HomeMy WebLinkAbout1960-01-25 Board of Selectmen MinutesJanuary 2%, 1960 The Board of Selec,tmen met on this date with all members present and Chairman Ralph E. Finck presiding. The meeting commenced at 7:30 P .M. As scheduled, the Recreational Council met with the Board of Selectmen to dis- cuss ice skating facilities. Mr. Daniel F. Cahill was present asdan interest- ed party to this subject. , Mr. McEvoy stated he understood articles has been presented to the Warrant, one for the Brooks School se~ up at $2500.00 and another submitted Nr. Mr. Ted Phe!an for 1500 proposing that skating facilities be promoted and conducted by ~the Recreational Council for Town residents. Mr. McEvoy stated the Brooks School skating rink cost $85,000 to build and inquired if the Town could borrow money to build such a rink to be paid back over a period of years such that the tax rate would not be seriously effected. Mr~ Finck suggested perhaps the recreational council could study the matter for ~uture consideration, by the Town. Mrs. Cahill stated she felt there was in- sufficient time to plan such an article for this to~m meeting and asked why not conside~ Stevens Pond at the Willows as Mr. Duffy had suggested. Mr. Sutcliffe asked who was going to consider the responsibility of determining the pond safe. Mr. Phelan appeared and explained his article was for the purpose of creating ice skating facilities not on ponds but at various adaptable locations in Town and the money appropriated would ~ay maintenance costs. He added in his opinion the football field of the North Andover High School would be ideal. Mr. McEvoy stated he did not feel the recreational council was set up to ~promote and conduct such rinks. }~r. Finck~ stated Jurisdiction should remain with the Board of Public Works. Mrs. Cahill in- quired if police supervision would be maintained at the designated places and sfas assured police protection would be given at the most populated periods. Mm. Finneran asked Mr. Phelan if he would mind mmending his article to include $2,000., artificial and natural rinks and the Board of Public Works along with the Recreational council. Mr. Finck suggested the m~ount be changes to 2500 dollars to include costs other than w~ges. Mr. Phelan.-stated he had no ob- Jection to the mmendment. ~ll were in accord. FOURTH OF JULY ~V.~RATION CC~ITTEE - Article Mr. Arthur Drummond, Mrs. J. Edmond M1]iott, John J. Lyons nnd John Moran~. members' of the 4th July Celebration Committee, appeared before the board to explain the purpose of their article requesting a ~1500 appropriation for the 4th of July celebration. Mrs. Elliott stated the money 'would place into effect a program for this year which would include a Chicken Barbeque, Horrible's Parade, fireworks and entertainment. A discussion took place on.the consider- able prepar=tions to date including the appearance of Re~x Trai~er and his horse. The board thanked th~ members of the committee for the time and' effort on this matter and assured those present the article wauld, be inserted in the 1960 Annual Town Meeting Warrant. CENTaUr,s. BALL PROPOSED Chairman Finck stated Mr. William A. Mc&loon had approached him on the idea of a centennial b~]~ during the current year as proposed by the Centennial. Committee during the celebration year. Mr. Sutcliffe motioned the board send a letter to Mr. McAloon stating that the Selectmen are in favor of the idea and stating board willingness to cooperate with the committee in making plans for such. Mr. Finneran seconded the motion and the vote was unanimous. ATTY~ CEAS. W. TRG~LY- Colgate vs. Lawlor, et als. Chairmmu Finck read letter from Arty Charles I~. Trembly stating the final decree i~ reference to Colgate vs. Lawlor and als had been filed. }~. Finck stated there is a time limit during which the Town could take action but suggested the matter be tabled until such time as recommendation was received from Atty. Trembly and Town Counsel. CHAPTER 90 - Dale Street The board accepted a letter from the Department of Public Works relative to tent- ative 1960 Chapter 90 and Maintenance ~l~ottments. JOINT PETITION LOCATION OF POLES - Abbott Street Upon motion of Mr. Sutcliffe seconded by Mr. Fianeran and voted unanimous, a hearing was set~ for February 8, 1960, 7:30 P.M., on petition by Nme England Tel. & Tel. Co. and Merrtmack-Ess~: Electric Company for the location of 2 poles on Abbott Street. V~WR~ICE GAS CCMP~Y Upon motio~ of Mr. Finneras secanded by .Mr. Sutcliffe and voted unanimous, per- mission was granted the Lawrence Gas Company to excavate on Main Street near Waverley Road to locate ~nd repair a gas leaK, subject to the usual provision that the street be repaired to its former condition. J~nuary 25, 1960 - continued: TG~ CL~K - Articles Articles one through ten of the 1959 Annual T~m Meeting were approved by the board for inclusion in the Warrant. POLICE CG~,~DATION - Sgt. Donnelly & Officer McCubbin Chairman Finck noted the commendable actions of Sgt. Donnelly and Officer McCubbin in connection ~.dth an oil burner smoke condition at St. Paul's Church this week and recommended they be commended for their alertness and prompt actions in preventing what may have proved to be a serious situation. Mr. Sutcliffe agreed and suggested the officers also be given one day of leave ~,ith pay. It was directed the vote of the board be spread on the records: VOTED: Upon motion of Mr. Sutcliffe seconded by Mr. Finneran, w~e ~manimousl¥ approved that Sgt. Russell F. Donnelly and Officer Charles R. McCubbin be commended for their fine actions on the above-stated occasion and that they be awarded a day of leave ~dth pay. STREET SIGNS - Article Chairman Finck suggested the board sponsor an article calling for th~ approp- riation of $500.00 for the purchase and installatian of metal street signs of uniform size and color. ~. Finck stated this wouXd commence a program to identify all streets in Town properly withuniform signs at the cost of $2.00 per sign. Chairman Finck added that he had obtained permission frc~. the utilit~companies to install such signs on utility poles if necessary.' Mr. Sutcliffe motioned such an article be inserted in the Warrant. Mr. Finnerau seconded the motion and the vote was unanimous. BO~D OF PUBLIC WORES - Community Center Parking Mr. Sutcliffe motioned a letter be sent to the Board of Public Works request- ing use of the basketball courts at the Drummond Playground for the park-lng of cars during the Friday and Saturday night dances at the Community Center. Mr. Finneran seconded the motion and the vote was unanimous. Mr. Finck quest- ioned the plm,ing of the area but Mr. Sutcliffe stated this matter ~u~d be up to the Board of Public ~orks. CONSTABLES - Chairman Finck stated he felt the elective position of Town Constables should remein elective and that such voting po~ers should remain in effect. He noted that a number of persons had taken out nomination papers for the pos- ition during the past week. Mr. Sutc!iffe motioned the board go on record as having such sentiments. Mr. Finneran seconded the motion and the vote was unamimo~ls. CE~PTER 90 - Dale Street Mr. Finneran statedMr. ~.~lter Corcoran had repaired an oil burner at the engineers shack on Dale Street amd had not yet received payment for his services. Mr. Finneran suggested Mr. Berry of the Department of Public Works be contacted on the matter. APPOINT~,~T Upon motion of Mr. Finneran seconded by Mr. Sutcliffe and voted unanimously, ~Ir. Gladys Hurley, Main Street, was appointed a Spare Worker at Precinct Two. DAMAGE CLAIM Mr. Finneran motioned damage claim in the emount of ~32.20 filed by Mrs. Charlotte Hopping of ~Yinter Street be paid upon receipt of the usual signed release. Mr. Sutcliffe seconded the motion and the vote was unamimous. DAMAGE CLAIM A report of a damage claim in the amount of $245.0~ submitted ~he Highway Department by }~ms. Margaret Hale was unanimously referred to Town Counsel for recommendation. SICE~ LEAVE GRANTED - Mrs. Angelina Kelley, Social Worker Mr. Sutcliffe motioned that upon recommendation of the Board of PublicWelfare a~'eed to by the Personnel Board, Mrs. Angelina Kelley, Social Worker i~ the Welfare Department be granted an additional 30 days sick leave. Mr. Finneran seconded the motion and the vote ~*as unanimous. CHRIST}~S DECORATIONS ON }~IN STP~T- Article The board ~oted unanimously the article sponsored by the Maim Street Merchants requesting money be appropriated by the Town , said amount to be matched by ~he Main Street Merchants, be included in the 1960 Warrant.
