ekly meeting of. the Board of Selectmen was held at ?:00 P.M. with
all members present. ~eekly~lls end payrolls were approved.
SCHOOL OFFICE:
T~easurer James J. ;~akcr made application to thc board for the School Dept.
Office if and when there is a vacancy there. He explained that his office is
too small for sll his files and he would also like to have a safe as he has
important papers and often hc has money at the end of the day and he has to
use the Board of Public ~[orks vault. He would like very much to be considered
for this office. The Board stated that they would keep this in mind when the time
comes.
INTERSTATE COt~CE COM~SSION:
A letter was received from George R. Nuzum, District Director, relative to ~he
shortage of scrap, iron end scrap steel in the country and reference was made
to the car rails in the various cities and towns. There were four questions
listed rela ~ive to the rails in the to'~m and inquired whether the. town had given
any thought to the removal of abandoned rails.
The boa~d voted to check ~ith Mr. Carty as to the rails .available in the town
but a later check showed that the rails were removed by contract in 1943.
TEMPORARy PATROLMEN:
Chief McKee requested continued approval of the following .temporary patrolmen
for a period of six monthe, present Appointment expires on Marhh 22, 1952; ·
John Donovan, Vet. Myron B. ~.ewis, ~r~.Vet. Ralph Bolderson, Frank Howard,
Alexander Ness and Augustine ?~alsh.
Mr.~ Finneran made a motion to reques~ this approval and motion~ms seconded by
Mr. Coffin with vote being unanimous. Civil Service will be con~acted.

DAMAGE
A damage claim was received from Lawrence Melvin of 160 'Water Street asking for
reimbursement of $17.00 for t~o broken springs in his automobile, caused by a
cave-in in the road(Clarendon Street. ]he board referred this to Mr. Carry for
a report.
PAR~ER STREET:
The Board discussed Parker Street being discontinued' as a result of an article
in the to~nwarrant (#21) and vo~ed to inser~ a notice in the newspaper to this
- effect. Mr. ~homson Suggested that perhaps Mr. Carry could have some signs put
up there in addition to the notice.
JUROR DRA~: Mr. Finneran drew the name of Charles ¥~hittaker, 69 Milk Street
to sarve as a traverse Juror in the civil session ~am Superior Court, Newburyport
on April 21, 19~2.

POLICE DEPARTMENT-ARTICLE FOR N~? CAR:
The Board discussed Article 17 and decided that the bids for the new police car
should be brought into the police station mud opened publicly before the board~
Chief ~cKee will be so notified.
O?~N CELLARS:
The Board voted to conbact Attorney Charles T~ombly and inquire if he has obtained
any information relative to open cellars in the town and what, if anything, can be
done to protect the children from this hazard.
ARTZCLES-VOTES-TO,~,~ C~ERK:
The board asked that Mrs. Dearden get accurate copies of the votes of the articles
which pertain in anyway to the Board of Selectmen so that proper action may be
taken without delay.
TREE REMOVAL HEARII~G:
A hearing ~as held on t he petition of Richard Dufresne, 86 South Bradford Street
for the removal of a tree. No ~pposition was offered and the board voted unanimously
to grant this request~ and instruc~ the Tree Warden to remove the tree.
DEPARTMENT OF PUBLIC UTILITIES:
Notice received efta petition of New England Road Builders Association that D.P.U..
9435 dated 7/20/1951 would come up for hearing on April 2~ 1952 at tho State House
Boston at 10:15 ~M. This petition is in reference to amending the rates for vehicles
transporting certain dump truck commodities.
MARCH 24~.1952
~he regular weekly, meeting of the Board of'Selectmen was held at ~:00 P.M..with all
members present. Weekly bills and payrolls were approved.
BIDS ON POLICE CAR:
Bids were received from the Shawsheen )~tor }~art and H. J. Nassar Mo~or Company. The
Board voted to m~ardthe qontract-for the police car :o the ShawsheenMo:or Mart on
· thei~ low bid of $585.00 H. J. Nassar Co. bid $597.42. Each bidder will be'notified
of the action of the board.
TELEGRAM:
A telegramwas received by telephone to inform the board that the Recess Commission
on local transit companies invites the boar~i to the conference on March 27, Room 460,
State House at 10:30 A.M. to obtain their views relative to problems now confronting
transportation companies as they Kffect this community. Telegram was ~rom John W.
English, Secretary. Mr. Thomson and Mr. Finner~n will be unable to attend but Mr.
Coffin said he would try to attend the conference.
~URIALA~ENT:
The Board appointed Myron B. Lew~s, Sr. as Burial Agent for the ensuing year, on
· recommendation of James R. Dooley, Commander of the American L~gion~ by unanimous
vote of the Board.
ST~rE~S HALL:
Mrs. Hassey ~equested permission for the P; ~. A. ~o use Stevens Hall'en May 14,'
when they plan to hold a bahquet. Hall is available and the board voted unanimously
to grant this request.
TRAFFIC PROBLEM:
~r. Thomson discussed the traffic at the 'corner of Elm and Water :Streets, particularly
when the help is'leaving Davis & Furber Co. He said he felt that the boa~d should
have.this investigated and check the possibility of having a stop sign on Water Street,
as it would be easier to s top there rather than on the hill coming up Elm Street.
The other members agreed with this suggestion and they will have Chief McKee investigate
this matter and make a recommendation to the board at his earliest con~enience.
OPEN CELLARS- LEGAL OPIIffION:
The Board received a letter from Attorney Charles W. Trembly relative ~o their request
for a legal opinion relative ~o open cellars or excavations on private property and
Mr. Trembly submitted his opinion along with his letter.
Mr; Coffin felt that this was a very important subject and action should be taken as
soon as possible. He said that now the cellars ~ill be filled with water again and the
children are in danger and something should be done before soue child is drenched.
~r. ~homson suggested that each member of bhe Board should study this opinion and
on next Monday, have the building inspector come in and also Mr. Trembly.
Mr. Coffin mad~ ~ motion to receive the opinion of Attorney Trembly as .counsel in this
particular case and have the board s~udy ~he opinion individually, invite thc building
inspector and Mr. Trembly to attend the meeting on March 31, 1952 at 8:00 P.M. ~otion
was seconded and vo~e was unanimous. Copies of the opinion will be made for each member
of the. board.
