HomeMy WebLinkAbout1960-05-16 Board of Selectmen MinutesMay 16, 1960 (continued) JOINT POLE LOCAT/ONS: A hearing for Joint pole locations on petition of Merrimack-Essex Electric Co. and New England Tel. & Tel. was set for June 6, 1960, at 7:30 p.m. AIRPORT COMMISSION: Two letters from Dr. Thaddeus Zimny were read reporting on the Commission meetings of April 25 and May 2, 1960. TOWN TREASURER: Upon motion of Mr. Sutcltffe and seconded by Mr. Finneran, it was voted uneni- mously to authorize the Town Treasurer, on advice of State Auditor, to trans- fer from Tax Title Possessions account the property taken for Town purposes the following: Land Court Decree No. 26436; Prior owner, Henry J. Sullivan; 13,600 sq. feet rear of Clarendon Street, $58.83. CIVIL DEFENSE: A copy of a letter addressed to the New England Tel. & Tel. Co. was read re- garding the accidental soundings of sirens and the danger involved by said accidantal soundings, and sent by Dewey A. Dyer, Civil Defense Director. POPPY DRIVE: Mr. Wilbur Wormald appeared before the Board requesting permission for a Poppy Drive on May 27 and 28, 1960, and Mr. Sutcliffe made the motion that permis- sion be granted, Mr. Finneran seconded the mo%ion and it was voted unanimously. A letter of appreciation from Carl H. Hanson, former member 6f the Advisory Board, was read by the Chairman. Mr. Sutcliffe asked that a letter be sent to Mr. Hanson thanking him for the fine service he has rendered the Town. INVITATIONS: Invitation from the State Constitutional Conference and the Dept. of Correction have been received. U.N. DAY: Mr. Finnerau made a motion that Rev. Ernest A. Brown, Jr.,41 Chestnut Street, be appointed local U. N. Chairman for United Nations Day to be held on October 24, 1960, Mr. Sutcliffe seconded said motion and it was voted unani- mously. It has been brought to Chief Lawlor's attention that an Air Show, sponsored by" the Air Force Reserve in Lawrence, will be held at the Lawrence Municipal Air- port on Saturday, May 21, 1960, and no one else had been notified in Town as to the proposed occasion. Evidently the Airport Commission had given per- mission for said show, but Secretary Oaffrey did not know about it. Chairman Finck telephoned Mayor Buckley who was no~ at home so telephoned Col. Joseph Howard, chairm~n of the event, and suggested his meeting with Chief Lawlor and the Mayor or Chairman of the Airport Commission ~o discuss the pr6bl~m. Yin. Finneran roads a motion that the meeting be adjourned at 8:30, Mr. 'Sutcliffe ' seconded the motion, and it was voted unanimously. Mr. Daniel 0 'Leary appeared in regard to a two-story motel application sub- mitred to the Board of Appeals, and asked how soon a special Town Me&ting would take place. The Board stated that they knew of no special Town Neeting to take place in the near future. (C~) May 23, 1960 The ~eeting was called to order at 7:30 p.m. Members present were Ralph E. Finck, Chairman, Philip Sutcliffe and William Ftnneran. HEARING: TREE REMOVAL Mr. Frederick Phelan, 48 Prospect Street, had not been able to con~act the Board of Public Works, so the hearing scheduled for 7:30 was postponed until Mr. Phelan can first meet with the Board of Public Works. May 16, 1960 The meeting was called to order at 5:00 p.n. Members present were Ralph E. Finck, Chairman, Philip Sutcltffe and William Finneran. HEARING: A hearing on the petition of Joseph A. Dlneen, 478 Wood Lane, for tree removal was held. Mr. John Conners, Tree Warden, appeared as did Mr. Dineen. The purpose of the tree removal is so that Mr. Dineen can widen his driveway, and Mr. Conners stated that it was not a good-looking %tee either. Mr. Finneran made the motion that said tree be removed, Mr. Sutcliffe seconded the motion, and ttwas voted unanimously. INQUIRY: Mr. james Smith, 32.8 Middlesex Street, and Mr. Santo Messina appeared relative to Mr. Smith's proposed building on Winter Street, which is a discontinued street. The Chairman recommended that the matter be referred to Town Counsel due to the fact that Mr. Smith wanted .to know if he could build on said discontinued street without putting the road into shape. MASS. DEPT. OF PUBLIC WORKS: An estimate was submitted from the Mass. D.P.W. in the amount of $2,794.50 to be paid to E. V. Del~aca Construction Co. by the Tows of North Andovar under Chapter 90. Mr. Sutcliffe made the motion that the recommended sum be paid, Mr. Finneran seconded, and the motion was carried unanimously. TOWN YARD: Mr. Ralph Brassenr appeared at the request of the Board with estimates as follows on.fences to be erected at the rear of the Towu Yard: $910.00 for the complete fence, chain link (about $2.60 per foot) 6 foot high, of $669.00 for only part of the fence which would not cover the entire area. A bumper would cost abou~ $3.00 a foot. Because there are not enough funds left in the appropriation for such a chain link fence, Mr. Brasseur said that a fence as pr6tection acros~ Saundars Court could be built for about $40.00 er $50.00, so Mr. Sutcliffe made a motion that said fence be built. Mr. Finneran seconded the motion and it was voted unanimously. M~. Brassaur stated that the order for the berm was given~a week and a half ago. STOP SZGNS: A letter from the Mass. Department of Public Works.was read whereby it was stated that stop signs have been ordered installed at the intersection of Mass. Avenue and Greene Street. NOTICE, IN RECLARK STREET, NEW HOLT ROAD: A notice was read which had been served on the Town Clerk which petitioned for a layout of a htghway kno~nas Holt Rca.4 in regard to the airportand to discontinu- ing a portion of Clark Street, 1,29§ feet in length. A meeting will be held rela- tive to said matter at the Court House, Salem, Massachusetts, May 24, 1960, at 10:30 a.m. N3PJLIMAC-ESSEX ELECTRIC CO.: The recommendation of Merrimack-Essex Electric Co. relative to s~reet lighting on Stevens Street was postponed for one week upon motion of Mr. Finneran, seconded by Mr. Slztcliffe and voted u'.animously, in order to give Chairman Finck time to talk to Mr. Chapman. ME~RLMACK-ESSEX ELECTRIC CO;: With reference to the recommendation of Merrimack-Essex Electric Co. of' April 13, 1960, relative to improved street lighting on Phillips Court, two of the three 1,000 lumen lights to be removed are billed to a private party. Since the Town does no~ pay for these two lights, it would nora be credited for the amount now being paid for them. Mr. Finneran m.~ved that the motion stand as is, Mr. Sutcliffe seconded it, and it was voted unanimously. LAWRENCE GAS CO.: Mr. Sutcliffe made a motion that the Petition from Lawrence Gas Co. to excavate for gas service at 98 and 106 Beverly S~reet be approved providec~ that the road is put back in proper condition and approved by highway surveyor, Mr. Finneran seconded the motion and it was voted unanimously.
