'~he meeting was c~ed to order at 7:30 P.M. APPIffCATION - Firearms License Clarence L. Dow appeared before the board on his first application for a license to carry firearms. ~r. Finneran motioned the license be granted. Motion was seconded by Mr. Sutcliffe and voted unanimous. John J. Conners, Tree Warden, recommended peti~on by Mr. Alfio Luzzio of ~5 Massachusetts Avenue, for, the removal of one tree be grented. Er. Finnaren made this a motion which was seconded by Mr. Sutcliffe and voted unenimous. .... On petition by Mr. William Rohinsou~ 22 Annie Street, for the removal of one tree, Mr. Conners stated he expected Mr. Robinson to appear and suggested the matter .be tabled until such time as the petitiouer~ appeared before the board. Re explained the situation as a-sidewalk, coalition and if this petition was granted similar petitions petitions from other residents of. the street ~ follow. He noted the tree was in good condition. Mr. Sutcliffe motiome~ the petition be tabled as reco~ended. Mr. F~eran seconded the motion end the vote was unanimous. REQUEST - Trailer Permit ~r. F~ederick Phelan of Prospect Street appeared before the' board to request a permit to have tw~ trailers .on his la~, Chairman Finck referred Mr. Phelan to Mr. Martin J. Lawlor, Building ~nspector. JURO~S DRAWN Mr..I~wns .appeared before the board for the drawing of two Jurors. One for the November 30 sit~ of Lawrence~Suparior Court end the other for Salem ~uperior Court of s~e date. Both civil business. Mr. Finnersu drew the name of, Mr..~nd Christie, 39 Maple Avenue, a Town. employee for the Board of Public Works,.to serve in Lawrence. Mr. Sutcliffe drew the~name of Mrs, , Mary Ness, II Dewey Street, a housewife, to serve in Salem. ---- Mr. L~ns later advised the board that Mr. Christie had served as a Juror with- in the past three years ~d is .therefore ineligible., lie was'last drawn on. November 19, 1956; Upon motion of Mr. Fiunaren seconded, by.Mr. Sutc~e~e ~ .voted unanimous, the matter was taken under advisement. C~APTER 90 - Dale Street Chairman Finck read letter from the Department of Public Works stating approval of board request for an extension, of ~hapter 90 Work on Dale St. for A distence of 1400 feet at the exist~ bid prices and under present contract. The Board was pt~ased to accept this letter. C~APTER 90 -. STREET LIGHTING ~ir~.,~ Finck. read letter from M~-~imack-Essax Electric Compan~ stating an agreement .had been reached with'Mrs. Coppola of 167~ Osgoed .~treet and Mrs. John Roche of 1719 Osgood Street on the change of the 1000 l~u~en light on pole No. 369 to pole No. 370 and that a letter from the board requesting the c~e should solve, the problem. Mr. Finneran motioned the letter be sent. Mr. ~utcliffe seconded the motion ,~ the vote was unanimous. ~NDUSTRIAL D~:¥~;..OP~fl~T C~TTEE The board accepted a letter from the North Andover Industrial Development C~,~,~ttee stat~s the c~.~ttee had considered the proposal submitted by Mr. George Anderson of Methuon, relative to p]~ for attractin~ industry to the Greater Lawrence Area, and reco~nending to the Selectmen that the proposal is impractical from the standpoint of the tax laws of the Co~nou- wealth of Massachusetts. APPL~ChTION~ - Gasoline storage at Airport .Upon motion of Mr. ~-~eren seconded by Mr. Sutcliffe and ~oted unenimous, a hearing date was set for November 23, 1959, at 7:30 P.M. on applications by the Ralph Richards Construction Co~.~eny for nn~arground storage cf 2000 gals. deisel fuel oil and 4000 gallons gasoline on a temporary basis for construct- . ion purposes at the Lawrence Airport. 6 November 9, 1959 - continued: ~ET~NG - Lawrence Gas Co~,,~any & Cyr Oon.~truction Co. ~r. Robert E. Mag,~e aud. a representative of ~he C~r Construction Company met with the. board per invitation to discuss the oenditiens in ~hich streets are left follo~g Gas C~.~any excavations. Chairman Finck referred to Main Street stating the ~rk was done without the assistance of a Police ~fficer and that the condition of the restored street was ,,~-atiafacter¥; Mr. Finck added it is h~s feeling the requeBt for permit to excavate should be cleared threugh the Board of Public Works, Highway Department '~ Police Department Defore receiving approval from the Board of Selec~mon.' Mr. Maguire stated an agreement between the company -~ Selectmen was reached last epr~,_m in so far'as t~ jor~ patch. Jobs'were concerned expressed surprise over the recent displeasure.. Mr.. Maguire stated the, Gas Company was of the same op~4cn. Mr. Sutcliffe m~tioned the chairman's suggested procedure he placed in effect. Mr. Finneran seconded, the motion and the ~te was unanimous. Mr. Sutcliffe motioned the electric compa~ be requested to conductus survey for improved street lighting on 10 L~man Road. Mr. ~eran seconded, the- motion ar-~:'t~e vote was unanimous. Mr. Sutcliffe suggested the 1.-~ recently purchased for Town Yard purposes. may not he properly zoned and the matter should be referred'to Town Counsel Before proceeding with. any ~nstruction. Mr. Fiuneran ~tioned To~ Counsel~ .requested to advise whether or not the Town can make use of the area ualass.re-zoned; Mr. :Sut-~efe seconded the motion ,~d the vote was unanimous... CLARK STREET Mr. Finck suggested Atty. Trombl~, Town Counsal in this matter, ..be requested to draft the necessary legal .petition to the County Commissioners. seeking .'~ their approval of the closing of Clark Street and relocation of same. 'Mr.-' Sutcliffe made this a motion which was seconded by Mr. Finneran and voted t~M~ons. This .meeting adjourned at 9:00 P.M. November 12, 19~9 The Board of Selectmen voted unanimously to go along with the Advisory Board rec~,aendations on s]~ articles c,~ for the appropriation of'i~ds' at next Special Town Meeting of November 16, '19%9. · -. November 16, 1959 The regular weekly meeting of the Board of Selectmen took place on this date with si] members present ~ chairman Ralph E. Finck presiding. The meeting wns called.to order at 7.'30 P.M. ~n'the presence ~f John Lyens and the f~ Board of Selectmen, .William A.' ~- Finneran drew the name James Lustenberger of 32 Lincoln Street, ~ wool frame fixer for J. ?. Stevens Co. to serve as a juror for the Novembe~sit~i~ of Lawrence Superior civil Court. The board directed Mr. Lustonberger be so advised. TREE RE~OVAL Hearing on the petition by William Robinson, 22 ~ts Street, for the. ramoval ef~one tree inthe front of his home because tree roots were disturbing the sidewalk, was reconsidered by the board. Tree Warden John J. Connors stated the sidewalk condition was ~rse in front of other homes on the street and recon~nanded the Board view the area before taking action on the matter. Mr. Sutcliffe made this a motion that was seconded by Mr. Finneran and unanimous- ly adopted. DEPAR~{ENT OF PU~T.TC UT~T.TT~ES The board accepted a letter from the Department of Public Utilities ackusw- ledging vote of the board placi~ them on record with the D.P.U. as object- ~_~ to any increase in rates and charges by the Eastern Mass. St. Railwy. Co.
