~EE REMOVAL REQUEST:
Robert Hertrick, 171 Greene St. requests the remeval cf · tree in front of his
p~op~rty. Tree Warden John J. Connors has checked this tree and it should be
removed. The board voted to refer this matter to the tree warden f or posting.
A hearing will be held on ?/21/1951 at ?:30 P.M.
ESSE~ COUNT~/RETIREMENT' BOARD:
Notice received that the amount of $8,631.97 is payable by this town to the
several funds of the Essex County l~tirement System for the year 1951. Town
Treasurer has already paid this amount as required.
DEPARTMENT OF EDUCATION:
Notice received that Edwin 9. Dill, 20 Stevens St. is enrolled as a .part~
time su~dent at the Lawrence Part-time Apprentice School as of 1/12/51.
EYENING TRIBUNE:
Communication received regarding the item in the paper on March 15, relative
to North andover being listed as one of the 22 bookie~ centers in New England
which was a signed article ~ritten by Lawrence R. Goldberg, which appeared in
the March 14, issue of the Boston Post, page 17, column one.
The letter suggested that the Nestern Union Telegraph Co. should be able to
furnish this board with the information regarding the sub-committee of .the
Senate Committee with whom the data was filed.
Mr. Co~fin stated that he still thought this was an old report but would
suggest that we ask western union if there are any leased wires operating in
North Andover.
A motion was made and seconded that an inquiry be made of the ~estern Union
Telegraph Company whether any wires are being leased for giving out horse
racing information.
BUILDING INSPECTOR:
The board voted to call to the attention of the building inspector the matter
of a possible business being conducted a~ 493 Mass. Ave. Roland Baker. and
make a report.to this office. It has been called to the attention 6f the board
that they use a four party line for business, trucks and cars are parked there
at all times and a plane is parked Just opposite the Baker home.
SCHOOL BUILDING CONMITTEE:
A letter was .send %o this committee relative to their vote on the land presently
owned by Dr. Thomas Ceplikas and states that this board contacted the doctor
who is w41 ~ ing to sell the land to the %o~n for the sum of $3200, upon condition
that. . the to~'~n pay the 1951 taxes. ~he board also s%a~ed thaZ they would be pleased
to Have this committee advise them further of any.action they may wish them to
take.
INSURANCE DISCUSSION:
Richard G. Whipple came before the board to discuss insurance. He stated that he did
not think the buildings were too far out of line although the High School was
pretty old and if burned down, the town could not expect the insurance company
to pay for a new High School.. He mentioned that .an inventory is most important
particularly the schools and Board of Public Works.
Mr. Coffin inquired if the company would not be willing to send a man ~o come in
and make an appraisal for a s~11 'fee.
Mr. Nhipple stated that they have already had the buildings apparaised and there
has been an increase of 20% since last fall. He felt that an inven~nry of the
Bradstreet or Thompson Schools would suffice as theyare almost identical.
Mr. Coffin then said that his line of thought would be' that the tea members of
the agency collect commission but all the work.falls on the chairman. Re knows
the responsibility and he would like %o see things done right. He feels that the
chairman should receive a raise sine he does all the work.
Secondly, he .would like %o see the by-law re-vised to see that each member devotes
all their time to insurance business and there are three members who are no%
doing this.
Mr. Whipple thought this matter up to the Selectmen also.
Mr. Thomson then stated that the agency, made rules and by-laws by which they are
governed and it ~ould be up ~o the agency, to propose a change such as mentioned.
Mr. Whipple said he receives $~0.00 as chairman and this is given to the girl
who does all the typing. He said that originally the selectmen voted %o divide
the commission equ~ly among the various agencies in the ~o~n.
Nr. Coffin said he would first like to see ~he inventory taken and perhaps repeated
every five years and have the association members pitch in and pay for the constant
watching of the buildings.
Secondly, have a survey made of all .~u~surance and have it kept up so that this board
could have it in front of them a% all times.
~hird, accident prevention work. Then if all the members were talked to,. they would
probably withdraw unless they were planning %o follow the insurance business.
INSURANCE:
Mr. ¥~hipple then stated that the inventory could be done by the company and that
perhaps a~l department could cooperate. The school department would be the hardest
department ·
Finner~n thought that figures might be available for the Kittredge since it

Mr. Ktttredge will take this matter up with the members of the agency and after
a decision is reached, wIll presenm it to the Selectmen for their approval.
NEN ENGSAND TEL.&TEL.CO:
Petition with 'three forms of order covering plan 53 for the relocation of
one pole on Annis Street.was approved by the board by unanimous vote. No
hearing was necessary~ Annis St. north of Middlesex St. approximately
151',~ 1 pole. Remove 1 pole.
NEW ENGLAND ~EL.& TEL. CO-LAWRENCE G & E CO:
Petition for J~int locations-on the westerly side of South Bradford St.,
at a point approximately 460 feet southerly from Winter St. 1 pole, was
received andmet do~m for a hearing on May 28, 1951 at 7:30 P.M.
COMPLAINT-. BUSINESS at MASS.AVE. ROLAND BAKER:
1~e board had recently sent a request to Martin Lawlor mo check on this
location to see if there ~as a business conducted there. A complaint had
been made to the board to this effect, and also that trucks, cars and a
plane were parked there at all times.
Roland Baker came in as a result of. Mr. Lawlor going to the home to check
on this matter.
· Mr. Baker stated that he does not' conduct a business am his home, that he has
a storage space at the Everett Mill but~ that when he was forced to vacate his
store in Andover, he had to stroe the surplus material in his garage. He
said he has a 1950 Sedan delivery truck, a 1950 Oakland half ton truck and
he and his wife, each have an automobile. He has four garages and these cars
are parked in the driveway of the garages. His son works for a sewing machine
compar~ and he parks his truck there also.
He said that occasionally, saAesman call am his home and might park there
briefly. He'said .the garage is on Bacon Ave. but his house is on Mass. Ave.
In answer to Mr, Coffins question about a plane parked there, he stated
that his son' had one but had sold it and it was taken away to-day. He has
~bout 22 refrigerators stored in the garages of which a small percentage are
new ones. He'stated that this is not a planned conditfon and he didn't think
there was anything wrong in parking his trucks on his own property or even on
the right of' way~
Mr. Baker then asked about various other matters with respect to cemenm blocks
being a business and selling ice cream.
Mr. Thomson then informed him that he has no right to conduct a business at
his home address since this is a residential area and if he does, he may
run into trouble.
BONDS- ARTICLES OF TOWN WARRANT -1951.
Dean Ross c~me before the board ~o inquire as to the amount of the bonds
required for articles 44,45,46,47, and 48 of the annual mown warrant.
Mr. Thomson'informed him that articles 46' and 47 required a $500 bond for
eabh one, Ai-ticles 44 and 45, $3500 for both and article 48, $2925.
Mr. Thomson stated that the policy of this board was not t o accept any
bond unless it were cash, a bank book. assigned to the town or a surety bond.
Richard Hilton inquired about articles 34 and 35 and asked if it were possible
mo gem al'ong without a surface drain.' -He said if he is mo guarantee that
this road is ready for acceptance and if one abutter refuses mo sign the release,
it would leave him holding the
Mr. Thomson informed him that his problem is .mo pure the road in condition
acceptable to the highway surveyor.
Mr. Brasseur came-in to discuss this matter with the board and stated that
his impression was that the other roads in this vicinity have dra~inage.
He stated that' he was willing mo check these figures again as he ~had checked
them in a hurry previously and he will submit any'new figures he may decide
on and will give them to Mr. Carty.
Mr. Hilton l~en brought up the matter of filing bonds with the Board of
Public works and he didn't thatwas the right thing to do.
Nr. Thomson" informed him that the Selectmen have nothing to do wi. th that
matter and that it rests entirelywith the board of l%xblic ~orks.
DEPARTMENT OF PUBLIC WORKS-CHAPTER 90.
Communication received from Charles A. Frita,District Highway Engineer
informing this board that chapter 90 work plans for Great Pond Road have
nora been received as yem and not moo much study has been given to this~
He stated that the usual custom is mo begin work at the town line and work
.toward the center of the t~u. Preliminary plans are expected soon and a
detailed study ~ill be made. The board voted to reques~ that the result of
their study be sent to the selecmmen.
