No record of this report is available and ~r. Coffin suggested that weyrrite in' and ask for a duplicate report so %hat it can be made out. ~ne regular weekly meeting of the Board of Selectmen was held at'7:00 p.~; with all members, present. Weekly bills and payrulld were approved. ESSEX COUNTT RETIREMENT BOARD: Notification received calling attention to~ the provisions of Chapter 781, Ac~ of 1951, which provides for an increase in the amounts of pensions and retire- merit allowances payable to cerrmin former public employees. Special attention is called to Section 4 of the aforementioned law which provides for acceptance by the governmental, units. The board voted to insert an article'in the annual town warran~ with respec~ · ~o this increase. STREET LIONTREQUESTS: John Pas~.. of 980 Winter Street requested a s~eet light in front of his property as it'is.very dark here. He stated that there.are three poles on Winter Stree~ from Foster Street. Another request was made for a street light on pole #39 on Foster Street and the board voted to request the 3as Company to check these locations and see if these lights could be installed at these locations. GREAT POND ROAD: ittorneyElw2nKing came before the board to inform them that the County will take proceedings to take the land required to widen Great Pond Road. The County indicated no damageswith this taking and they will record the sur~ey notes and a copy will be sent to the Selectmen. No action should be ~aken by the Selectmen at this time. Mr. ~omson asked if.the owners could'no= bring suit within two years afte~ the recordings are completed and Mr. King Agreed. Mr. Thomsou then stated that the Selectmen can do nothing as far as the Contractor being alloWed to go ahead with the work a~ this time, and.Mr. King said they could do nothing at presen~ but they will ge% releases late~. }Ar. Thomson asked that Mr. K~ng' k6ep abreast of this matter and let the Selectmen kno~ from time to time. SNO~REMOVAE:. The Selectmen received a letter fzomHighway Surveyor Ira D. Carty with respect to the recent snow storms, ~wo emergencies having been declared one on December 15, at 9:00 A.M. and the cost was $651.07 and.the other on December 26, 1951 at 4:00 A.~., the amount beingS1531.80. ~e total oft he two emergencies amount to $2182.87. The board discussed this briefly with the-~m Treasurer and application Will be made to the State Finance Board for permission to,pay these amounts. A motion was made and seconded that the Selectmen certify'to theState Finance Board that the sum of $2182.87 expended in the two emergencies declared, be permitted to be paid from any general funds available. Vote was unanimous. NE'# ENGLAND TEL. & TEL. CO: A petition with copies of plan #70 for permission .to abandon and remov~ poles and fixtures located 'on Johnson Street~~ approximately 333' north of Salem Thrnpike, 1 pole, was.received. No hearing was required and the board vo~ed unanimously to grant this request.. RECREATIONAL COUNCIL: ~he articles recommmnded for insertion in the 1952 annual ~ownwarrant were received which includes ~,O00 for salaries and supplies and $400. They also recommend that the grounds immediately aroand the old Center School be keptincondi~ion similar ~o that of the playground adjacent. Also include~ were two articles submitted to the Board of Public ~orks, one at Waverle~.~Park Playground. for a bubbler, slide,storage locker, merry-go- round and 4 concrete seats and at Drummond Playground, platform for shuffle- board, ~wo concrete sea~s on Milk Street side. · The Selectmen voted to inquire of Mr. ~illiam Duffy, the estimate for keeping the grounds of the old Center School in condition as requested, since this school comes under the Selectmen at this time. JANUARY 7, 1952-Continued. ~.A'~OE GAS & ELECTRIC ¢O: George Frost called to say that there is a photo-electric switch on pole //1~10 on lhrnplke Street which costs the town $25.20 per year. If there were another light installed on pole ~1501, located at,Hillside Road, the additional cost to the town would be ~1.00. Mr. Frost said that this switch does no~ give good service and the to~n would derive more benefit from two lights. The board voted unanimously to accept Mr. Frost,s recommendation and to so notify ·ARRANT OPENED: The Board voted unanimously to open the warrant as of January 7, 1952 at 8:00 P.M. and to close it as of 8;00 P.M. on January 28, 1952.. B-rDS-T~N REPORT: . ~e Board voted unanimously to request Mary T. Finn, Town Accountant to ask for bids for the publishing of the annual to~ report and to request the same ~rade of paper as was used last year. STEVENS HALL: Mrs. John Cronin requested that the Firl Scouts, Troup 59, be'allowed to change the darm of Fmbruary 1 to March 28, for use of Stevens Hall. She has contacted Mr. Hayes and the hsll is available that evening. The board .voted unanimously to grant permission to the Girl Scouts for the use of Stevens. Hall on March 28. COASTING: The Same rule follows for coasting each year with ,-ertain streets to be blocked ~off for'~coasting and it will be prohibited on all other streets in the town as voted in 1948. COl~ COMMISSIONERS .-. In accordance with the provisions of G.L. Chapter 32, S~. 22, we hereby certify that the amount estimated to be necessary :o pay to the various.funds of the Essex County.Retirement System, said amount payable by the Town. of North Andover for ~he year beginning on'the first day of January 1952is as follows: Pension .fund $9,168.O0 E~pense ~ Fund ' 1,050.18 Spec. 'fund for military service credits 106.61 Workmen,s Compensation credit 9.76 The above information was received by the 'board and wilI be referred to the town treasurer. . · 3F CORPORATIONS AND TAXATIONS: of the board is c ailed to extracts of Chapter 709 of the Acts of 1951 'having to do with transfers bet~ean appropriations and with the use.of "Free cash,, or "E & D~. or "Surplus Funds. of the town during 1952. Under~sectiun 7, considerable freedom in the-use of these moneys is allowed local ~ com3m~nities, provided that certain details 'am set forth in section 7 of Shapter 798 are complied with. The Director of Accounts.is required to certify the .amount of "Free Cash" available as ~of. January 1, 1952. It ~ill be necessary for.him to have available a Balance Sheet, or'in small communities, a to~n report. Ibis matter will be called to the attention of the treasurer. . DEPARTMENT OF CONSERVATION: In c~formance with section LI, Chapter 660, Acts of 1948, we are notified that our liability for Gypsy Moth ~ork in 1952 is $3754.68 and it is recommended that the sum of $711~*00 'be appropriated to be expended solely for control w=k against those insects specified in sec%ion ll!as public nuisances. In conformance with section 13, Chapter 761, Acts of 1949, we are 'notified that our liability for 'Dutch Elm can~rol work in 1952 is $2500.00 and it is recommended that this ~mo~nt be appropriated for this purpose.-
