Charles Trembly talked 'with Mr. Thomson to-day and stated that he had no mater% ial ready for this meetingwith respect %0 what can be done about open cellars but he will have somet~/ng for next week. The board hopes to be able to put an artiole in a special ~o~n meeting immediately after the regular tov~n meeting on ~arch 15, 1952, MARCH 3, 1952 ~ekly meeting of the Board of Selectmen was held at 7:00 P..M. with all members present. Weekly bills and payrolls were approved. JUROR Mr. Coffin .drew the name of James Regan, 12 Pilgrim Road, Manager, as a Juror to serve at the Civil session at Superior Court, Salem on April 7, 1952. SNO~?R~MOVAL: Mr. Carry informed the board that a snow emergency was declared o~ February 17, 1952 at-8:00 A.M. and bills amounting to $3,486.92 have been presented ~o the High~ay Departmsnt for payment. Members of the board ~ere contacted by telephone before the work was started. Mr. Finneran made a motion that approval of the Board of Selectmen ~ given for the expenditure of $3486.92 for the snow removal emergency declared on 2/17/1952. M~ Maker was present and informed the board that it is necessary for the Highway Department to get permissionand approval from the majority of the Advisory Board in addition to approval by the Selectmen. CIVIL DEFENSE REPORT: A'report on the m~eting held in Haverhill on February 25, was received from Forbes Rockwell, Director of Civil Defense. ~he main purpose of the meeting seemed to-be'~o inform the Mayors and Selectmeh that their obligations toward Civil Defense' have not been completely.fulfilled by merely appointing a Civi~ Defense Director but that they should guide the Director and see that he performs his duties properly Just as they are responsible for. many of the other ~own depart- men~s. Chapter639, section 13 specifically states that the responsibility of the Director shsll be,,, ........ , subject to the direction and control of such appointing authority-, i.e., the 'Selectmen. ~EEREH)VALP~QUEST: Richard Dufresne, 86 South Bradford Street, requests the removal of a tree which is in front of his property and it'interferes ~ith his drive~ay. Mr. Connors feels that the tree should be rem~ed. The board referred the matter to the tree warden for posting and a hearihg will be held on March 17, 1952 at ?:25 P~M. LAND COURT: Notice received from Land Court that pursuantto Chapter 39, of Chapter 185 of the General Laws, we are notified of the. pendency in this Court of the petition of. George W. Lord, et ux for the registration of ]and in North Andover on Forest Street. No action taken. MARCH 10, 1952: ~y meeting of the Board of Selectmen was held at ?~00 p.M. with all members present. Weekly bills and payrolls were approved. CENTER SCHOOL: Major Whiting wh, is connected with the Army Reserves came before the board and informed tham that they are occupying .~ubuilding in ~awrence which is con- sidered a fire hazard and they may have to move out. He wondered if the Center School could be used by'the Reserves. He said the government pays $500 monthly for rental of this building which includes the heat. It is a small ~ullding and the engineers may determine that i~ is unsafe. He said they have had some near misses. They have 290 Reserves and the meetings are held on different evenings. They have four classrooms at the present 'time. Mr. Thomson said he had no objections to the Major looking over the school and if.the town were to receive a good rental it would be advantageous. Hesuggested that Chief McKee be requested to go ~o'the Center School to look over the building with the Major and he would let the ~oard know if it would be suitable. Mr. Coffin and Mr. Finneran agreed to this and the chief will be so informed.
