HomeMy WebLinkAbout1960-06-20 Board of Selectmen MinutesJune 20, 1960 (continued) MERRIMACK V~J~EY TEXTILE MUSEUM, I/IC.: It was voted by motion of Mr. Finneran, seconded by Mr. Sutcliffe, carried unanimously, that the questionnaire regarding the incorporation of the Merrimack Valley Textile Museum, Inc. by Caroline S. Rogers and 6 other persons be filled out properly and returned to the Secretary of the Commonwealth. The Chief of Police had submitted a report of his investigation. ADVERTISING INVOIC~: Upon motion of Mr. Finneran, seconded by Mr. Sutcliffe, it was voted unanimously that the advertising invoices for publication, in re Dale Street, in the Eagle-Tribune be paid. LAWI%ENCE GAS CO. EXCAVATION, LINDEN AVENUE: Upon motion of Mr. Ftnneran, seconded by Mr. Sutcliffe, permission was granted unanimously to the Lawrence Gas Jo. to excavate and install a gas main on Linden Ave., at the intersection of Great Oak Street, subject to the diagram attached to the application for permission to excava%e. MERRIMACK-ESSEX ELECTRIC COMPANY: Upon motion of Mr. Finneran, seconded by Mr. Sutcliffe, permission was granted ~ne Merrimack-Essex Electric Company, unanimously, to install a 3500 lumen mercury vapor light on pole 7840 in the vicinity of 75 Sannders Street, North Andovar. JOINT POLE LOCATIONS: In re application for permission for joint pole locations by Merrimack-Essex Elec- tric Co. and New England Tel. & Tel. Co., Mr. Finneran Made a motion, seconded by Mr. Sutc!iffe, that a hearing be held July 1!, 1960, at 7:30 p.m., and voted unani- mously. Description is as follows: Chickering Road, at Trenton Street 1 pole; and Chickering Road, approximately 123 feet east of Trenton Street, 1 pole. RECREATIONAL COUNCIL: The Recreational Council submitted the name of Miss Martha Foster as the supervisor of the playground staff and the following is the revised list, approved upon motion of Mr. Sutcliffe, seconded by Mr. Finneran and voted unanimous!y~ Instr~_ctors; Ellie Stang, Carol Bashaw, Eleanor Roberts, Margaret Curtis, Dick Sanborn, John Butler, Joseph Trembly and David Roberts. Girl Subs; Cynthia Watts and Jeanne Bonanno; Bey Subs; Daniel Shine and Ronatd McRobbie. LETTER, J. P. STEVENS & CO., INC. Chairman Finck read a copy of a letter from Mr. D. C. Johnston, J. P. Stevens & Co., Inc. to Joseph D. Sallivan, Chairman of the Board of Public Works, relative to his inquiry about acquiring land for a playground in the Stevens Village area. Chairman Finck said he had spoken with ~[r. Sullivan who said Mr. Horace Stevens was out of town at the prescn= time and that he would contact Messrs. Matthews, Wood and Stevens in a week to discuss the matter. The matter was referred to Town Counsel, .to obtain a release from Davis & Purber Machine ~ompany for Grogan's Field, so-called, asif future land is acquired by the Town to be used as a playground, the deed for Grogan's Field will become void and title will revert to the Davi~ & Furber Machine Company. Said release would harm to be obtained from the Village Land Co. Also, the matter of acquiring the adjacent land around Grogan's Field so that future building could not take place was referred to the Town Counsel. Both matter were referred to Town Counsel upon motion of Mr. Finneran, seconded by Mr. Sutcl~ffe, and voted unanimously. RADIO STATION WCCM: , A letter from John Canty, Commercial Manager of radio station WCCM was read by ChatrmanFinck whereby WCCM expressed its gratefulness to the Board of Selectmen in "reversing the Town approval of the WCAP Lowell request. CERTIFICATE OF INSURANCE: A letter and Certificate of Insurance was received from Anheuser-Busch, Inc. in re Public Liability insurance policy to cover thn interests of the Town by reason of existence of advertising signs owned and maintained by their company within the limits of North Andover. Coverage'is for the period December 31, 1959, to December 31, 1964. POLICE DEPARt,lENT: Chairman Finck read two letters from J. P. Stevens Co., Inc., Osgoed and Mar/and Mills, thanking the Police Department and Officer F~ank Dushame for the fine talks on safety he had given the employees. Chairman Finck stated it was a credit to the Police Department for their work in safety. June 20, 1960 (continued) DALE STREET: .The specifications for Dale Street wore sent to the Board from the Mass. D.P.w. and placed on file. LIST OF SE~ECTM~N: A revised list of selectmen in the various towns of the Commonwealth was received and placed on file. JULY 4TH CELEBRATION: A cordial invitation was extended to the Board from co-chairmen Elizabeth Elliot Arthur R. Drummond for the Selectmen to join with and participate in the Fourth of July Celebration on July 2, 3, and 4, 1960. M~O - LUMBERMENS MUTUAL CASUALTY COMPANY: A credit memo in the amount of $17.91 was received from Thos. Bevington & Sons, Inc., agent, to be deducted from the Workmen's Compensation bill to be received in the near future. Said deduction was for the hot water heater in Field House at Grogan~ Field cancelled off Policy No. 8XL 29 548. MASS. DEPT. OF PUBLIc WORKS: Mr. Sutcliffe made a motion that the Chief of Police contact the Department of Public Works informing them that the warning lights at Herrick Road and Mass. Avenue had been off for about a week. Mr. Finneran seconded the mo~ion and it was voted unanimously. GUARD RAIL, T0~N ~J): A telephone call w~s placed to Ralph Brassenr, Engineer, ~o find out when the guard rail fence will be installed in the Town Yard. Mr. Brasseur stated that it would be installed this week. WATER BONDS: Mr. James Maker, Town Treasurer, appeared regarding the Water Bonds. The following motion was made by Mr. Finneran: Vote~ that the sale of $100,000 3.20 per cent ~ater Bonds (Nos. I to 100) of the Town. dated July 15, 1960, payable July 15 $10,O00 in 1961 to 1970, and reciting that they are issued pursuant ~o Chapter 44 of the General Laws as amended and a vote of the Town duly passed, to Tucker Anthony & R. L. Day at the price of 100.258 and accrued interest is hereby approved. It was seconded by Mr. Sutcliffe and voted unanimously. INSURANCE COVERAGE: Chairman Finck said~he had talked with Town Counsel in re insuran=ecoverage of police officers when employed for private enterprise, and as long as they are doing so under the direction of the Chief of Police, they are now covered by insurance. The meeting adjourned at 8:55 p.m. upon motion ofMr. Finneran, seconded by Mr. Sutcliffe, and voted unanimously. (CET) June 27, 1960 The regular meeting of the Board of Selectmen was held June 27, 1960, at 7:30 p .m. Ralph E. Finck, Chairman; Philip Sutcliffe and William A. Finnaran were presentt APPLETON STREET: Chairman Finck read a letter from the Mass. Dept. of Public Works, stating that plans for Appleton Street are now being prepared and a copy will be sen~ to the Board showing the proposed layout and construction as soon as they are ready. LAWR~CEMUNICIPAL BUMP: A card was received from the Mass. Dept. of Public Health ankmowledging the Board's request relative to the Lawrence Municipal Dump nuisance, stating that arrangements have been made for an examination by a representative from their Division, and when the results of this examination are available, we will be advised.
