OF PUBLIC WORKS -NASSACHUSETTS: Two communications were received from the D.P.W. whereby it was stated that the sum of $16,000.00 for the improvemen~ of Dale Street end Appleton Street in North Andover has been assigned on the condition that at least $8,000.00 shall be con- trtbuted by the Town end $8~000.00 by the County. The other letter stated that the Commissioners have assigned the sum of $1,000.00 for the maintenance of Chapter 90 roads in North Andover on condition that at least $2,000.00 shall be contributed by the To~. NOTICE: David C. Audarson in Bankruptcy No. 269-60. A notice was read from the U.S. D~strict Court in the matter of David C.Anderson In Bunkruptcy No. 269-60. Mr. Fimck suggested that the matter be referred to Town Counsel due to the fact that the Woodstock Street development is involved in the matter. Mr. Finneran made a motion that the matter be referred to Town Counsel, Mr. Sutcliffe seconded it and it was voted unen~mously. LETTERS: · Letters received from C.D. Director, Dewey Dyer amd from F~re ~hief Daw were read regarding the two-way radio system which Keene, N. H. wishes to inst~lt. Mr. Sutcliffe made the motion that we contact the City of Keene stating that we com- cur with the said installation of the two-way radio system on 158.820 megacycles in the local government service, subject to the recommendations of the Civil Defense Director. PROCLAMATION: In re Apprenticeship Week in Greater Lawrence Dommunication read from the Industrial Development Committee respectfully urging all employers of labor to consider the need for an organized system of apprentice- ship and endeavor ~o make available ~o the young men of Greater La;~ence the opportunity to learn a skilled trade. FIREARMS APPLI ~%TION: Mr. Finneran made the motion that the Firearms Application for Carl B. Van Buskirk, Jr. of 160 Water Street, No. Andover be approved, Mr. Sutcliffe seconded the motion and it was voted unanimously. Mr. Van Suskirk, Jr. appeared before the Board as is customary. Renewals of Firearms Applications: Frm~k Lee,~radstreet Road Albert Schofield, 16 Bixby Avenue Harry D. Berry, 2303 Turnpike Street Robert's Hardware (License to Sell) Wm. Arsenault, d/b/a l'!Bi!l' s Auto Service" (License to Sell) Mr. Sutcliffe made a motion that the above renewals be granted, Mr. Finneran seconded the motion and it was unanimously voted. MERP~ACK-ESSEXELECTRICCO. Improved lighting Chairman Finck read a letter from Merrimack Essex Electric Co. whereby it was recommended that street lighting be improved at Sutton and Main Streets. Nr. Sutcliffe made a motion that the recommendations be adopted, Mr. Finneran seccnded the motion and the voting was unanimous. RESIGNATION: Mr. Clifton Stone Chairman Finck read a letter of resignation from Clifton Stone from the Personnel Board. Mr. Fimneran made a motion that it be accepted with regret but with sincere thanks for his service to the Personnel Board, ~. Sutcliffe seconded the motion and it was voted unanimously. ~LETTER: POperation Alert 1960" A letter in re "Operation Alert 1960" was read whereby on the 3rd of May, 1960, .~through the 5th of May, 1960, the Commonwealth of Massachusetts will participate in said Alert. In accordance with the Civil Defense Act, Chapter 639 of the Acts of!950, cities an~ towns of the Commonwealth are urged ~o participate in this exercise. Mr. Finneran made a motion that we co-operate fully with the Civil Defense officials in the said Operation Alert, Mr. Sutc!iffe seconded the motion and it was voted unanimously. BONDS: Charles V. Statuti Chairman Finck read a letter from James M. Bannam, Chairman of the Planning Board, which was accompanied by bonds in the amount of $6,800.00 for .water and sewerage and $6,000.00 for roadways and drainage fo~ Charles V. Statuti of North Reading. Mr. Finneran voted to refer said matter to Town Counsel for approval, Mr. Sutcliffe seconded the motion, and it was voted unanimously. May 2, 1960 - Continued: CIVIL SERVICE APPROVAL: Civil Service approval of the two new patrolmen, Arthur W. Mawson and Francis Hanney, Jr. was received. PARKING - TOWN YARD Chairman Finck proposed that all town departments be notified to the effect that only municipal trucks and police veht :les will be allowed to park in the rear of the Fire Station, Town Building and the Police Station, beginning May h, 1960. All other ve- hicles should be parked in the new parking area and not left on Main Street all day. Mr. Sutcliffe made a motion that said proposal be approved and communications stating same be sen% to all departments, Mr. Finneran seconded it, and the vOting was unanimous. PARKING AREA - TOWM !L~RD There was a discussion regarding the flooding problem in .the Town Yard near the Miller property. Since last week's meeting the problem has been settled, inasmuch as Hr. Brasseur was to get prices on a curbing and guard rail. A telephone call was placed to ~@. Brasseur who said that a price of $3.00 per~foot for the guard rail had been given, but none on the curbing as yet. Mr. Sutcliffe expressed his apprecia- tion =o the Board of Selectmen for the rectifying of the drainage situation in.~the Town Yard. DALE STREET: Complaint Mr. Harold Lynch of 115 Dale Street appeared before the Board again regarding the fact that Harry Bourquin, 7 Commonwealth Avenue, restating the fact that Mr. B~urquin has been performing illegal operations by taking ou~ fill from his property"on~Ma~hlertdge Road. ~. ~.r. Martin Lawlor, Building Inspector, appeared before the Board aIso. and said there has been no violation this week. Mr. Finck informed Mr. Lynch ~o~ 6ontact him if he needed any further help and also suggested a letter be sent to Mr. Bourquin informing him of the complaints and that any further complaints will mak~e it neces- sary to restrain him from any such further activity. Next Monday evening, May 9,~ 1960, a seminar an~ dinner will be held at St.,.Mary,s Auditorium at which time the Selectmen plan to attend. Mr. Finneran made ~a motion that the next regular meeting of the Board be held at 5:00 p.m. next Monday, and. that the Town Clerk be notified of such. )~. Sutcliffe seconded the mo%ion and it was voted unanimously. ~MSS. CIVIL WAR CENTE~DEAL CO~.ESSION APPOINTMENT: Mr. Finneran made a motion that Edward Bardsley of 428 Pleasant Street be.appointed to the Mass. Civil War Centennial Commission, Mr. Sutc!iffe seconded the motion, and it was voted unanimously. INSURANCE COVERAGE OF TO~ EMPLOYEES: Mr. Sutcliffe brought up a fact that a newspaper article appeared recently regard- ing the Lawrence Retirement Board moving to protect Lawrence policemen an~ other city employees who are injured while working for private firms and who~are injured while doing so with loss of compensation. He stated that the situation involves our town employees as well. Chairman Finck stated that there is a question as to whether an involved employee is regarded as an "independent contractor" or as an employee. MrJ Butcliffe made a motion that we refer the problem to Town Counsel to invesmiga~e the aspects of the situattoz, ~[r. Finneran seconded the motion and it was vote~ unanimously. STOP SIGNS: MASS. AVE. AND GREENE STREETS Mr. Sutcliffe mentioned the fact that the stop signs for Mass. Ave. and Greene Street have not as yet been installed and he ma6s a motion that. the D.P.W. be notified that we x*uld like said installation performed as soon as possible. Mr. Fiuneran seconded the motion and it was voted unanimously. LETTER OF APPRECIATION: Mr. Sutcliffe made a motion that a letter of appreciation be sent to Anna Donahue for her services as secretary when a vacancy occurred in the Selectmen's Office. Mr. Ftnneren secor~ed the motion ~nd it was voted unanimously. COMPLAINT: Thomas Giaquinta, Dog Officer, appeared with a complaint of Mr. Leland Cole of Hillside Road who has had many rabbits killed, possibly by dogs, ~nd Chairman Ftnck suggested that Mr. Cole come to the office for the proper forms to be filled ou~ and then an investigation committee can be formed.
