Memorandum received relative to th~ diversion of income tax money proposed by the budget, House Bill 2150, which has been adopted by the House of Representatives. The letter ~. suggested that the board of Selsctmen protest to their Senators, in particular, and to all other members of the General Court. No action ;vas taken by the board. BOARD OF ASSESSOPS~: Mr. Henry Lurid cams before the board to say that the Assessors would like an office for themselves, if one is ever available in the building. He said that the Tax Collector should be alone as they have cor~fidenti~l matters ~o discu,~ s with their taxpayers and the Assessors also have people in who would like to talk to them privately. The Board discussed this for some time and informed Mr. Lund that they would keep this ~ request in mind if,.there is any available spec~ in the building. Carolyn ~cQues~cn camo before the board to discuss the project of writing up the history of ~he town, having been appointed by the board on ~rch l'f, 19~2. Mr. ~homson ~bated that it was understood by all ~hat it should be a history to be started at the very beginning. He said that the town had appropriated $1~00 which would be.'used for a start. He said he wasn't familiar with expenses which might be entailed and also what should be paid as salary ~o Mrs. ~cQuesten. Mrs. NcQu=sten said th=re were three periods, 16~6 to 1709 when Andover and North Andover was one tom], the North and South parish} 1709 to 18~ %?hen the two parishes were incorporated, one as Andover and one as North Andover} and 18~ to date. She said it would mean concentrated work. She ~ould like to ma~e a study of the presen% histories fLrst and' she felt that the town would want a factual history rather than a literary history. The Board discussed the committee to be appointed and Mr. Coffin felt that seven would be a good number. He felt the bommit~ee should be well-balanced and he did suggest Walter Whitehill ss a member. Mr. Thomson said that the burden of this would actually be between Mrs. MeQuesten and this board and that they should think about the committ6e and decide.:later who the members should be. ~he board voted to start a salary of $20.00 to be paid weekly %o Mrs. MeQues%en as of April I and any bills for expenses would be submitted monthly to this board. }4rs. NcQuesten said she =ould like to have some official stationery and the board advised her to study this and present the heading to the board for their approval. PARKER STREET-CLOSED: 'Mr. W~ll ism B. Duffy came before the board anm informed them that he had checked With the County Commissioners and a form is ~o be made out by the Selectmen and sent to the Commissioners. i hearing Will then be held and Parker Street as voted on for a distance of 12om feet from Chlckering Road towards Green Street will be officially closed. Parker Street is a County Road. The Board voted to accept this petition presented by Mr. Duffy, and since Parker Street is a County %'?ay, the petition will be adopted. Vobe was unanimous. CEMENT '~IXER: The. Board voted to advertise the cement mixer which the to~n' meeting voted on and the Board ~ill call for bids ~o be sent in by April 14. The ~ixer is izA the town yard and may be seen there at any time. It was voted under Article 39 to authorize the Selectmen to sell this cement mixer. DUMPING COMPLAINT: Mr. Flnnaran said he ha4 received complaints about dumping on May Street and bhe board, voted to request ~t~ief NcKee to check on this matter and report to the board. ' RELEASE REQUESTED ON COMPLAINT: The BOard voted to approve the damage claim of La;vrence Melvin in the amount of $17.00 and requested that a release be sent ~o him and that he present a bill for the $17.00 from the Garage where the work was done. CIVIL SERVICE-PROVI'SION;J~ E~PLODZNT: A letter was received from Civil Service in which the continued provisional employment of John Donovan and Myron B. Le¥~is, Jr. was approved from six months from March 22, 1952. The name of Leo J. Galeazzi, 44 Sawyer Road was submitted by Civil Service for consideration for appointment as an intermittent officer. He will be contacted to see if he is interested in being appointed. A sta. tutory certificate must be filed before the approval can be given on Ralph J. Bolderson, Augustine Walsh, Alexander Ness and Frank Howard. The certificate was not enclosed and will be sent for in the near future. DEPARTMENT OF PUBLIC WORKS: Letter received advising of a revision in Controlled Material regulations as contained in a letter from the Co,~nission~r of Public Roads, l';ashing~on D.
