HEARING: A. LEE CHEmiCAL 00.
Messrs. Melvin Weiner and John Privitera appeared, applying for a permit to store
1,000 gallons of gasoline near their Sutton Street building, which will be fenced
in. The company had also applied for a permit to store 20,000 gallons of non-
inflammable chemicals, but the Board felt, as did Fire Chief James P. Daw in s
letter addressed to the Board, that such a permit was unnecessary. Mr. Finneren
made a motion that the permit to store 1,000 gallons of gasoline be granted,
Mr. Sutcliffe seconded the motion, and it was voted unanimously.
WINTER STREET:
Mr. James 'Smith appeared for an answer to his recent request for an opinion on a
zoning problem near Winter Street. The matter had been referred to Town Counsel
who advised that Mr. Smith consult his own attorney, and Chairman Finck suggested
he see the Board of Appeals and Planning Board.
.MASS. D'.P.W.:
A' letter from. the Mass. Dept. of Public Works was read relative to the suggestion
that a Road Narrows sign be erected on Dale Street a= the location where the new
surface Joins the old road abou: 500 feet west of the Welch property. Mr. Finneran
made a motion that the matter be referred to the Chief of Police, Mr. Sutcliffe
seconded the motion and it was voted unanimously.
APPLETON AND SALEM STREETS:
Mr. Finneran suggested that the State Department of Public Works survey the area
at Appleton and Salem Streets, because of a dangerous condition which exists
due toan abrupt 'curve. Mr. Sutcliffe made the motion that the State be re-
quested to survey the proper~y, Mr. ~inneran seconded it, and it was voted
unanimously.
ONE-WAY PARKINC---PARKSTREET:
Upon recommendation of the Chief of Police, Mr. Sutcliffe made the motion that a
noticebe published in the newspaper regarding an amendment to traffic rules and
regulations rsgar~.fng no parking on the northerly side of Park Street from Stevens
Corner to Main Street. Mr. Fiuneran seconded the motion and it was voted

A Card oft hanks was read by the Chairmamfrom Marion C. Regarty and'C~r~elius F.
Hegarty for the remembrance of the Board of Selectmen upon the death of John
Hegarty.
'PLA~ROUND PETITION - PRECINCT 4:
A petition was presented representing 110 residents who requested a playground
around Stevens Village. Chairman Finck suggested a meeting of the Board with
the' Recreational Council and the Board of Public Works to discuss the possi-
bility, and also ~o cenrmc~ the J. p. Stevens Co. to see if land could be ac-
quired from them. Mr. Sutcliffe made the motion that this be done, Mr. Finneran
seconded the motion andthe vo~e was unanimous.
Due to the holiday on Nay 30, 1960, Chairman Finck suggested that the next meet-
ing be held Friday, May 27, 1960, at 5:00 p.m, "Mr; Sutcliffe made the motion,
se~0nded by Mr. Finneran and thevote was unanimous.
TREE R~OVAL PETITION.:
Mr. Sutcliffe moved that a petition ofMrs. F. J. Bolan, 316'Middlesex Street,
for the removal o~.~ tree, be posted for a hearing on June 6~ 1960, at 7:30 p.m.
Mr..Pinneran seconde~the motioz and it was voted unanimously.
STATION WCAP: -
Mr. Ike Cohen has re~uest~ meeting ~with the Board regarding an increase in power
from 1,000 watts to 5,000'watts, station WCAP. Mr. Fiuneran made the motion
that he attend the meeting on May 27, 1960, at 5:00 p.m. to discuss the matter,
Mr. Sutcliffe seconded the motion, ~and it was voted unanimously.
BOSTON CONCLAVE:
A co~unication from the Mass. Association of Real Estate Boards in Boston was
received regarding a Boston Conclave in regard to Urban Renewal Conference set
forMay 24 and .25, 1960. Mr. Sutcliffe made a motion that the communication be
filed, Mr. Finneran seconded the motion and it was voted unanimously.
Upon'motion of Mr. Sutcliffe, the meeting adjourned at 8:00 p.m., seconded by
Mr. Finneran and voted unanimously.

The meeting reconvened upon motion of Mr. Finneran, after the Licensing Com-
mission Hearing of the Chickering Civic Club, Inc. to allow Mr. Raymond
Fountain, Chairman of the Housing Authority, to discuss Federal end State
Housing.
HOUSING AUTHORITY:
Mr. Fountain thought that the Town "go further" with Federal rather than State
housing and suggested someone coming to confer about Federal Housing for the
elderly in Town. Be suggested someone attend the annual regional meeting of the
National Association of Housing and Redevelopment Officials at Wentworth-by-the-
Sea, Newcastle, New Hampshire, on Sunday, June 12th through Tuesday June 14,
1960. He also stated that the sooner action is started by the Board of
Selec~en, then the Housing Authority can take over. Chairman Finck suggested
that we petition the Federal Housing Authority in New York and than have it
take~ from there by the Housing Authority, as the petitioning party is the Board
of Selectmen. Mr. Sa~cliffe moved that the Board go ahead with Federal H6using,
Mr. Finneran seconded the motion, and it was moved unanimously. Chairman Finck
suggested we meet with the Housing Authority. Mr. Fountain said that not one
member of his Board is in favor of State Housing. If State approval is received
in writing in the near f~ture, ground can be broken by July 1, 1960. Mr. Fountain
stated that rent for Federal Housing is considerably less than the State. Mr.
Sutcliffe said he was in favor of either so long as results were forthcoming.
PERSONNEL BOARD APPOINT~ENT:
Mr. Ftuneren moved that Richard G. Haltmaier of 90 Herrick Road, former member
of the Personnel Board, be nominated to fill the vacancy created recently by
the resignation of Clifton Stone. Mr. Sutcliffe seconded the nomination and
the voting was unanimous.
HEAKING: NEW HOLT ROAD
Chairman Finck said that relative to the petition of the City of Lawrence for the
laying out of the new Holt Road hearing to be held at the Court House in Salem,
Massachusetts, May 24, 1960, at 10:30 a.m.. Mr. Melvin Kirkman will represent
the Commission and Atty. Charles Trombly will represent the Town of North Andover.
TOWN YARD:
Mr. Sutcliffe said that the Highway Surveyor said another coat of oil is needed
in the Town Yard or else the first coat already put on will be useless. Mr.
carry is willing to pay for the sand and labor but not the oil. Cost will be
about $100.00. After discussion, Mr. Sutcliffe made a motion that the Tree,~
Public Works, Highway Departments and the Board of Selectmen each contribute
$25.00 to take care of the expenditure needed, and~-that the Board appropriate
$25.00 from the Town Building fund, providing that the other d-nartments ap-
propriate same, Mr. Finneran seconded the motion, and it was voted unanimously.
Mr. Finck said that in the event that the other departments do not contribute,
he will insist that the Highway Department pay for the oil.
INSURANCE cOVERAGE FOR THE TO~N:
After discussion, Mr. Fiuneran made the motion that insurance agents Whipple,
McGrail and 0offin be present June 6, 1960, at 8:00 p.m. to discuss the insurance
coverage of the Town, eligibility of the association for entrance to its ranks,
etc. Er. Sutcliffe seconded the motion and it was voted unanimously.
TOWN EMPLOYEES INSURANCE COVERAGE:
Relati~ to the inquiry made to Town Counsel concerning insurance coverage of
Town ~ployees while they may be employed by private industry, Mr. Sutcliffe
made a motion that Town Counsel be reminded that the Board would like an answer
as soon as possible, especially where the Town of Audover has already issued a
decision on the same subject. Mr. Sutcliffe asked the Town Manager of Andover
to send the necessary forms, etc. regarding it. Mr. Finck did not think we
should interfere and that we should wait for Mr. Saltsbury's opinion.
Mr. Fianeran made a motion that the meeting adjourn at 9:10 p.m., seconded .by
Mr. Sutcliffe and voted unanimously.
