DUMP SITUATTON:
George Rea came in to see the board about the land he offered for sale to
the town to be used for dumping purposes. He said he would like to get rid
of this land as soon as possible instead of paying taxes and he would prefer
to sell it to the town.
Mr. Thomson stated that the last information the board from Mr. Brasseur was
that he was checking the owners to obtain a rigat of way and also that the cost
to build a road in, .would be quite large. Mr. Brasseur came into' the meeting
and explained that he had difficulty in reaching the Owners but would try again
and he did not have his figures as to the cost of the road but he would also
bring that information in, in the near future. He believes the owners are
Nevins and the Andover Sportsman Club.
JUROR:
Mr. ~'W_nneran drew the name of John Roche, 1719 Osgond Street, operative, to
serve as a Juror at Lawrence, Criminal session, on November S, 19el.
DEPARTMENT OF PUBLIC ~/ORKS:
A~letter was received listing the bids received,for ~.hapter 90 work on
Great Pond Road and the board voted unanimously to award the contrac= to
the lowest bid. der, Martin Mallet,- 12 Beach Street, Salisbury on his low
bid of ~8,965 and' so notified the Department of Public W'orks.
BO0~TER BANQUET:
Philip Suteliffe invited the board to attend the Booster Banquet ,to be
held at 'St. Michael,s Hall on Saturday evening. The board voted to accept
-the invitation with thanks and attend 'if possible.
Mr. Bernard' Ringham, requested a transfer of $1~00 from the Reserve Fund
to the Veterans Benefits Appropriation to ~ake care of hospit~lizatinn
expense for the balance of the ye~r. The Board approved the transfer and
referred'it to the Advlsory Board :for their approval.
STEEET LIGHT REQ~T:
Mr. Finn~ran received.a request from Sydney Rea for a street light at
Winter and Dale Streets; The board voted to cheekmwlth the Lawrence G & E CO.
ts see if they would install~ a 1000 'lumen light at this location.
OLD BURIAL GROUND:
that the ashes of the late Miss Kate Stevens be interred in the Old Bugial
Ground on Acade~ Road. The board agreed unanimously that.this reques~
should be granted and took ~his opportunity of expressing the g~a~itude"8£
the To~n for the "t~e and labor expended voluntarily by. ~tss Stevens relative
to this old cemetery.
BUS' FARE INCREASE DISCUSSION: ' "'
Mr- Thomson brought up the question'-of-~e proposed busincrease in fares
and asked for the opinion of the board. Mr. Finneran stated that he felt
tha~ the board should oppose any increase as it would inconvenience the
people riding the buses and theservice at this timewas not too good.
Mr. Thomson mentioned that Andover, Methuen, and Lawrence were opppsing it
and he didn't think North Andever should be an isolated community. He said
it was his opinion that the board should oppose it and we should contact
the Department of Public Utilities to make sure that we are advised if and
when there is a hearing on this proposed increase ihfares.
Mr. Coffin stated that he had a written opinion on this matter and if the
stand is to be taken that the board opposed the increase he would like to
have his opinion printed as is, or not at all.
Mr. Thomson then inquired if he is right to understand that the opinion is
not to be used unless in it.s entirety and Mr. Coffin stated that was correct..
Mr..Finneran then made amotion to opp.ose any increase in fares and the motion
'was seconded that the board ~o on record as expressing opposition to an increase
in fares and declared this a majority vote with Mr. Coffin dissenting to the
extent that his op~hion is expressed in writing and is to be Used in it's
or not at all.
RE~ TRAINED DOG:
Mr. Delan came to the office to inform the' board that the dog owned by the
Serdoski family at ~O Ashland Street has not been properly restrained and he
intends to shoot the dog on sight if he has an opportunity. The original
notice was mailed on September 2~, so that the required ten days for appeal
have elapsed. No further action was taken. A re~.gistered letter to Mrs. Mary
Serdo'ski was returned but the letter to Mary Se~doski was delivered.

WIRING INSPECTOR:
Thomas Label came before the board to discuss the oil burner permits and the
amount of work entailed. He explained :o the board that he often has to make
three or four visits to the home before completing' his work on one particular
permit. He said he has a large number of applications which date back to 1947
but there are no certificates of completion with them.
Mr. Label stated that if there was a fire there would be bo protection in some
cases and he re~qy believed that this should come under'the Fire Chief and in
Ease of fire, he would know Just where the burners were.
Mr. Thomson asked if the first thing to be done was to apply for a permit .to
install and Mr.. Lebelstated that~ this was so and then they get a 'small working
card to start the work and finalIy a comp~tinn slip. Each Installer has a
State Number. When the completion form is sent in, Mr. Label then ins:acts the
wSrk at the house and if in orde~ the permit is issued and is signed ~y Mrl Label.
Permits are delivered and the ~e of $.50 is then collected. Mr. Coffin had
suggested that the permits could be mailed and perhaps save a trip butif that
were done, the fee would not be collected.
Mr. Label then suggested that if he could have an office 'for a flew Specific hours
each day or perhaps.three days weekly to issue cards for~the work, etc. he'~uld
save time and it would be more efficient.
Mr. Thomson thought it might be a help if the oil burner' dealers ~ere advised
to co-operate .since there are only about 15 or 18 in,Lawrence.
Mr. Label explained that he is so far behind in this work that if anything should
happen he would no~ want ,to be the "goat". He felt that owners shoul~ be forced
to have lO09gallon tanks piped outside, the house,, He, said that' there is $100 fine
if an oil man puts oil in with a permit, and i~ answer to Mr. Coffin's question
as 'to whether or not there is a fine for dealers who will not cooperate, Mr;' Label
stated 'that he could notify_the state and they would send a man out but he would
prefer to do without this procedure, if possible.
Mr;' 'Thomson then suggested that Mr. Lebel try to keep ,~the.work up which had piled
up since he took, over the work and..be held responsible, onlyfor that and then if
possible take care of :the old work when ,he' Can. He asked if it was the expense
or possibly an increase, in salary that was the cause .of this discussion but Mr.
Label' stated that. he felt,that was up to the board and that' next_year there- may
not be many burn, ers with 'the cutting,down of parts, etc. Eventu~:y~ it, will .cost
more money as the time entailed is not compensated by the, fee

A communication,was received .from the Office of the County Engineer, C~in%0~ C. Barker
relative to the proposed street lines on Great Pond Road which' are sh0~n i~ red on
the maps which .were submitted "With this letter, together with Torms,whi'c~ may be
used in obtaiping, reteases." The board studied.the maps and ySted t0[csntActI the
engineer amd request' more definite information as to the amount of' land'~o be taken
from each abutter and perhaps arrange for a meeting with th% abutters and a representative
from the ~ounty Ehgimeer's Office. A letter will be sent to Mr; Barker:
STREET LIGHTS REQUESTED: ' '
Peter P~tchie requested a street light on pole #2132 apposite 234-236~$Utton.$t.
He said this is. A .very dark.section and the sidewalk is bad and a' personlcould
.be' seriously hurt' there. The board voted to View~ the location. ~ter. the board
viewed this location, they voted to request a 1000 lumen light on .this ~sle.
Anthony Camasso, .Foster St. requested.a, street light on pole' #3§'and the.,boArd voted
to request a 1000 lumen, light at this location. ·
The Board received a letter relative to s treat lighting in the vicinity of Merrimack
College and several recommendations were made by the Lawrence G & .E Cc.' After carefully
checking these lights .as listed on the sketch enclosed, 'the board decided that they
would meet at some future' date with Mr. Frost of ~the Gas Co. and perhaps Father Mc~uade
who requested the .lights and perhaps have a. he?lng o£ some kind 'as there, had bee~ some
talk about oppositzem to these lights at this location. 'A Specific ~ate for this meeting
