Mr. Finneran stated that residents of Dale Street are requesting that the
construction be completed before next winter. Chairman Finck that Mr. Wilkins,
District Engineer, assured him that it would be completed before winter.
Mr. Finneran asked that the matter of the application of Donald Thomson, 470
Stevens Street for Special Police Officer be referred to the Chief of Police for
investigation and to report back to the Board.
Mr. Finneran made a motion to adjourn at 5:40 p.m., seconded by Mr. Sutcliffe and
voted unanimously.
June 6, 1960
The regular meeting of the Board of Selectmen was held June 6, 1960, at 7:30 p.m.
Members present were Ralph E. Finck, Chairman, W£11iamA. Finneran and Philip
Sutcliffe.
HEARING, JOINT POLE LOCATION:
A hearing was held at which time Jeremiah A. Casey of the New England Tel. &
Tel. Co. was present. Mr. Finneran made a motion that the petition of the
Merrimack-Essex Electric Co. and the New England Tel. & Tel. Co. be granted.'
for 4 poles, Waverly Road, southerly from a point approximately 135 feetsouth
of Salem Turnpike. Mr. Satcliffe seconded the motion, and it was voted
unanimously.
HEARING, TREE REMOVAL:
A hearing on the petition ofMrs. F. J. Bolan, 316 Middlesex Street, for the
removal of a tree, was held. John Conners, Tree Warden. was present, who stated
that the tree blocked the driveway between a telephone pole and said tree.
Mr. Finneran made a motion that said petition be granted, seconded by Mr.
Sutcliffe, and voted unanimously.
REARING, WCAP RADIO STATION:
The hearing scheduled for 7:30 on the Resolution of W CAP in Lowell for in-
creased power, has been postponed upon motion of Mr. Sutcliffe, seconded by
Mr. Finneran, until 7:30, p.m., June 13, 1960, and voted unanimously, dueto
the fact tha~ Israel Cohen, General Manager of Station WCAP, and Atty. Vinceht
Stulgis, representing Stations WCCM and WLLHin their opposition to pro-
posed Resolution, were unable to attend.
MASS. D.P.W.:
A letter from the Mass. Dept. of Public Works was read by the Chairman with
reference to the improvement of the intersection of Appleton and Salem Streets
under the Chapter 90 program, stating that said matter will be reviewed with
the Board as soon as the preliminary plans are available.
CENSUS:
A letter from the U. S. Dept. of Commerce, BUreau of the Census was read, whereby
the census count as of April 1, 1960, was 10,844, but also stating that minor
revision may possibly occur after careful examination of the returns.
PE~'iTION OF MERRIMACK-ESSEX ELECTRIC CO.:
A petition was submitted for underground electric conduits, from existing pole
on the southerly side of Great Pond Road, at a point approximately 550 feet
easterly from Stevens Steeet, northwesterly to the northerly line of Great Pond
Road, a distance of approximately 40 feet, 1 duct. Mr. Finneran made a motion
that a hearing be held on said petition on June 20, 1960, at 7:30 p.m., seconded
by Mr. Sutcliffe and VOted unanimously.
MERRIMACK-ESSEX ELECTRIC CO.
A letter from Merrimack-Essex Electric Co. was read by Chairman Finck stating
that two 21,000 lumen mercury vapor street lights have been installed on
poles 381 and 2005 at the intersection of Main and Sutton Streets, as of
May 27, 1960. Also, s 3500 lumen mercury vapor light on pole 876 at the corner
of Prescott and Moody Streets was installed to replace a 1000 lumen unit.
MERRIMACK-ESSEX ELECTRIC CO.:
Relative to a survey made by Merrimack-Essex Electric Co. on Stevens Street
near Pleasant Street, Mr. Sutcliffe made a mo~ion that reco~endation be ap-
proved, seconded by Mr. Finneran and voted unanimously.

MERRIMACK-ESSEX ELECTRIC CO.:
Relative to s survey made by Merrimack-Essex Electric Co. for installation of a
larger street light near the miniature golf course on Chickering Road, Mr. Sutcliffe
made s motion that the recommendation be approved, seconded by Mr. Finneran and
voted unanimously.
TOWN COUNSEL:
A letter from Arnold Salisbury, Town Counsel, was read regarding insurance protec-
tion of Town employees, especially police officers and firefighters, and he has
discussed the matter with Mr. Dow of the Great Pond Insurance Agency, and it is
possible that with an endorsement added ~o the existing policy, the problem could
be solved. Mr. Salisbury is awaiting more information from Mr. Dow at which time
he will notify the Board ofsuch information.
PERSONNEL BOARD:
A letter from Richard G~ Haltmaier was read whereby he accepted the appointment
to the Personnel Board.
ACKNOWLEDGMENT OF SYMPATHY:
An acknowledgment from the family of Chastina L. Gile was reed because of the
Board's expression of ~,~athy, sent recently.
SELECTMEN S~NINAR SERIES:
A letter addressed to Mr. Finneraz was read from the Co~onwealth of Mass., Uni-
versity of. Mass., thanking Mr. Finneren for serving on the edvisoryco~tttee for
the recently completed selectmen seminar series.
GOv~aNOR'S CONFERENCE:
After discussion, the matter of a representative attending the Governor's Conference
on State, County and Municipal Relations to be held on June 23 and 24 at the
University of Massachusetts was postponed until the next meeting.
STREET SIGN:
Mr. Placido Castro, 70 Olive Street, Methuen, who owns land on Autran Avenue, is
desirous of having a street sign installed at the corner of Autran Avenue and
Mass. Avenue to replace s sign allegedly missing. Mr. Sutcliffe made a motion
that the matter be referred to the police chief, Mr. Finneran seconded it, and
it was voted unanimously.
OPENING OF AMSCAN LEGION BEACH:
A letter from William B. Duffy, Superintendent of the Board of Public Works was
read advising the Board that the beach will be opened on Wednesday, June 22, 1960,
due to the inavailability of life guards until that date because of the fact that
school closing is on June 22nd. Chairman Finck suggested that by the addition of
s few hundred dollars to the budget of the Department, that matter could be
remedied in the future.
HELEN K~LER DAY:
John Lyons, Town Clerk, submitted an announcement regarding Helen Keller Birthday
Salute to the Board for approval, to be published in the E~aning Tribune.
N~4 WATER MAIN:
James Maker, Town Treasurer, came in ~o see if the Board would approve a lO-year
loan of $100,000.00 for the new water ~main rather than a 15-year period as was
previously voted. Mr. Finneran made a motion to approve the 10-year loan period,
Mr. Sutcliffe seconded the motion, and it was voted unanimously.
HEARING:
The hearing With the Insurance Agents Association has been postponed until next
week until after the Insurance Association meeting of Tuesday, June 7th.
RECREATIONAL COUNCIL:
The Recreational Council met ~rith the Board to discuss the validity of the Council
meeting of May 23, 1960, which was not posted 24 hours before. Chairman Finck sug-
gested they hold another meeting, properly posted, in order to insure the validity
of the meeting.
