mr. Du~ ~o see if he felt that we are concerned with this matter. DUMP -LA~'~R~CE: Mr. Coffin brought up the matter which has been particularly offensive recently-~ and he had callcd Chief Retelle who a&~reed to check the dumo fires. It is understo~__ that the incinerator is in the process of 9eing completed in Lawrence. UNION SCHOOL: The Board discussed the Union School and the ppssib!e fire hazard since nothing has been done about msking it into apartments end the board voted v~rite to Mr. Muzichuck and find out what his intentions are with respect to this school. DEPARTMENT OF PU~!C WORKS: Notice received that this department has been requested to act as the agency for all cities, %owns, and other 'public authorities within this sta~e thmough which cle~ance n~st be made for all requests for priority assistance in procuring ste~ltand other critical materials needed for highway and bridge ,p~ojects. The board voted to refer this ma~ter to the Highway Surveyor. MAY 7, 1951: ~he regular weekly meeting of the Board of Selectmen was held at 7:00 P.M. with ail members present. %?eekly bills and payrolls were approved. DUNPSIT~ATION:. John ~;ilcox and Frederick Rabs came before the board to discuss the dump recently mentioned as being available on Boxford Street. Mr. Wilcox s~ated that there is no wa~er down thereandit is dangerous because of fires. Mr. Thomson mentioned that the board has three Iccations offered and each one is to viewed by the board.' He said that if the board gives this Boxford Street location any consideration the board will notify the Kimball association before any action is taMen. _Anthony ~zeles~ 193 Boxford St. also wished to be notified if the board decides ~o use this area for dumping purPoses. DEPT. OF PUBLIC WORKS: Notification received referring to our letter of April 5, requesting Chapter 90 money for Forest Street. T~e letter states that this road does no= appear to be of Chapter 90 importance. If Chapter 90 money is to be spent on this 'part of the town, Salem Street is preferred to Forest Street because it connects with a chapter 90 road in Middleton. ~here is no fund available for either of these streets-at the present time. NE~ENGLAND TEE, & TEL.CO.AMERICAN ~.& TEL. CO: Petition and two-copies of Plan ~l covering the removal of poles on Depot Street, approximately §95'south of~ssex Street, 1. pole and approximately ll05' south of~Essex Street, 1 pole. No' hearing necessary. ~he board voted unanimously no-gran~ this request. RECREATIONAL COUNCIL: Notice received that the following appointments have been made and referred to this board for their action. · Drummond Playground, Mrs. Emil Gaskell, $120; Miss Patricia Dye~, $120.00; Grogan Playground, Janet Knightly, $120; Rosemary Macklin, $120; Waverley Playground, Mrs. NarJorie Giard $1205 Fred Nar£and, $12~; Supervisor, Mrs. Elizabeth Elliot, $120. Mr. Marland will alternate between the three playgrounds in order to instruc~ in the younger boys sports, but there will always be ~wc instructors a~ each playg~ound.~ne board voted unanimously to confirm these a~ointments as made by the Recreational Council.
