HomeMy WebLinkAbout1952-04-14 Board of Selectmen MinutesAPRIL 14, 1952- continued TR~ REMOVAI HEARING: A hearing was held at 7:35 P.M. on Lhe request of James Calzet~a, 470 Johnson Stree% for the removal of a tree.Mr. Conners was present and informed the board that the tree is hollow and could easily fall on the house and cause danage. He feels that it should be removed. The board voted unanimously to 'requ=st the Tree Warden to remove this tree. The reques~ for a tree removal made by Charles Tierney, 14 Annis Street, had been · ithdrawn after Mr. Conners, tree warden, talked to him and looked at the cellar which he claimed was filling up with w~ter and was caused by the roots of the tree. No a ctiou ~aken on this request. SPECIAL POLICE OFFICER: ~he Boa~d appointed Edward To'~aue~ 96 unanimous vo~e of ~he board. Elm Street, a special .police officer by VF~'[ 2104: Ih~ITAT!ON: The Board accepted ~ith thanks the invitation of the V~;[ 2104 Post, to attend the insballatien of officers to be held on April 19, 1952 at Stevens Hall', and will so notify tbs Commander. The Board will make an effor~ to attend this function. TRAFFIC RULES AND ORDERS: The Board ~oted that the Traffic Rules and Orders of the To~m of North Andover, a~op~ed by the Board of Selectmen under dabe of May 9, 1938 be and are hereby mnended by adding at the end of Article VII, Section lC, the fcllomiug: "EAST AND ~.TESTBOUI~) DRIVERS 01~ %TATER STREET AT EL~ STREEt"'. A copy of this vote will be sen~ to ~gar F. Copell, Traffic Engineer, in duplicate with a letter of~ransmittel and a print of the location. EOUNTY CO~SION~S-. PARKER S.TREET:' A letter was received from the County. Commissioners and an Order of Notice on the petition for the discontinuance of Parker Street in North Andover. This Order ~&ll be placed in the hands of a Deputy Sheriff for service and will be returned to the Commissioners. A hearing has been set for Tuesday, ~Jay 6, 1952 at 10:30 A.M. The Petition and Order will be sent to Louis' Silverm~n, Deputy She~.ff. ~REE R~MOVAL. EEQ~T: Mrs. Carolyn.'~/cQuesten, 104 High Street requesrm the removal of a large elm tree in front of her property, and is partly on h=r land and partly on to~ property.. lhey hope to .have. a new sidewalk in the near future and this tree will interfere with that as the roo:s are no~ bulging up on the sidewalk and have pushed the fence over to one side. The Board voted to :refer this reques: to tree warden, John J. Conners for his inves ~.i-- ga$ion and action. JURDR: Andrew Coffin drew the. name of Christopher Higginbottom, 13 Annie Street: as a J~ror to serve at Criminal session at Newburyport on May 19, 19~2. Fire fighter, POLICE DEPARTMENT: .-- Chief McKee left a letter for the Bo~rd in which a complaint was mede about Augustine Welsh, special police officer, who had been rude and obnoxious to a person whom he had ste.oped for passing through a red light. The complainant felt that Mr. ;Talsh must have been drinking to talk the way he did and in front of this man's wife. The Board.voted to refer this beck'to the chief to take such-disciplinary action as. he thinks should be' required. '- COMPLAINT-POLEUTION OF LAKE COCHICH~ICK: Mr. Co~fln called attention to the deplorable condition on the snores of Lake Cochichewick which had previously been referred to this board by the Board of Public ,orks, without any effective action being followed through. He lis~ed the various items accumulating in these areas and s ~ated that the parking areas which he inspected were the old ice-house site, flats bridge, and the Hatch on Pleasan% St. He said many citizens have expressed their concern that their use of the lake for legitimate pleasure may~ be shut 'off by state authorities if the a~ove mentioned pollutive practices are permit,.ed to continue. - After some discussion as to what the best-procedure would be, the board voted to .ask Chief MaEee to mull this over and make some recommendation and then c omo before the Board before taking any action. Itwas suggested that the o~ners of the land be contacted and perhaps they would oreo% signs there which might be effective. Mr. Thomson said 'that mos~ of the parking was on private land and the help of the owners would be necessary in order to burb this situation. Mr. Coffin said that the prte§ts a% Campion Hall had also complained about the parking and' refuse on their property and ~Ar. Thomson again-suggested-that signs would be effective. The mat~er will be referred to the Chief of Police.
