The Board met at 5:00 p.m., F~iday, May 27, 1960, due to the fact that the next
regular meeting would fall on Memorial Day. Members presen% were Ralph E. Finck,
Chairman, Philip Sutcliffe and William Finneran.
MASS. D.P.W.:
An Estimate from the Mass. D.P.W. was submitted in the amount of $3,452.67 to be
paid to E. V. DelDuca Construction Co. by the Town of North Andover under Chapter
90. Mr;Sutcliffe made the motion that the recommended sum be paid, Mr. Finneran
seconded, and the motion was voted unanimously.

~CK-ESSEX ELECTP~IC CO.
Chairman Fimck read a letter from the Merrimack-Essex Electric Co. ~stating that
a 3~.O0 lumen mercury vapor light on pole 2356 a~ the corner of Abbott~Street
and marbleridge Road was installed to replace a 1000 lumen unit on May 3, 1960.
REQUEST FOR SURVEY: - -
Mr. Finneran stated that' Rev. Cox at Rolling Ridge, North Andover has requested
us to inquire as to whether the illumination at' the entrance and exit of Rolling
Ridge'could' be improved. Mr. Finneran made a motion that the area be surveyed,
Mr. Sutcliffe seconded the motion and it was voted unanimously.
LETTER OF CC~ENDATION:
A letter from the No. ~ndover Board of Trade was read by the Chairman commending
the Board of Selectmen for the fine Job done on the parking area and the fine
co-operatiou of~ the municipal help for keeping Main Street~open to customers of
our local stores. - ' '
SELECTMEN, TOWN OF NORTON:
A letter .from the Norton Board of Selectmen was read by. Chairman Finck whereby
they have voted not to pay membership dues to the' State Association for 1960 be-
canse'" home rule insofar as town finances are concerned, has been pirated by
jpressure-group-eponsored-legislation to the extent of mo~e than 82% and upon
~passage of Bill H-2960, which is now pending in the Senate, the total result
b.vw~t]be near the 100% mark." Bill H-1604,(Ballot BoxQuestion) was discussed
by nms Board as a result, and Chairman Finck '~ta'ted thAt"the Board had sent
a telegram to the Governor asking him not to sign Bill H-1604, due to the fact
that it would impose a' hardship upon the Town and create added expehs'e to the
taxpayers. Mr. Sutcliffe asked that a letter be' sent to the Mass. Selectmen!s
Association to see what the Association did to prevent the passage of the above-
mention ed Bill and also what action is being taken in order to have Governor
Furcolo veto some.
Mr. John Connors, Tree Warden, appeared at the meeting and expressed his willing-
ness to contribute $25.00 towards the second oiling of the Town Yard.
STATION WCAP
Mr. Ike Cohere of station ~ appeared before the Board requesting the Board to
pass a resolution approving an increase fro~[il,O00 watts to 5,000 watts. Mr.
Cohen said that WCAP is the only station in the area equipped with full emergency
power and Conalrad.- He~ stated that he has~ appointments with the towns of Methuen
and Andover on May 31, 1960, and already has a resolution approving the increase
from North Reading. Mr. Sutcliffe made a motion that a resolution be
approving the application for increase in power, Mr. Finneran seconded the motion,
end the voting was unanimous.
RECREA~ONAL
Mr. Sutcliffe mede a motion that a letter be sent to the Recreational Council
requesting their attendance at our meeting of June 6, 1960, at'§:30 p.m. in
order to determine the validity of their last meeting of May 23, 1960, which was
not posted according to General Laws. Mr. Finneran seconded the motion and it was
voted unanimously.
