Mr. Carry said the project had been hold up too long as the first section was
to have been dons in 1951. He said if the work could be started at once, the
two sections could be completed by August i and the traffic tie-up would be
for only half of the summer.
Mr. Thomson said that on the basis of the infor~ation ~iven, the board should
make an effort to get the easements ~and get the work started at once.
Mr. Copley stated 'that the contractor can go ahead with the trees and shrubs
and Mr. Ford ~will get the work s~arted as soon as ~ossible.
Mr. Thomson inquired about any stone walls which had to be removed and ~o that
there would~be no misunderstanding, asked Mr. Ford if 'they would restore ~hem.
Mr. Ford said t~ey will r~build any stone wall which is in good condition ~hen
removed.
OPPOSITION TO VARIANCE IN 'ZONING ORDINANCE:
Police Officer Norman Fleming and a large group of residence of th~ town., came
before the board to inform the Selectmen that they ~ere opposed te any variance
of any sort with reference to the site at the corner~ of Chadwick and~ Osgood Streets.
He was spokesman for the group and as such, he said he was opposed to any variance of
any kind being granted at this location. '
He said there were other places in the town besides the present location. He
pointed out ~hat there would be a definite hazard ~ith the army equipment, the
narrow~ess of Chad~rick Street and mentioned that there is sewage only to the ~'Neil
property and 'the water would run into the Lake. He fel{ that a variance would invite
almost anything, if approved;' Gasoline stations, hot dog stands and lunch rooms
and this would have an effect on the valuation of the property. He mentioned that
'there would be a great deaI of confusion, noise and drilling. He said he never
thought'he would have to protect himself from ou~ Army but this means a great deal
to all the property owners in this section.
F~ward ~. Dyer, asked that the board take a definite'stand in t]ds matter so that
the residents could bc &~ided in future action.
Mr. 'Thomson stated that he felt~ that the board should say that they have had no
notice of any Army location but they learned that the matter was co~ing before
the Appeal Board for a variance. Ne informed those orescnt that some time ago
a Representative of the Reserve Corps c~me befor~ t~e board relative to usi~gj
the Center Schoelbut we have heand nothing since.
Mr~ Coffin and Mr. Finneran said they had heard of this matter indirectly some
time ago.
Mr. Coffin said he felt that the Board should go on record as 'opposed and
Finn~ran a&~eed.
Mr. Thomson said the Board would do anything thSy could and would $~e glad to
appear at the meeting ne~t Monday night when the matte~ ~-I1 come before the
Board of Appeals~
Mr. Fleming.will also attend the meeting and ~11 property owners who ~re
present said they would be there also.
BOARD. OF ASSESSORS~ ·
A letter was received from the Bo~rd'of Assessors which stated that since there was
no article in ~he 1952 town warrant snecifying the Use of $50,000 from 'available
funds to.reduce the ta~ rate for the ~urren:,year, they are unable to use 'this
amount with special action.
The letter further stated that they would be unable to increase Article 16 from
$14~0 to $1600 as the article was not so worded and special action would be re-
quired on this item also.
The Board voted to hold a special town meeting to take care of'these %we items
and it was set for April 21, 1952 at~ 8:00 p.~. to be held in the Court Room.

1952 at 8:00 P.M. in the Court Room to cover two articles,, one article relative
to $50,000 to be deducted f'r. Om~'ther~amount~eqUiredrt~gbefassess. e. dLu~der section 23'
Chapter 59 of the G.L. to be used towards reducing the tax rate and the second
article relative to raising and appropriating $1600 to'be used for salaries
and expenses, $!OO0 for salaries of six instructors and one supervisor and ~600
to be used to purchase supplies and equipment. Vote was unanimous.
POLICE DF~ARTM~T:
Chief ~CKee sent in a report on the conditions at Elm and ~ater St. and re-
commended that "STOP SIGNS be placed at ~ater St. ;'~en permission is obtained
from the Department ~f Public Works, the chief ~.l! take care of the signs.
The Board accepted the report and agreed to contact the Department to get an
approval to erect these signs.
2. Chief reported on "dumping,, on May Street and informed the Board that this
land belongs to D & F CO. They ~rLll cover uo the refuse and place signs there,
"Positively No Dumping.,, '
3. Chief reports that they have found no trucks speeding on E. l~ater St. and
neighbors were contacted but kno~ nothing about it. Ne suggested, however~
that signs "Go, Slow, Children,, be placed at both entrances to E. Water St.
The Board agreed to accept the report and go along with the Chief's suggestionsj

The approved the application of ~'~illiam F. Sherlock, 60 Lyman Road for a revolver
permit for target practice.
CIVIL CONSTABLE:
The' Board appointed John H. Fenton, 65 Marblehead Street as a Civil Constable
by unanimous vo~e of the board. .
OPEN C~3~ARS:
Dr. Julius, George Je~ett, George Caren and }lary Sheridan, representing the
Boa~d of Health, Attorney Charles W. Trembly and Ira D. Carry, met ~ith the
Selectmen to discuss open cellars.
}~r. Thomson discussed bhe cellars in the to'.m and had pictures available to
those presen~ so that they could readily see that they were dangerous.
}~r. Tno..-mon explained that the Selectm~n had asked Attorney Trembly for a written
opinion and in the opinion :vas a reference to the Board of Health so the board
decided to ask the Board of Health to sit in with them and. see ~vhat could be
worked out.
Dr. Kay asked if it were the accumulation of water or any other reason which
would make it a health menace and '~r. Trembly said the land is deemed to be a
nuisance according to C~apter Ii, Section 132, if it is injurious to health.'
Dr. lay said he thought it meant infested with mosquitoes. Dr. Kay said his
board feal.s tha~- it is a menace and they will have to go along and do some-
thing about it. l~r. T~offoly will be retained as counsel for the Board of
Health and ~ill give them the necessary notice, to be sent out bo each o,ner.

Health.
Mr. Tho'~son thanked the members for coming to the meeting at this time.
~ing of the Board of Selectmen was held at 7-'00 P.M. with
members
present. Weekly bills and payrolls were approved.
LAV~RENCE HAS & ELECTRIC CO!LUANY:
A hearing was held a~ 7:30 P.}i. on the petition of this company for permission
to locate poles, ~_res and ftx. tures on th'e southerly side of ~ssell Street, at
the easterly line of Allen Street, I pole.
On the southerly side .of Russell Street, at a point approximately 100 feet wester-
ly from Allen Street, i pole.
All a~utters had been notified and no opposition was offered. A letter was received
from John P. }~urphy, 39 Sargen~ Street inquiring if this company would pay the
expense of removing a pole~ from a driveway and replacing i~. Apart from this he
had no objection.
M~. Barry informed the board ~hat the company would definitelys 'band this expense
and ~r. }&~-phy will be so notified.
On .motion of l~r. Finneran, seconded by Mr. Coffin, the board voted to grant this
permission. Vote was unanimous.
PETITION for permission to excavate to inst~ll gas service for Dr. David S. Balyea,
92 Buckingham Road, (27' in street) was a~anted by unanimous vote of the board.
PETITION for permission to excavate to install gas service at 39 Upland 5;feet,
(15' in street) was granted by unanimous vote of the board. Mr. Carty will be
notified of these ~wo ezcavations.
