NORTH ANDOVER IMPROVEMENT SOCIETY:
Letter received from this society requesting permission from the Selectmen
to have signs installed, in strategic places and at the entrances to the town~
relative to dumping in the to~n and offering a $50.00 penalty. ~he board
heartily, endorsed the contents of this letter and informed the Society also
offering the services of. the Highway Surveyor and the Chief of Police in assisting
in erection and installing of these signs.
MASS. DEPARTMENT OF PUBLIC WORKS:
Communication received in reply to our letter of May ~6, informing the board that
a copy of theplans, for Chapter 90 ~rk on Great Pond Rd. will be sent to them when
they are available.
REVOLVER P~.RMtT APPLICATION:
A=plication for a revolver permit was received from Carleton B. Van Buskirk, Jr.
95 B. Main St. and the board approved the spplicatiun, also approved by ,the .
Chief of Police.
MASS. DEPT. OF PUBLIC WORKS:
Communication .received relative to new signs to be erected to mark city and town
boundaries. The letter asks for an. attested affidavit 'signed by~a responsible
official, showing the actual date of Incorporation or Establishment,~ of.this town.
Mr. Coffin felt that the ~n~prporation Date was not correct inasmuch" as , North Andover
was established as far back as 1646 with Andover, and incorporated on 4/7/1855.
Mr. Coffin suggested that we con~act John Osgood, Treasurer of the North Andover
Historical Society end'-ask for suggestions as to the date of establishment'~ and
any other pertinen~t ~informationj .and made such a motion.
The~Board votedunanimously tc request Mr. Osgood to furnish ~ such information and
any other pertinent facts.
~REE REMOVAL .R~QUEST:
~elvin'Morse, 21 BelmontSt. request removal of a large tree in,font of his property
' · which interferes with the sewer.pipes and a~so makes the..house damp as the branches
~:.~ hamg over, the house~ The board voted to refer this tothe Tree Warden for posting;
CHIEF MCKEE:
L~ Report rece'ived from Chief McKee to.the effect that he,had contacted the owner ~of
Howard Food Products and the trailors will park parrallellwith the ~cad' end'unload
that way. He also stated that these trailor trucks are not parked longer than'~one.
hour at the very most.

Chief McKee reported that Francis Stapleton came to the station and is willing to have
his cellar filled in by the town if theywill do it. ' He does no~ plan to build there
no~ and he' will remove the !tool shed as soon as possible. ~He ~will, have~ it filled in
i~~ He h~s ~O'but ca,.not promise to do this' for some time. (Cellar on Roseda~e Ave.)
~ggested that a.bulidozer be used to fill these cellars in but Mr. Duffy
does not.. believe that it could be done with his new equipement and suggested, that the
~e~ectmen hire Cyr,s bulldozer and 'have them all fi£1ed in properly and the cost which
would' .be about $60.00 could b~ paid from Contingen~ ~und. Daniel: Dennis' is also willing
to have his 6ellar filled in on May Street.
Mr. Coffin did not f eel that the town should pay out~ this money, for: filling cellars on
privat~ land but suggested that we continue to check to see if there is ~n~t_b~ng that
· t~e .selectmen can do. Mr.'~ ~homson said he did not believe they could do anything legnlly
unless it became a public nuisance or ~'health menace. Nc' further action taken.
COMPLAINT ABOUT DOGS:
Chief McKee checked th~"~omplaint: made by Mrs. Jack Broadhead of Rosedale Ave.
about dogs running around there amd found that ~o boxer dogs belong to Joseph
Trom~ly and they are licensed and he learned that no damage has been caused to d~te
but the neighbors are afraid that they might attack the ~oate.
John Dolan checked further at request of the Chief and stated that there are two
boxer dogs which belong to Joseph Tro~bly but he has never had any complaints about
them and Mr. Trombly believes that the dogs referred to in 'the complaint do not belong
to him as there ars other boxer dogs in this area. No actioH:,taken.
DU~ LOCATION:
Chief Hargreaves reported that he had looked at the dump locat'ion on the Burke property
and he feels that it is idesl for a dump except that there is no water in-the immediate
vicinity. ,It is~2,000 feet from the nearest hydrant on Railroad Ave. and 500 feet from
the hydran~ on ~rnpike St. but no road is available. The hoard to ask Mr. Carry and Mr,
~argreaves 'to meet with on June 4, 1951 at 8:00 P.M. to discuss this matter.
POPPY DAY:
The Board granted permission to %ne American Legion Auxiliary to hold a Poppy
Day on May 29, and .May 30, 1951.
BOAFO OF PUBLIC, WORKS-PLAYGROUND-MAS$.AVE.~
Mr, Duffy talked with-a member of the board and stated that if the scrapings picked
up by the Highway Department could be dumped on, the playground near Harold Street,
it would help reduce the dust problem. He said there would bestones, brush 'and
some loam.'
The Board voted unanimously to suggest ~o Mr. Car~y that it would be' most
helpful to the Playground situation on Mass. Ave. if these scrapings could be dumped
at this location at such place as Mr. Duffy may suggest. A letter will b'e sent ·
to Mr. ~arty.
MASS. AVE. STORAGE OF LUMBER:
Mr. Coffin brought up the matter of lumber stored at 17 Mass.~ Ave. and, although
he has had. no further complaints he felt that someone should be assigned to this
location and get facts as to whether or not a business is being conducted. Mr.
Coffin felt that, itwas almost.certain that he was selling this lumber butit would
be necessary to get the facts first before any action is taken.
Mr. Thomson stated that this had bee~ investigated not too long ago by the police
,and he said that unless it could be proven, that' there ,was selling there, nothing
~ .could. be done.
Peter Ritchie was present and he said that he couldn't be sure, if there was any,
selling but he knew that the residents were up in arms abou~ the lumber being
stored there. · ~ ;: ·
The board then voted to send a resume of. the sentiments expressed, here,.to-nighS"t~
the Police Chief and. suggest that the investigation be continued with:..the.,endtn .
before the board' some time ago about ,selling or: conducting a business~,at.his,home
and advise him of the. fact that if there is, evidence Of a;business being condu6ted
there, some action Will be taken.

Mr. Coffin broughtup the matter of lumber stored on Chadwick Street, ri'ear,Sutton
Street .by Mr; Szarne'cki,who plans to ~build a-~.house~there in the near~ fdture.~
~zarnecki came to this office, and ~alked with Mr. Coffin-and explained, that the
lumber is second-hand which he obtuined~ from~some ~mill. He, knew nothing' about~
b. uilding ~and~could not determine how much or what type of this lumber"could be~
used .for' his home. ,He has lumber stored ~in, two~ other ~locations. not:tn town~ ~
and he plans'to use ,some of this for camps in ~boxford.' He didn't guarantee ~;
~. ~o move the~material at any~speciTic time. and Mr~ Coffin felt that'~this situation
· could be left. pendifig until..the, end:of:the summer.. -

working on them so.that they wil~ be ready for the, next 'annual :tSwn m.eeting. ,
.He suggested that: we ask Joseph Duncan ,to sit in ~th the 'board and discuss
them, since be'has such a wide knowledge ,of this,work. Mr.-Coffin,also felt',
i .,~th~t, perhaps~ a-,committee could be appointed to go over them during the summer'
'months and not leave s_ll the work until the end,of the ~ar.
HIGHWAY, DEPARTMENT: ..
Notice received from the Highway Surveyor that no sub-surface drainage wil~
be required for. the section of Mifflin Drive within. 200 feet of Middiesex'St. ~
and the other'requirements are 1. Gravel sidewalks five feet in wideth-on.each
side of road..2. Gravel or cinder roadway thirty feet in~wideth, .minimum d~pth
of.eight inches. Roads land sidewalks to be constructed in accordance with lines
and grades as shown on plan of Mifflin Drive approved by Planning.
JUNE 4, 1~1:
Tha_regular weekly mee~ing.;of the Board of Selectmen was held at 7:00 P.M. with all
members present. ~he weekly bills an~ payrolls were approved.
PROPOSED DUMP LOCATION HEARING:
A discussion was arranged between Ira carry and Chief Hargreaves to discuss their
views on the dump location on the Burke property between Railroad Avenue and Turn-
pike Street. ',About twenty residents came in to oppose this location and were of
the opinion that the Selec~me.n had approved this location and they were disturbed
about it,
Mr. Thomson explain.ed that the board is s till looking around for a suitable locatiom
and have been fora period of y~ars. He stated that there have been offers of land
on Boxford, Boston Street' and the Burke land. ~ll locations had been looked over
by the board.
