Carlin, Sr., Civil Engineer, Office of County Engineer, with a petition enclosed ~to be signed by the Selectmen in connection with the Board's request for Chapter 90 reconstruction of Appleton Street. Mr. Finneran moved that the action be taken, Mr. Sutcliffe seconded it and it was voted unanimously. MASS. SAFETY OFFICERS LEAGUE: A letter was read by Chairman Finck from the Mass. Safety Officers League informing the Board that Officer Frank H. Dushame was elected to the Board of Directors of the League for the ensuing year. Mr. Finneran made a motion that Officer Dushame be commended for the fine work perfommed, Mr. Sutcliffe seconded the motion, and it was voted unanimously. CIVIL DEFENSE TORNADO ALERT: A letter was read by Chairman Finck from Dewey A. Dyer, C. D. Director; subject, the Tornado alert of Friday, June 24, 1960, stating what action was taken. LAWRENCE GAS CO. A request for excavation from the Lawrence Gas. Co. at 117 Pleasant Street for gas service was submi2ted. Mr. Finneran made a motion that permission be granted and Mr. Sutc!iffe amended the motion by adding that the road be put back in the fine condition it is now in, due to recent hot-topping. Mr. Sutcliffe seconded the motion and it was voted unanimously. LAWRENCE GAS COMPANY: A request for excavation from the Lawrence Gas. Co. at 240 Salem Street for gas service was submitted. Mr. Finneran made a motion that permission be granted, seconded by Mr. Sutcliffe and voted unanimously. WCCM: A letter was read by Chairman Finck from John Canty, Commercial Manager of WCCM, commending the Board for strong Town leadership and outstanding confidence in WCCM, in re-affirming this Board's previous decision regarding WCAP. MERRINACK-ESSEX ELECTRIC CO. A ~letter was read from the Merrimack-Essex Electric Co., stating that a 21,000 lumen mercury vapor light on pole 2707, Chickering Road, was installed. LETTER IN RE LAND OFF GRAY STREET: A letter referred to this Board by the Tax Collector was read by Chaimman Finck, whereby a Mr. Arthur K. Johnson of 315 Edgewood Ave., Delanco, N. J. stated he had inherited "useless peat meadow land in Great Meadow, off Gray Street", asking if the Selectmen could suggest any use for which the said land could be used. Due to the. fact that the land cannot seem to be located on the map, upon motion of I~r. Sutcliffe, seconded by Mr. Finneran, the matter was referred to the Town Counsel for investigation. PAMPHLET IN RE FEDERAL-AID GUIDE: A letter and pamphlet relative to "Federal-Aid Guide for Local Governments--Augmented,' was received from Gov. Foster Furcolo, and read by Chairman PLuck. BUMPER FENCE: Mr. Sutcliffe stated that the bumper fence has now been installed in the Town Yard. FIRE STATION COMmITTeE: Chairman Finck suggested that the Board be ready to re-activate and appoint a ~ull fire-station committee by the next meeting of July 11, 1960. A motion ~o that effect was made by Mr. Finneran, seconded by Mr. Sutcliffe, and voted unanimously. DRAINAGE PROBLEM, CHICKERING ROAD: Mr. Sutcliffe brought to the attention of the Board, a flooding problem which had been previously brought before this Board. The condition abuts the home of Frank Barbett, 67 Concord Street, and when the snow melts at the'and of the winter, the drain over- flows on Mr. Barbett's property. Mr. Sutcliffe looked the situation over, and there is a ditch approximately § to 10 feet deep into which the water drains and is a most dangerous situation. Mr. Sutcliffe said he thought this matter concerned the State and suggested the Mass. Dept. of Public Works be notified about said condition, and also suggested that the State install a 4" cement pipe approximately 100 feet in length past the Barbett property which should take care of the situation. Chairman Finck stated that Mr. Healey from the S~ate Board of Public Works has it in the hands June 27, 1960 (continued) of the counsel for the B.P.W. The decision has to be made by the Superior Court. There is a question as to whether the State has an easement where the ditch lies and if the State is liable for the ditch. It has been suggested to Chairman Finck that they avert the flow of wa~er entirely and run it on the left-hand side of Chickering Road and into Cochickewick Brook. Mr. Sutcliffe asked if the situation could be s~raightened out before next Spring and how long it had been in process, and Chairman Finck stated about two weeks ago. In fact, Chairman Finck said, the Town has a good chance of assuming liability at this time together with the State. GARAGE DOOR: Mr. Sutcliffe said that the Highway Department would appreciate an overhead door being installed in the Town Garage where equipment such as small pumps could be stored. Mr. Finneran made a motion that the matter be tabled until July!l, 1960, seconded byMr. Sutcliffe and voted unanimously. ROUTE 495: Mr. Sutcliffe said he had received a few calls in regard to new route 495 and that it had been rumored that a "definite map" was in existence. Chairman Finck stated that Sen. James p. Rurak would contact us if any new developments occurred and suggested we write to Sen. Rurak to check into the matter. Mr. Sutcliffe made a motion that said letter be sent, Mr. Flnneran seconded the motion, and it was voted unanimously. JULy h~ CEL~BRAT!ON: Mr. John L2ons, Town Clerk, appeared regarding the July 4th celebration and hoped the Selectmen would Join in the parade and activities over the weekend. Mr. Finneran voted to adjourn at 8:20 p.m., secande~ by Mr. Sutcliffe and voted unanimously. July 11, 1960 The Board of Selectmen met on this date at 7:30 p.m. Members present were Ralph E. Finck, Chairman, Philip Sutcliffe and William A. Finneran. HEARING, GASOLINE STORAGE: A hearingwas held on the application of Chief of Police, Joseph W. Lm,lor, for underground storage of 1,O00 gallons of gasoline for use by the Police Department. Mr. Sutcliffe made a motion that it be approved, seconded by Mr. Fimneran audvoted unanimously. HEARING, JOINT POLE LOCATIC~S: Mr. Jeremiah A. Casey of New England Tel. & Tel. Co. was present at this hearing. Mr. Finneran made a motion that the joint pole locations at Chickering Road, at Trenton Street, I pole, and Chickering Road, appro~h~ately 123 feet east of Tremton Street, 1 pole, be approved. It w~s seconded by Mr. Sutcliffe and voted unanimously. OIL BIDS: Bids were opened from J. A. Leone & Sons, Inc. (Boston Posted Price, plus .0039 per gallon, delivered); Briem Oil Co. (Boston tank. car .93 plus .09); and Cyr Oil Company (Boston Tank Car .0930 plus .0062). Mr. Sutcliffe made a motion that the bids be taken under advisement, Mr. Fiuneran seconded the motion, and it was voted unanimously. COMMONWEALTH OF MASS., DEPARTHENT OF PUBLIC WC~ES: A letter was read by Chairman Finck from the Mass. D.P.W., giving the list' of bids received covering work to be done on Dale Street, Chapter 90, and recommend- ing the Selectmen award the contract to the lowest bidder, who was E.V. DelDuca Construction Co., Inc., 290 Broadway, Methuan, Massachusetts, with a price of $26,430.75. Mr. Finneran made a motion that the contract be awarded to E.V. DelDuca Construction Co., Inc., Mr. Sutcliffe seconded the motion, and it was voted unanimously. PUBLIC HOUSING AI~INISTRATIG~: Chairman Finbk read a letter from the N.Y. Regional Office of the Public Housing Administration regarding Federally-aided Low-Rent Housing Program. Mr. Stewart Wilson, No.Andover Housing Authority Executive Director, has the application which was for~ded with the letter, and after the Housing Authority meets on Tuesday, July 12, 1960, the Chairman suggested the Selectmen peruse its contents.
