Weekly bills and payrolls were approved. REVOLVER PEET APPLICATIONS: Frahk J. Consoli, 82 Mass. Ave. made application for a revolver permit and came before the board at this time. He stated he had lived in North Andover for the past eleven years and a~ one time had a permit in Me{huen. Mr. Coffin inquired if it was his idea to use the g~n if someone held up his place of business. Mr. Consoli replied that it was not but that he has to walk quite a distance from his garage to the house and he carries large sums of money. ' Xlan Armstrong, 22 Pleasant St. slso. applied for a permit for target practice. Mr. Coffin stated that he knew M~. Armstrong verywell and knew of Mr. Consoli and made a motion that both applications be approved. Mr. Finneran seconded the motion and the vote was unanimous~ pending approval by the Chief of Police on both applications. PRISON C~IP: A group of citizens from the Kimball district came before the board to see What can be done about the proposed prison camp at Parker State Forest. They asked that the Selectmen represent them and oppose this prison camp. Nr. Camasso stated that it is practically in their back yard and that the women are alone mos~ of ' the day. There is the danger of one of them getting away from the camp. ~Ar. Coffin said he was in agreement with the association as Well ss having re- ceived ~umerous calls opposing it and he made. a motion that this board go on record As opposing this prison camp and that the board be represented at the hearing on 'Dec. 13,1951 in the Court ~oam. Mr. Ftnneran stated that he felt the same and he very much opposed this camp and seconded the motion. The motion that the board go on record as opposed to this prison camp within the limits of the T~n of North Andover in accordance with Chapter 557, Acts of 1951 was a unanimous vote. Mr. Thomson then stated that there are provisions made in two s oct~'ons Of this law applying to escapees. He said he was very glad to have this sentiment expressed. To have ,ne escape made,.he said, would bedvery difficult and he .is definitely opposed~ He said that any person ~'&o 'is available on Thursday, December 13, should make .an effort to be present at the hearing. Mr. Thomson then read a letter from the N$rth Andover Imprsvemen~'Society opposing this camp and asking the Selectme~ to do all they can to oppose it. Mr. Thomson con~acted the Andover and ~iddleton Board of Selectmen and Mr. Cole in Boxford hgd already been contacted by Andover. They all agrJe that there should be representation and all are opposed to such a prison ca~p. ~ERVE FUND: Requests were receiv.cd from ]~illiam B. Puffy for the transfer of $800 from the ReServe Fund to the Public Works appropriation for work to be done on Waverly Park playground and for $150 from Reserve Fund to the Fire Department appropriation as requested by James Hargreaves 'to t eke care of expenses for the balance of the year. They had to purchasea new resuscitatot'during the year at a cos~ of $315. otherwise they weald have sufficient to meet their needs~. APPR~OVAL received on the request to ~ransfer $2,000 f~omthe Reserve Fund to the Outside Relief and Repairs appropriation and for $50.00 from the Reserve Fund to the Forest Fire appropriation. Bradford St. 1 pole. Great Pond Road. southwesterly from a point a~prox. ~800 feet southwest of South Bradford Street, ~wo poles. No hearings~are required en these request and the board voted unanimously to grantt the request. Permission also requested for relocating poles, wires, cables, and fixtures on Osgood Street, northwesterly from a point approxlmatoly~228 feet nor~h- west of Chickering Road, two poles. Remove three poles. Unanimously voted to grant this request. No hearing required. TREE REMOVAL REQUEST: LLOYD Bauchman, 94 Main Street,. requests the removal of a tree which inter- feres with his driveway. The board voted to hold a hearing on December 21, at 1:45 P.M. and ~o refer this to.the tree ~mrden for investigation. DEPART~T OF PU~,rC WORKS: Communication. received from the Commissioners who voted to approve as of November 10, 1951 the work done by this board under .the provisions of Section 34, Chapter 90, under contract 13076, Dated August 21, 1951, the Engineer having reported that the ¥~rk called for by said contrac~ has been completed. DEPARtmENT OF P~IC A commdnlca~ion and maps were received from Charles A. Fritz, relative to Stan!ey~ills Avenue being used as an alternate route for a part of Great Pond Road, Auto route 133. The letter stated that to secure even a six.per cen~ grade would require excessive earth work and many lots would not ~be accessible~ This route is ~ot recommended and it would be' a definite hazard. The letter further~ states that they do not recommend a retaining wall , at the Byrne property. . Mr. Thomson said he felt the board should go along~and see if the board cam obtsin the l~ud, and they had previously agreed to hold another · hearing with the owners of the land to be taken. The board voted to hold ..the meeting on December 17, 1951 at 8:00 O'Clock and request Mr. Catty and a ~ epresentative from the Department of Public ~orks bo be present. DAMAGE CLAIM: A letter ~was received from Edgar Bower, 43 Middlesex St'. informing the ~. Board lthat his wife had fallen l on ~ddlesex Street and 'broke abonc in her foot and after having X-rays,.she has to use crutches. This was the .result efta broken sidewel~. The cost to date is $25.00 and there will be more. He asked that reimbursementbe made by the town. Mr. Thomson talked with Mr. Catty about this and he'said therc was a slight elevation in the s idewelk sufficient to ca, se such a fall~and'~that he was inlayer of paying the medical bill upon securing a release. The other members agreed and Mr. Bower .,-ill be so. notified.
