Mr. All~n, from the Gas ~ompany informed those present that he understood
the State favored staggered lights and there was further discussion about this.
Father McQuade then stated that he preferred the staggered lights and so it
was left that the board would make their d~cisibn as to the numbs9 of lights to
be installed.
Those present were Mr. & Mrs. Leo Hickey, Father McQuade, Mr. J. ~dmund Elliot,
S~teph~n Brennan, George Thompson, Arthur Therriault, Mr. &Mrs. ValcouPt, Mr. &
Mrs. Humphrey.
Mr. Hickey inquired if this board takes favorable, would the state be ap~ to
object. Mr. Davis said it is not probable that there will be any objections.
Mr..Frost asked that they bear in mind that four.lights will not be first class
lighting but they will give good ligh~s.
Mr~ Humphrey then mentioned to the board that there should be a decent speed
limit there. He said the buses go so fa~t that they Can,t stop at Wilson's
Corner.
Mr. Thomson tnfomned them that they would do what they could to get some signs
and they would get the consent ortho State Department first.
The Board'unanimously to have four lights installed, to he'staggered, two on
either side of Turnpike Street and a 1000 lumen street light on Peters Street
near the driveway to the gymnasium.
HTT.L$IDEROAD:
~he Board discussed, streetlights on Hillside Road and after some dis6ussion
they voted to have three street light on Hillside Road, route 125.
DEPARTMENT OF PUBLIC WORKS: ' '
Notification received from Charles A. Fritz, District Highway Engineerg stating
that a study is to be made of the propmsition of ~e-routing Great P0ndRoad
along Stanleyt~Ll!e Avenue'and the roper, twill be submitted through their main
office.
ADJUDICATION-SI~BEE~OAD:
Mr. ~hSmson explained that this road had beenput~in condition From LymanRoad
to HerrickRoad by Mr. Robcrt Nelband that we have had information in writing
from Mr. carry, Highway Surveyor, thatit is in proper condition for acceptance.
Mr, Thomson stated that the procedure is to have an~djudicatinnas to the street
being-.in condition for acceptance and then an article willbe inserted in the town
~arrant. The adjudication must precede the to~n meeting.
Mr. Finneran made a~motion thatSilsbee Road be adjudica.tedz~fr~mHerrick Road
to Lyman Road as being in Condition fen. acceptance by the' t~wn asa public way. -.:
Motion'was seconded.byNr. Coffin and vote was unanimous.
The ~electmen will petition for this article.
:SECRETARY OF THE CO$.~TH:
The Board approved the name of Edward F. Hoga% 129 Johnson Street, North
~mdover as to character, etc. since his name is on the application for
of incorporation under the name of the Lawrence Soaring Society, incJ to be
located in the Tc~n of Andover, Brae Loch, Geneva Road. Form sent to the Sec.
of the Commonwealth.
DEPARTHENT OF PUBLIC 'UTILITIES:
Communication received enclosing a copy ~f the order of notice relative to the
ra~es amd charges of the New England Tel. & Tel. Co. The razes mffecting the town ·
of North Andover are on file with the' ~ate Engineer and are open to the public.
No copy can be sent to this board as there is only one schedule of the proposed
rates on file with the department. No a'ction.
INSURANCE AUTORATE~:
. Finneran~suggested that the board of Selectmen go on record as opposing the
ncrease in rates in North Andover, relative to automobile insurance. Mr. Coffin
stated that he would not vote on ~his motion as he is connec~edwith the insurance
business. The motion to protest to %he Insurance Commission Dennis E. Sullivan,
Nashua Street, Boston, the increase in rates as it applies to North Andover was
made by Mr. Finneran and seconded byMr. Thomson, making it a majority vote. Mr.
Coffin went on record as not voting.
CIVIL DEFENSE: APPROPRIATION
Mr. Henry Long,s office was contacted to see if it is proper to carry over the
Civil Defense appropriation from year to year. The office informed Mrs. Dearden
-that since this is now an annual thing, the money should be turned back ~o the
treasury and closed out each year and a new article inserted in the warrant. Mr.
'Rockwell was notified.
