AVenGE: Mr. Sutc!iffe made a motion that Sergean~ Oargan at the Andover Police Barracks bo notified of the frequent complaints of excessive speeding on Mass. Avcnue and that more frequent patrolling of State Police would be appreciated. Hr. Finneran seconded the motion and it was voted unanimously. TR0~LY MOTOR cOACH SERVICE: Chairman Finck stated he thought a decision should be made on the proposed service by Trombly Motor Coach. A discussion followed. Chairman Finok relinquished his chair temporarily to ~.~r. Ftnneran. Mr. Finneran. acting chairman, called for a motion that permission be granted the Trombly Motor Coach Service to operate along advertised ways as se~ forth in the application and publication of hearing and t~hat the !icensc be granted on the grounds that public convenience and not private competition should be the determining factor. Mr. Finck'made said motion, Mr~ Sutcliffe seconde~, and it was voted unanimously. The meeting adjourned at 9:10 p.m. upon motion of Mr. Finneran. seconded by Mr. Sutcliffe and voted unanimously. (CET) May 9, 1960 The meeting was called to order at 5:00 p.m. Members presen% were Ralph E. Finck, Chairman, Philip Sutcliffe amd WilliamFinneran. HEAP~ING: The hearing on the petition of Joseph '. Dineen, 478Wood Lane for tree removal was postponed until May 16, 1960, at 7:30 p.m., as the hearing had been set for %:30 this day and the tree posted for the same time before this meeting was moved up to 5:0Op.m. HEANfNG: John Connors, Tree.Warden was present and Frederick Phelsn, 48 Prospect Street, who again mentioned the bill he had received from the Board of Public Works~ which he does not believe should be his debt due to the fact that he had put a "snake', beyond his line~ and thus showed his line was clear. This lead him to ~believe that the trouble lay with a nearby tree; Mr. Coanors stated that it doesn't seem reasonable that the ~ree roots are to blame. Messrs. George Guillmette and Wallace Ntckerson appeared in opposition ~o the tree removal. Chairman Finck said the problem may lie with the Board of Public Works and sug- gested Mr. Phelan contact the B.P.W. to discuss the situation, and in the mean- time, we are to contact the B.P.W. requesting a report by Nay 23, 1960, at which time Mr. Phelan is to report back to this Board. COMPLAINT: Mr. Richard Graham , 42 Prospect Street, appeared complaining about inadequate surface drainage on Prospect Street. After discussion Mr. Finneran made a motion that the Highway Department be contacted requesting them to grade said street to provide adequate surface water drainage and to report back to this Board by May 23, 1960. Mr. Sutclfffe seconded the motion and it was voted unauimously. JUROR: Mr. Sutcliffe drew the name of Earl B. Warwick, 306 Marbleridge Road, employed by the John Hancock Insurance Co. as an insurance agent, to serve on the Salem ~uperior Civil Court, June 6, 1960. APPLICATIONS: Applications were submitted by the A. Lee Co., Smtton Street, for the storage of chemicals and gasoline. Mr. Sutcliffe made the motion that said applications be set' for a hearing on May 23, 1960, at 7:30, .MrJFinneran seconded said motion and it was voted unanimously. REPORT FROMCNIEFLAWLOR: Chairman Finck read a report from the Chief of Police as follo~m: Stop signs have been~nstalled at Davis and Main Streets, Beverly and Middlesex Streets; 5O Nay 9, 1960 (continued): sign at Sele~ Street near Jackeon residence installed denoting an "S" curvei and "Go Slow" signs have been installed at Andover and Chestnut Streets end also on Stevens Street. Street marking will begin next Sunday. INCINERATOR: The new incinerator in the Town Yard has been completed, work having been done by John J. Cyr & Sons. BERM AND FENCE IN TO~N YARD: Mr. Sutcliffe made a motion that Mr. Brasseur submit a report at the next meet- ing of the Board, May 16, 1960, regarding the progress on the berm and fence to he installed at the rear of the Town Yard adjoining the Miller property. P~PORT: Chairman Ftnck stated that there had been a dangerous :condition existing at Sutton Corner involving an open manhole where the New England Tel. & Tel. Co. had been working and suggested that in the future before any manhole cover can be opened relative to telephone work, the telephone campany is to notify the Chief of Police whenever a manhole cover is to be opened relative to telephone work. MASS. AV~E SPEEDING: Mr. Sutcliffe requested Sgt. Dargun he contacted once again about speeding on Nass. Avenue. N~WXMACK-ESSEX ELECTRIC CO.: Regarding the recomendation of the Merrimack-Essex Electric GO. regarding '':' street lighting on Stevens Street, Chairman Finck.suggested .the matter .be held over for one week, Mr. Fianeran mede the motion to do so, Mr. sutcliffe sec6nded the motion and it was voted unanimously. NERRIMACK-ESSEX ELECTRIC GO.: : Mr. Sutoliffe made a motion to adopt the recommendation of Marrtmack-E~sex Electric Co. for improved street lighting at Prescott and Moody Street. LAWRENCE GAS COMPANY: Mr. Finnaren made the motion that permission he granted the Lawrence Gas Company to excavate and to install gas service for Sherwood Homes, Inc..on Rea Street, Mr. Sutcliffe seconded the motion and it .was voted unanimously .... STAT~ BO~DS: ..... Mr. Fiunaren made the motion that Charles V. Statuti be notified as to th~ proval ofhis bonds to the Town of No. Andover, one in the amount of $6,800.00 for watar and ,sewerage~d Cue for ~6~000.00 for roadwa2s and drainage. LETTER: A letter from Arnold H. Salisbury, Town Counsel regarding the proble~ of con- tinuing the insurance protection of Town employees while they may be p~rform- lag services for some,private enterprtse~ was read. LETTER: A copy of a letter to the County Commissioners from Harold Morley, Jr. was.' mad relative to land dmages growing out of the taking on Dale Street. ¢0MPLAINT: Mr. Norman Hughes of 0sgood S~reet appeared before the Board regarding ~t"~ matter of_the excavation which has been stopped at Sutton and Clark 'st~ete.' steps were taken to stop the excavation until an investigation could he ,held, but,there has been no formal report from the Town Counsel. It seems that the Zoning Board ha~ approved the excavation and .is in poseeesion of the~plan re- garbing the grade. Mr. Finck suggested '~.hat Hr. Hughes see the Zoning Board of Appeals who has a plan regarding the grading. The meeting adjourned at 6:00 p.m. upon motion of Mr. Finneren seconded by Mr. Sutcliffe end voted unanimously. (C~)
