DUMP LOCATION HEARING: Benedict Perroni asked about the Lawrence Incinerator being 'used by North Andover end he thought that moncy would be saved over a period of y~ars. Mr. Thomson stated that the Lawrence Incinerator is not complete and they do. not know. Jus~ how much can be acco~m6dAt~d and the board has discussed this possibility in the past. Mr. John Fitzgerald stated that the town should spend more money for this purpose but that this location would not be good and rats breed in a dump and the smoke would be very disagreeable. He said he felt, now that the Selectmen wonted an expression from the people so that they. would have an idea, Just how,the residents felt about this area for dusping purposes; ~r. Cartythen informed the board that there was a natural waterway in this area which would have to be piped if used for a.dump. He them said that Mr. Burke did not went to do. anything to hu~t the neighbors and if there was too much - opposition he would not do anything about his~offer to the Selectmen. Mr. hargreaves stated that he had thoughtthat the locatioh was ideal but that the nearesthydrant was 2000 feet on Railroad Avenue and 500 Feet on Turnpike St. Father Gildea of. Merrimack College was opposed to this location end a notation made of Sa~e. After further discussion about the possibility of using the La~rence Incinerator when it is completed, Mr. Thomson thanked those who came in end stated that Mr. Burke would be contacted to see if he had actually withdrawn his offer of this land. MASS. AVE. CO;~AINT: .~ Mr..William Beauchesne, 17 Mass. Ave. came before the board to discuss the complaint that a business is being carried on at the residence given. He s tared that he had given a large amount of the woodd end one pile of bricks belongs to .a Mr. Bailey end they will be moved before too long. In answer to a question from ~ Coffin, Mr. Boauchesne s~ated that h~ has to take all the lumber and old w~od' ih ordem to get the~ricks and they are given to"him from a local mill. Ne ~id he iB trying to fill in his land and there ms a e~ghteenoft;drop in some places. He ·con t put the wood in because it would rot end then there would be holes. He .has one and one half acres to fill in. Mr. Thomson said that Mr. Beauchssne must not conduct a business at this location as it is not zoned: for business. Mr. Coffin said that so far as this board is concerned no business shall be conducted and as far .as the unsightliness of this, we cen't do anything about it but we have ha~,.many complaints and the board would like to have it, cleaned ,up. He said' that eny reasonable person would p=esume that a. business was being Carried on and'he never heard of anybody collecting all such material for a hobby. Mr. Beauchesne said that the building inspector came down some tine ago and told· him to clear forty feet from the Highway.but, he is sicty feet.from the highway end there are mtill complaints'. He Said he has D.P.U plates, and many people c~ 1 up ~ ~f~on'h~s Z~uck and he has a right to goin.and~ont of his yard as~of~tenas he pleases as long as he isn't selling. He said he definitalyis 'not carrying· on a:business. Mr. Coffin mentioned that twn years ago there were complaints end the board invited him to come down and he did offer the wood to welfare cases which the Board of Public Welfare took advantage of. The residents complain about loading and unloading of this lumber. The chief of police went do~n end Mr, Beauchesne said he would clear '.up the place two years ago' an~ it is now worse than ever. -Mr. Coffin said we cannot sit hear end let you go on conducting a business ,- · Mr. Beauchesne said he ~s not conductin a business and he felt that ,the iboard was trying to stop him' from making a living end he would have to .put,~a: ,fOr. sale,, sign on his place and move out. Mr. Thomson then said that the only thing this board is interested in is that no business be conducted'there since .it is not zonsd for this an6 as far as storing lumber, etc. there, they can do nothing about it but they would appreciate ha~ing it cleened up. Mr. Finneren said he thought the board would be mtisfied if he cleaned up the place and made it presentable sc that there would be no cause for complaints. NE~ EN~,AND T~L. &'TEL.CO.-AMER. T & T CO: LAWRENCE G & E CO: Petition end copies of Plen No. 54 covering the abandonment of Joint locations on Great Pond Road, easterly from a point approximately 1019' east of Depot Street, 2 poles,, was received. No hearing is required and the Board voted unanimously to grant this request. BOARD OF TRADE: A letter was received from the Board of Trade informing the board that the Board of Trade had voted to write to the school committee criticizing their Judgment in awarding a coal contract .to a Boston dealer in preference to a North Andover dealer when the difference in price was only $9.00. The Board of Trade would like ~o go on record as opposing this practice in any future purchases as they believe that this is not favorable to the best interests of the town. The Board voted to accept.the letter and ~lace on file. JUNE 4, 1951-contined; BOARD OF TRADE LETTER: Mr. Coffin felt that this letter opens the question of bids, etc. and his impression is that the,bids should be given to local merchants. He mentioned that on welfare cases, the local merchants are given the business and he felt that at some time we nay be able to get a discount on the prices and in that way save some money. Mr. Thomson said he would not like to participate in matters of asking the local merchants to reduce their prices and Mr. Finneran felt the sane way. No further .action taken.' REVOLVER PERMIT APPLICATION: An application received from Bonnie Gioca, 388 Mass. Ave. for permit to carry a revolver and Mr. Coffin said he did not want to go along with this request. He m~ntioned a recent case where a revolver~..permit had been issued and the person had been taken to court for misusing his revolver. Another case had been communicated to him about a person who had a gun and said he would use it. Mr. Coffin felt that the board should require at least three references and a letter from the applicant. Mr. Thomson felt that it would be better to have the person in and talk with him personally and the board voted to have Mr. Gioco come in on 6/18/1951 at 7:20 P.M.~. before any action would be taken on this application. ESTABLISHMENT OF A letter ~as received from John H. OsEood relative to the establishment or incorporation of North Andover and mentioned' that there had been much unfavorable comment in the matter of some of the signs already erected, especially the one at the boundary of North Andover and Andover "Andover est. 1644,,. He said that notorists approaching North Andover are greeted with the information that North Andover was incorporated in Mr. Osgood suggested that perhaps the DPU night.consider changing the~sign on Andover Street but from the standpoint of historical accuracy it seems that it would be better ko say that North Andover was founded in 1644 and Andover estab- lished in 1856, although he is not absolutely sure of this last date..He said that speaking as a resident and not as a representative of any organization he is strong ly opposed to giving sign painters unlimited ~license with historical fact. The board vo~ed ~o ask Joseph Duncan if he could verify the da~e of 164~. and if so, sign an affidavit to this effect and have it sent to the Department of Public ~Welfare. DUMP LOCATIONS: The board.further discussed the dump. locations and decided as a board that the present dump is unhealthy, improper and is a fire hazard; secand, that they recommend a change of location; third, that they must consult with Ira Carty, Highway Surveyor on any location as he is the person responsible for dumping and this comes under his department; Fourth, that no matter what action is ~aken, the to~n meeting must decidedon a location .before it can be used for dumping purposes unaer contract to the town. JUNE 8, 19~1: - The Board of Selectmen met at 1:30 P.M. to approve payrolls and bills. BO~hRD OF APPEALS: Notice received that~ a hearing was to be held on Junell, 1951 at 8:00 P.M. by the Board of Appeals on the appeal of ~enerina Coco, 124 Union St. requesting a var- iation of the Zoning Ordinance so as' to permit the erection of two residences on two lots which do not meet the presen~ requirements of the Zoning By-Laws of the town of North Andover. JUNE ~8, 1951: The by-monthly meeting of the Board of Selectnen was held at 7:00 P.M.' with all members present.. %~eekly bills and payrolls were approved. SCHOOL BUILDING COmmITTEE Letter received informing the Selectmen~hat the following vote was taken by the ~chool B~itding Committee: "To advise the Chairman Arthur Thomson of the Board of ~Selecmmen to· meet the terms proposed by Dr. Thomas Ceplikas for the lots adjoining th~ land recentlyacquire~d from the Stevens Estate for the site of the new high school-which terms are $3,200 plus thoraxes due in 1951. Tax ~m411 will be $16800-$96.96- #17400 $20.16, total $~-17.12. Total valuations are $2,020 and $420, respectively. The board voted ~o act on this na~ter at once. NE~¥ ENGLAND TEL. & ~EL. CO: - LAWRENCE G & E CO: A hearing was held on. the petition of the above companies at 7:30 P.M. on Plan #55 covering the location of one pole on Great Pond Road, approximatel~ 1050' east of Depot Street, 1 pole. Board voted unanimous to grant this request. A hearing held also on the'petition covering plan $56~ covering the location of one pole on Greene Street, at Parker St. 1 po.lo. Remov$1 pole. Ail abutters were notified. Board voted unanimously to grant ~s request.
