Mr. Ftnck reserved his vote stating he was not certain of the legs& aspect since Woodstock Street was not an accepted street. Be advised the board that easements for the power company were in order. CIVIL DEFENSE A copy of a Board of Public Works letter to C.D. Director Dewey Dyer relative to surplus materials wes read and accepted by the board. BOARD OF PUBLIC WORKS - Skating Aroas Chairman PLuck read letter from the Bozrd of Public Works explaining their present program in providing skating areas to the townspeople. The B.P.W. stated they would agree to keeping a portion of Stevens Pond clear in the Board of Selectmen would consider policing the area. Mr. Sutcliffe stated he could not agree to skating on Stevens Pond. Mr. Finck explained the area suggested is not deep and is referred to as the 'Willows", a section of the pond where people have skated for years. Mr. Finck stated he did not feel the police should have to assume this responsibility and the matter came under the Jurisdiction of the Board of Public Works. Mr. Sutcliffe motioned a letter be sent to the Board of Public Works request- ing they further investigate the possibility of flooding the Thomson Schol area. Chairman Finck suggested the Board of Public Works be requested to attend next meeting of the Selectmen to explain-skating facilities. Mr. Finneran stated with the Brooks'School skating rink no longer available this problem would come before the board each year and that the Recreationsl Council maybe interested in doing something about it with the possibility of presenting an ar~cle to Town Meeting. Mr. Finck suggested the Chairman of .the'~Recreational Council also be invited to attend next ~meeting. The motion was amended to include this suggestion. Mr. Fiuneram seconded the motion and the vote was unanimous. APPOINTMENT - Special Police Officer Chairman Finok stated Police Chief Lawlor has reported no objection tot he appointment ofMr. George MacKenzieof 341MiddlesexStreet as a Special Police Officer. Mr. Sutcliffe motioned Mr. MacEenziw be appointed as such. Mr. ~tnnersn seconded the motion and the vote was unanimous~ P~OVAL OF POLES Upon motion of Mr. Sutcliffe seconded by Mr. Finneran and voted unanimous, permission was granted New England Tel. & Tel. Co. to remove 11 poles on Dale Street. PLANNING BOARD - Anderson Bond Chairman Finck reed letter from the Planning Board recommending $8,000. of the $12,000. contained in a bank book filed with the Town for subdivision ~ork known as the Woodstock Street Extension be released. Mr. Finck stated he would like to have the Planning Board's reasons for this request and to know the work accomplished' and work ltO be completed under the agreement. Mr. Finneran made this a motion seconded by Mr. Sutcliffe and voted unanimuns. ATTY. ROLAND SHEPJ&TN- Heath Road & Heath Circle ChairmsnFinck rea~letterfrom Atty. Sherman inqniringif the articles presented on the acceptance of Heath Roed and Heath Circle were in order. Chairman Finck noted there ware insufficient signatures and that the articles be returned for same. Mr. Finck also suggested the Planning Board be asked for a recommendatiou'on the acceptance as set out in the articles. Mr. Finnersn made Mr. Finck's suggestions a motion and the votewasl~ani~OUSo TG4N REPORTS - Spauldtng-Moss Nm. George Cobb, a representative of Spaulding-Moss Co. appeared before the board.as requested to discuss the work program for the printing of the Annual Town Reports. The board stated the reports would have to be deliv- ered on March 3. Mr. Cobb stated the typewritten material would have to be available to him on February 17, two weeks prior to the deadline. Mr. Cobb also agreed to supply the typewriters and that the master sheets would be delivered on Wednesday of this week. - .... The board later voted to employ Mrs. Audrey Hegarty, Mrs. Paul Lafand and Mrs. Janes Lustenberger to type the reports onthe master sheets. DEPAR~NT OF PUBLIC WORKS - ROUTEllO - Land Takings Mr..Finck stated a representative of the D,P.W. had requested office space in North Andover for the purpose of dealing with land takings in the various surrounding communities. The Chairman suggested the Flre Chief be contacted Jan~ ary il, 1960 - continued: on the possibility of using the Company Room of the Fire Station. It was directed this be done and that when the representative contacted the office tomorrow he be referred to the Fire Chief. Mr. Finck stated he would also like to speak to the representative relative to plans for the land takings. TREE DEPARTMENT - J. Connors Mr. Connors, Superintendent of the Tree Department, appeared before the board to state a private individual was interested in purchasing from the Town an old, discarded sprayer which is stored ~h the Town Infirmary. He inquired what the procedur~ would be in a matter of this nature. The board directed the matter be referred to the Town Counsil for au opinion. ~E~APTER 90 - Dale Street Mr. Ftnneran stated he had consulted with the State Engineer who hsd advised that the plans further construction of Dale Street were in order and suggest- ed the board advertise for bids as soon as possible that ~he work could commence at an earlier date this year. Mr. Finneran motioned a letter~ be sent to the Department of Public Works requesting the call for bids be advertised at the earliest possible date in accordance with completed plan~. Mr. Sutcliffe seconded the motion and the vote was unanimous. POLIO CG~MITTEE- Town Banner Mr. Sutcliffe suggested the Polio Co~m~ittee be permitted ~use of the Town Banner acz~sscMain Street during their campaign for funds. He stated the committee had requested this and would pay the printing expense. Mr. Finneran made this a motion and. the vote was unanimous. MEETING ADJOURNED upon motion of Mr. Finnera~ seconded by Mr. Sutctiffe. and voted unanimous, this meeting adjourned at 8:30 P.M. WESTERN ~.w. CT~C CCMPAN~ The board directed a letter be sent to ~ $1 Shaunessy of the Western Electric Company expressing the board's appreciation for the frsmed copy of au article featuring the Town'of North Andover as it appeared in their pub- lication of the CommunlcatSr. ~' ZONING BY-LAW ARTICLE Chairman Finck explained the ~ndnstrtal Development Committee wished to have the Zoning By-Law emended to include regulations for Apartment .Dist- ricts and since the Warrant will be closed before next meeting of the - Planning Board suggested the Board of Selectmen sponsor the article upon recommendation of the Industrial Development Committee. Mr. Sutcliffe motioned the. board petition for such an article. Mr. Finneran seconded the motion and the vote was cD.) January 18, ~1960 The Board of Selectmen held their regular weekly meeting on this date with. a!~ members present and Chairman Ralph E. Finck presiding. The meeting commenced at 7:30 P.M. ICE SKATING Chairman Williom McEvoy of the Recreational Council appeared before the b~ard to discuss ice skating facilities in the Town of North Andover. A letter"from Mr. Daffy suggesting the Willows area of Stevens Pond be maintained fo~ thi~ purpose. Mr. Sutcliffe r~p~a~ed his feeling that he would not ~mnt to assume the responsibility of notifyin~ the public when the willows was safe for skating adding that if a town department were to take this responsibility,- the T~n would than be responsible for any accidents at the area. ~alrman Finck explained the purpose of this meeting is to set up a progrm~ for i~ce skating and suggested an article be inserted in~ the Annual Warrant to obtain a sum of money for the maintenance of skating areas. Mr. Sutcliffe stated he was in favor of all areas recommended by Mr. Duffy except the Willows. Mr. Finck stated the Willows was mercly a suggestion on the part of the Board of Public Wroks. 'Mr. McEvoy stated if the ice is ten inches thick it'is safe. Mr. McE~oy then described the method used in other towns, clearing the snow from the ponds and resurfacing. Mr. NcEvoy stated the Brooks School offer was the most ideal se~ up but the people didn't realize the value of the offer. Mr. Finneran suggested the Brook~ school be contacted as to whether or not~ the offer was still available to ~h e Town. Chairman Finck suggested the Recreational Council meet with the Board of Belectmen next week to further discuss the matter.
