~LECTRICAL I~PECTORS REPORT:
The Board accepted and placed on fils the report of Thomas r.ebel, Electrical
inspector of the town.He made 285 inspections cf wires and permits and from
July 1,195.1 through December 31, 1952 he made 136 inspections of oil burners.
LAWRENCE GAS & ELECTRIC COn, ANY: ..
Each member of the board received a letter relative to bringing natural gas into
the homes,stores and plants now served with manufactured gas. A map was attached
showing the dates when the conversion will take place. The preliminlry work will
start on Februar~.lg,. and the actual changeover is planned for March 3, 1952.
Map will~ be placed on bulletin board for the benefit of the public.
STREET LIGHT~:
Notice received that telephone pole #39'on Foster is L. G & E Co.~ pole $3410
on which a 10~0 lumen light was installed on January 9, 1952.
They also recommend a 1000 lumen ligh~ to be inst,lled on pole#3535 in front Of
the Pas '.proper~y on Minter Street ~nd this was approved by the board.
They al-~o recommend the instullatio~ of a 1000 lumen light on pole ~1431 on
Dale Stree~ near the residence of Philip u~3~er end they will proceed with the
instal~ation of this light~ as approved b~ the board.
CIVIL DEFENSE:
Notice received that a meeting will be held on' February 25~ 1952 a~ 8:00 P.M.
at the Haverhill City Hall of all Selectmen, Mayors, Town Managers and local
Civil De'f~nse Directors in the Northeastern section. ~is meeting has been ordered
to be.bold by John F. Stokes, Director of. Civil Defense' for the Commonwealth.
The Board will inform Mr..Rock~vell that they will be unable'to.attend this meeting
on February 25,* due to the regular weekly selectme~'s meeting~ being held at
that time.
NORTH. ~NDOVER POLICE ~.rEF ASSOCIATION ~
A communication was receive~ by this board informing them that the members of
this association unanimously expressed opposition to Arti'cle ~1§ as'submitted TM
in.this year's Warrant. The letter further states that the associations-desires
to point out to this board that if they see the need. to 1further increase the
reserve police force at some future time that civil.service~means would provide
that av~l~e.
~Mr.~ Thomson felt that the board· could take a stand a~ the town meeting if it
is felt necessary. Mr. Finneran also agreed to this.'
Mr. Coffin felt that the. board should oppose this article and agreed that civil
service would take care of any future reserves, tf needed.
No further action taken.
ARTicLE ~18:
John Domovan sent a letter to the board to inform them that he was in
tomy responsible for the insertion of article ~18 of~ the annual~ tow~ warrant
which'has reference to the present intermittent police officers. No action
was takell,
John Lyons came 'before'~the board to discuss several bt31 s that are coming
up. and' the'Town Clerk's Association has asked that, the Selectmen oppose
these bills. After some discdssion on the various bil. ls,~ it-was 'felt~that
each'ons would require the expenditure of more money for,the.:town and-Mr.
Coffin made ,a motion that the board 'toke'opposition to-Bills ~1699 and 1702
and the motion ~as seconded and voted 'unanimously.
Mr. Coffin then made a motion that the board take oppositiOn.to Senates Bill
~ and the-vote was'unsnimeus on this me,ion.
PETITI~ TO OPERATE MOTOR,VEHICLES :
?he ~astern Mass. Street 'Railwa~ Co., 175 E~ackstone St., Boston 13, applies
for a~license ~o operate motor vehicles for the carriage of passengers for
hire in'the Tow~ of North Andover, over the following.public way: ~n Andsver'
Street between Salem. Tarmpike and the North Andover-Andover boundary line,
by T. F. Kase, Administrative'Assistant to General Manager,
~he Board accepted the application and set a hearing for February 25, 1952
at 7:30 .P.M.

STEVENS HALL: .
Request for permission to use Stevens ~all on March 4, at 2:00 P.M., March 6,
at ?:00 P.M. and March 13, at ?:00 P.M. was received from the Women,s Club who
are holding a minstrel show to raise funds for the scholarship drive.
The Board voted unanimously to grant permission on the above dates, if it is
agreeable to Mr. Hayes.
Mr. Hayes was contacted and on March 13, there is a P.?.A meeting but theother
two dates are alright for the rehearsals. Mrs. John Lyons notified of this
change in da~es.
DEPARTMENT OF LABOR AND INDUSTRIES:
~alter Hamilton came before the board to notify them that his Hawkers and Pedlers
license has been increased :o $16.00 instead of ~15.00, due to the increase in
population in the town. By JQhn p. McBride, Director of Standards.
SNOW REMOVALE~pENs~:
James ~aker, Treasurer came before the board to inform that Mr. Carry, Highway
Surveyor, will be exceeding the largest amou~ expended las~ year for snow removal
costs. ~he largest amount last year was $5,000 and he has expended much over
$4,000 to date. Mr. Maker said that the approval of the Selectmen and the Advisory
Board will be required in order to take care of the bills for this month.
Mr. ~homson thought that Mr. Carty should get the approval of the Advisory Board
as well as the Selectmen.
Mr. Carty will present the amount of money required to Mr. Maker s~d then proper
ac~ionwill be taken.
eeting of the Board of Selectmen was held ~tJ:00 P~M. with
all members present. Weekly bills and payrolls were approved.:
RF~RING: EASTERN ~ASS. STREET RAILWAY CO:
A .heartn~ was held on the request of the Eastern Mass. Street Railway'Co. for a license
to operate motor vehicles for the carriage of passengers for hire in the Town of
North Andover over the following public way: O~ Andover Stree~ between Salem Turnpike
and the North Andover~Andovcr boundary line.
Mr. Xyle represented the company.and the matter had been properly advertised. No
opposition was presented to the board. Mr. Finneran made'a motion that the license
be. granted and the vo~e~s unanimous.
LAWRENCE GAS&~LECTRIC CO:
Notice received that a lOGO lumen incandescent street light has been installed 'on
pole 3194, corner of Dale and Winter Streets and this. light was turned on Feb.6,1952.
DEPARTMENT OF 'AGRICULTURE:
Nomination paper received for the inspector of animsls. ~he board voted to hold this
nomination over until after election.
GREAT PONDROAD-CHARTER90. ..
Mr. King informsd·tha board that it would be nesessary to have a record of the date
of first construction on Great Pond Road, from the Highway Surveyor. The date of
entry is February 4, 1952 and the notice of entry was mailed to the ~ounty Commissioners
on February 21, 1952.
Mr. Coffin made a motion that there be entered in the records tha~ on February 4, 1952,
the County Commissioners issued a decree in relation to GreatPond Road and'entry is
made on Great Pond Road of the taking of land of tha% part thereof to be widened under
ChaptergO of the general laws. Motion was seconded and vote was un~limous.
Mr. Carty will be contacted and requestedto notifythis board of the first construction
to be done on Great Pond Road.under this chapter.
DAMAGE CLAIM:' (
Walter Hami.l~on of ~royRoad came before the board and informed them that he had ruined
a practically newt ire at the Junstion of Troy and Irving Roads. He repor~d tha~ the
men in digging a trench completely across the road, the corrugated pipe which allows
the water to run dowm, had rotted and broken. When the pipe was put back it was left
in the travelled w~y and the tar and hot top have been washed away and the pipe is
exposed. While covered with snow, he dropped into a hole 18" deep and the end of the
pipe ruined the tire~
Mr. Hamilton'went to the Water and Highway Depts.'but finally was advised to come tothe
Selectmen. He felt that he should be reimbursed for the tire.
Mr. Coffin inquired if the tire were new and he was informed that it had been driven
about 2,000 miles but that it was beyond repair.
Mr. Coffin made a motion that this board request Mr. Carry =o repair this condition on
Troy and Irving Roads and the mo=ion was seconded and vo=e was unanimous.
~he board agreed that Mr. Hamilton should be reimbursed for the tire and he signed a
release tonight.
