Scott has called the police on several occasions and they talked with the manager and then asked the neighbors to try and cooperate v~ith them also. .~r. Scott s~ted that he has no objection to the trucks parking parallel with the street but when they park across the street there could he' a serious accident. He said that the street is narrow and pedestrians have to walk out in the street to pass by the truck. ~r. Thomson felttthat they had no right to block the traffic and he felt that these trucks are usually out of town trucks. Mr. Thomson informed }~r. Scott that the Se£ectmen would do something about this matter ~ud if mhere Was no improvement within ten days, he should .again contact the Selectmen. The board discussed t~ts matter and board v6ted to instrucm the chief of police to adhere ~o the parking violations, Rule 5, section 1, which prohibits parking on sidewalks. ~r. Coffin suggested that the' chief go down and talk to the manager and see what the parking facilities are and what plan can be worked out. ~lso that the chief should have this checked occasiouslly sc that there will be no recurrence. ~e board would like to ~ave a report on this. Notion made 'and seconded that Chief McEee beinstructed to check with the Little Fa~n Cleaners, the Neadcwbrook Laundry and Howard Food Products to check this matter and report back to this board. TREE REMOVAL HEARING: Hearing was held at 7:30 P.M. on the petition of Mrs. Boardman, 174 Greene Street fc~ the removal of anold pine tree. Mr. Connors, tree warden looked at this tree and suggested that it be removed. Motion made and'seconded that the tree warden be instructed to remove this tree. Vote was unanimous. TO%IN COLLECTOR: Notice received fromHenry F. Long, Commissioner of Corporation and Taxat~'on, asking that at'the next special town meeting held in the town that an article ~be inserted with reference to the collector under the title of town collector, shall' collect all accounts due the town, in accordance with the provisions of Section 38A,'Chapter 41, G.L. The Board voted to accept this request and place on file for consideration. MASS. SELEc'TME~'S ASSOCIXTION. Notification received suggested that the Selectmen oppose H.Bill 2066, which is Tax Commissioner Long's recommendation for revaluations. No action was taken on this communication. LA~RENCE G & E CO: Permission granted to excavate to install 200 feet of 6' inch gas main on Sutton Street, North Andover~ Permission granted to excava%e to install gas service for R. Griffin, Sutton, North Andover, -50 feet in street. BOARD OF PUBLIC WORKS-PLAYGROUND_MASS. AVE. Communication received in reply to our letter of May 16, relative'to the playground between Mass. Ave. and Marblehead St. and complaints made of dust from that area. Letter states that~ the Mass. Ave. level hms been leveled, rolled and cleared of · stones since the rough grading by the contractor and a baseball field laid out. At present they are leveling, raking, removing stones and installing playground equipment on the upper, or Marblehead St. level. The cost of placing loam and seeding this upper level, containing ~wo .acres has been placed at $5,000. use of calcium chloride has b~en recommended for dust laying but if used,~ would make it impossible to grow grass on that'area inthe future. Recreational Council members are not in fav6r of having this part of the playground without grass. The cost of the calcium chloride treatment would be $600 for the two acres adjacent Marblehead St. The money for both these projects was no~ provided in any appropriation and would have to be ~rovided from some other source if this work is mo be done. The board felt that no actionc ould be ~aken at this time and it would seem better to wait until the fall and see what happens at that time. PARENT-TEACHERS 'ASSO: . Request made by Mrs. J. Edmund Elliott to allow the Parent-Teachers Executive Board to meet in the Court Room on the first Tuesday of each month to hold their reg,±ar monthly meeting. ~he board voted unanimously to grant this request. LAND FO~ HIGH SCHOOL: A letter from the School Building Committee in which they adopted a vote which suggests that since the asking price for the land owned by Dr. Thomas CeplikAs was $2200 a year ago, the Selectmen should offer Dr. Ceplikas $2750, which,in the opinion of the 5cho91' Building .Cgmmitte.%~ re_flects a r..e~asona~hle.p~ofi~. ...... MAY 21, 1951- continued OPEN CELLARS: Chief McKse reported on the open cellars and informed the bcar~ that the one on May St.. could be filled in if the town will do. Mr. Daniel Dennis stated that he had no obJectio~ ~o having this done. Arthur Robinson, stated that his lot is for sale on Beacon Hil~ Blvd. and he has pu~ a lot of work in there, building a wall, e~c. He does not feel that he should have to do this filling in as someone who buys it may build on it. The cellar on Chadwick Street is owned by the Ash fatally and they hope to have it sold within one week. Mrs. Pauline Blood has this lot for sale. Mr. LaFranco came i~ to discuss his cellar( actuad.ly belnn~,s ~o his son.~ who is in Korea. He said they have had trouble about the land, because of a fence being erected in the wrong place on ~own land at the Xittradge School' and he is disgusted as his son has been wounded and is being sent home now. The cellar will b~ filled in with the loam and there will be no building done a~ this time. DANAGE CLAIM: Claim made by Clayton Towler' in the amount of $18.80 for damage to his taxi when a spring was broken when the car ~en~ into a hole on Great Pond Rd. Mr. Carry informed the board that he wen~ up and locked at the rut in the road and he would recommend that the board pay this claim. A release will be sent to Mr. Towler f~ the amoun~ above amount. The Board.9oted to pay the above amount $18.80 ~o Mr. To~vler for damages claimed, after.release is signed by him and returned to this office. BOARD OF APPEALS. A letter of resignation as a' member of this Board was*received from Irving C. Howns which was accepted with regret by the .board. Peter Ritchie was appointed to serve the unexpired term of Mr.- Howes until ~ .' ~ January 1954, by unanimous vote of the hoard. STREET LIGHT REQUEST: The Board-voted unanimously to request a 1000 lumen street light on Chickering Road in front of Mrs. Elaine Griffin's proper~y. . · Also a 1000 lumen street light on pole 24~4-95 at the High Spot on pole nearest the High Spot but if the Lawrence G & E Co. feel that the other pole is a better location, they may use their m~n discretion. Also a 2~00 lumen street light on Pole nearest the property of Giragosian , .with the light~. on Chickering Road. LYMAN ROAD: In accordance with article 33 of the 1951 warrant the abutters of the property on Lyman Road will be asked to sign a release to the town releasing all, right, title and interest and and ~o a certain private way known as. Lyman Road, and further release said ~c~n from any and all claim for damages which :maybe ~aused by changes in line or grade in the conditioning and accepting by the %own' of Lyman Road, as laid ou~ on plan of L.vman Road filed with the ~own~ clerk~ MAY 28,195i: The regular weekly of the Board of Selectmen was held at 7:00 P.M. with"all members' present. Weekly bills and .payrolls w ere approved. BOND FOR'ARTICLES ~ and 35. Mr.:Robert~Nelb presented a check for ~950 , the amount 6f the bond required by the Board of Selectmen with respect to these articles as voted at the. annual town meeting 3/17/1951. Mr. Carty informed the Selectmen that this amount will' be sufficient to put the road in condition for acceptance.. Mr. Thomson suggested that the ~reasurer cash this check and set up a separate account for this bond which will be returned when the work is completed. NEW ENGLAND ' ~2~L. & TEL. CO.- LAWRENCE G & E CO: Petition. and copies of. Plan #/56 covering the location of one pole on Green · Street were received by the board and a hearing w~as set for June 18, 1951 at 7:30 P.M. The Board approved the request of these two compares to erect ~oles with wires, cables, etc. on the westerly side of South Bradford St. at a point approximately 460 feet southerly from Winter St.lpole.
