TRAILORS:
Martin LawLor, Sr. notified this office that he had checked the trai!or on
Osgood.Str~et and it was on blocks but they wore putting it on wheels and the
owner, Mr. Blackadar had changed his insurance from tenement to motor vehicle.
Mr. Lawlor further stated that it complies with the Zoning laws as far as distance
from..the street and correct distance from the side lines. No action.
RELEASE:
A release was r eceived from Malcolm B. Langford of 228 South Union Street,Lawrence,
to the Town of North Andover, the amount being $18.00, which was the cost of
repairing damage %o his truck which was caused when he struck a hole in the road
on Great Pond Road on June 16, 1951.
CENTER SCHOOL DISCUSSION:
S. Forbes Rockwell met with the board to discuss the matter of allowing the
Civil Air Patrol to use the old Center School in conjunction with the Civil
Defense. .This matter hsd been discussed previously between the C.A.P. and
the Selectmen and the officers of the C.A.P. also met with the Civil Defense
Committee.
Mr..Rockwell informed the Board that he went up to the Center School with the
officers of the C..A.P. and it is not half bad. · The floors are worn, where
thc desks were but the C. A. P. has plenty of help and can do anything to repair
the school. They were very enthusiastic about theplace and agreed =o repair it,
sand the floors, cut the grass, etc. Mr. Roc~vell felt that it would be a'bi~
help ko givil Defense. Mr. Rockwell thought t~at Civil Defense could pay for
the coal and they would pay electricity, water and repairs.
Mr. Thomson felt that if an agreement were made with the local C.A.P. -it ~uld
be. as. good only as the loca~ organizatioh made it.
Mr. Coffin thought that the lease could run between.the C.A.P. and tho town
but Mr. Thomson said that when #e get away from the town, it is not good~' .
Dr. 'Kay looked at the school and was very well pleased with' it and said it would
be ideal for a medical center.
~sre was"further discussion about the set-up and Mr. Coffin mentioned that they
would need a Janitor in the winter. Mr. Thomson was concerned about the 'person
who would be responsible and felt that if the local men were in charge, it would
appeal to him. ~hese other men who serve voluntarily could easily resign and then
where would we beJ
It was then the feeling ~.of those present that the plan could be worked out on
a short term basis until .next ~s~ch and then the people would vote On man article
in the warrant. In the meantime, it would be necessary to get the vote of the town
if a lease is to.be given to Civil Defense and theC. A. P. would sublet Trom
them. Mr. Thomson said t.hat if no time is specified~ then thepeople could vote
'on what they want and it would 'be given a fair trial until March. It could be
leased to the C.A.P.'provtding they perform such duties as the Selectmen designate.
Mr~ Thomson then suggested that Mr. Rockwell transcribe his notes, since he has
all the necessary information, and give a copy %o each Selectmen. Then they could
combine them and draw.an agreement and send it to Mr. Rockwell for his considera-
tion.
It.xas then agreed that on July. 30, the Selectmen will have the above information'
and will arrange something definite to submit to the C.A~P. .This was agreeable
to the board members and to Mr. RockweLl.
JULY 30, 19~1:
The by-monthly meeting of the Board of Selectmen was held at ?:00 P.M. with
all members present. Weekly bills and payrolls were approved.

Notification received informing the board that a 2~00 ltunen incandescent light
has installed on pole ~271~ Chickering Rd. on July 11, 19~1 and that a 1000
lumen light was instal ~ed on pole ~2722, Chickering Road, on ,July 11, 1~1 as
requested in'our letter of May 23, .1~1.
RESERVE FUND TRANSFER:
The board voted to request a transfer of $400 from the Reserve Fund as reimburse-
merit.for expenses for boarding up Center School and for fire loss at Bathing Beach,
