HEARING, JOINT POLE LOCATIONS:
A hearing was held on Joint Pole Locations of the Merrimack-Essex Electric Company
and New Englsud Tel. & Tel. Co. The locations are as follows: Dale street, north-
easterly from a point approximately 127 feet northeast of Appleton Street, 7 poles.
(Remove 5 Joint Poles and 6 Telephone Poles.) Mr. Sutcliffe made a motion that said
pole locations be approved, Mr. Finneran seconded the motion, and it was vote~
unanimously.
MASS. D.P.W.:
A letter was read by the Chairman from the Mass. Department of Public Works, whereby
three copies of a contract between the Town and E. V. DelDuca Construction Co., dated
July ~, 1960, covering highway work on Dale Street, were enclosed to be signed by the
Selectmen and one to be retained by the Selectmen for their files. Chairman Finck
Stated that the two copies had been duly signed and returned to the Department of
Public Works so that the work could be started' immediately on Dale Street.
COUNTY ENGINEER:
A letter was read'from' the County Engineer and a plan received relative to the proposed
new 'street lines on Appleton Street, asking ~if the lines met with the approval of this
Board. Mr. Finnensu made a motion that the abutters be notified so that they may call
at the Selectmon's office to peruse the plan~ Mr. Sutcliffe seconded the motion, and
it was voted unanimously.
LAWRENCE GAs COMPANY:
Upon motion of Mr. Finneran, seconded by Mr. Smtcliffe, and voted unanimously~ permis-
Sion w~s granted on the Lawrence Gas Company petition, to excavate approximately 300
feet along Highland Avenue, 3S feet from the east propertY~line.
PUBLIC NOUSING-ABT~0RITY:
A Ietter and material from the Public Housing Authority in New York was read by
Chairman Finck. Mr. Sutcltffe made a motion that the material be forwarded to the
No.' Andover Nousing Authority for perusal. Mr. FLuneran seconded ~.the ~otion,~ ~and i~
was unanimous.
A letter was received from the U. S. Committee for the United Nations in regard to
UN Day. Mr. Sutcliffe 'made a motion that the matter be tabled until a ~uture date,
seconded by Mr. Finneran and voted unanimously.
AIRPORT O0~ISS~0N:
A letter from Andrew A. Caffrey, Secretary of~ the Airport Commission was read by
Chairman Finck, regarding the possible acquisition· of land for a playground. He
stated',that after consultation with representatives of' M.A.C. and F.A.A. as to
their Policies in such cases, they will be in further touch with the Board.
AIRPORT OO~ISSION MEETING REPORT:
Dr. Zimny's report of the Airport Co,,~ssion meeting of July 11, 1960~ was read.
by Chairman Finck in which was mentioned that Clarkson Engineering had. suggested'-
that'the road to hangar area be placed in a-new epot,'i.e., 75 to 100 yards away
from the Pybus residence as well'as closing old entrance'at old terminal building.
Chairman Finck said "if they try to close off Sutton Street, it will bring out the
~iinute Nan'". Mr. Sutcliffe ma~ a motion that' the Airport Commission be contacted
stating that the Board wtll go along with the change as reco~anded'by the Airport
Commission. Mr. Finneran seconded the motion, and it was voted unanimously.
BOARD OF APPEALS: In roE. V. DelDuca
A "Decision" from the Board of Appeals was read whereby a $5,000.00 performance bond
must '-be posted to the Town of North Andover in accordance with Section 5 of the
Zoning By-Law for earth removal by E. V. DelDuca. Said bond was approved by Town
Counsel, and Mr. Finneran made a motion that the bond be approved by the Board,
seconded by Mr. Sutcliffe, and voted unanimously.
M~N0:
A publication was received from Essex County Agricultural School, Hathorue, Massa-
chusetts, entitled "Classification of Land Cover Types by Towns in Essex County,
Massachusetts".
DRUMMOND PLAT~ROOND:
It had been suggested to Chairman Finck that trash receptacles be placed at
Drummond Playground. Mr. Sutcliffe made a motion that the Board of Public Works
~e notified of such, seconded by Mr. Finneran and voted unanimously.
NAZARDOUS CONDITION:
Chairman Finck suggested the Dept. of Public Works in Boston be notified about a

hazardous condition at the corner of East Water Street and Chickering Road, due to
the obstruction of a large willow tree. Mr. Sutcliffe made a motion that said
department be notified, Mr. Finneran seconded the motion, and it was voted
unanimously.
Mr. Sutcliffe made a motion that the Merrimack-Essex Electric Co. conduct a
light survey at 184-192 Middlesex Street, .seconded by Mr. Finneran, and voted
unanimously. Chairman Finck asked for a motion to have a light survey made at Main
Street and 0sgood Street. Mr. Finneran made said motion, Mr. Sutcliffe seconded it,
and it was vote~ unanimously.
T~AFFI C SUR~Ey:
Mr. Sutcliffe stated that a motorist had .made a SUggestion to him that a sign be
installed which would say 'Field Right-of-Way. in front of ~the Methodist Church
heading north, at the intersection of Main end-Water Streets. Mr. Sutcliffe made
a motion that the Chief of Police be notified to investigate that particular area
and .that a sign be installed, if he sees fit, wherever he may recommend said
installation. ~ Mr. Finneran seconded the motion, and it was voted unanimously.

After the secretary left the meeting, Mr. Patrick Cronin, Chairman of the Board of
Registrars appeared during which time, Clerk Philip Sutcliffe took the minutes :of
the meeting. Er. Cronin suggested tha; the time for voting be changed from 7:00 'a.m.--
7:00 p .m. to 6:00 a.m. -- 6:00 p.m. Chairman Finck opposed the suggestion as being
unfair to those who wish to vote if they work out-of-town. Mr. Sutcliffe suggested.
. they wait to see what the other towns will do in this regard due to the fact that
the new ruling makes it mandatory for ballots to be counted after the polls close;
After discussion, it was decided that for the primary, the hours would rezaain She

The regular meeting of the Board of Selectmen Was held at 7:30 p.m., August 8,
1960. Members presant were Ralph E.Finck, Chairman, Philip Sutcliffe, and William
A. Finneran.
INDIAN RIDGE COUNTRY CLUB:
A questionnaire and
Commonwealth commUnicatiom was read by. the Chairman from the Secretary of the
whereby Richard C. Simmers of North Andover, and others (not residents
of North Andover) have filed an apPlication for a certificate of incorporation und er
Chapter 180 of. the General Laws for the Zndian Ridge Country Club, Ymc. with the
Commonwealth. Upon motion ~of Mr. Finneran, seconded by Mr. Sutcliffe, and'voted
unanimously, the. matter of investigation was referred to Police Chief Lawl$r.

Three letters were received from the Ness. Dept. of Public Works relative mo,im-
provement of roads under Section 34, Chapter 90, contract numbers 17560 dated
December 31, 1957, 18275 dated December 2, 1958, and 18779 dated October 6,

LAWRENCE GAS COMPANy:
A petition from the Lawrence Gas Company was received for excavation mo repair a
gas main on North Main Street near Sutton Street. Mr. Finneran made a motion to
grant permission, Mr. Sutcliffe seconded it, and it was voted unanimously.
LAWRENCE GAS COMPAN~:
A petition was received from the Lawrence Gas Company for permission ~o excavate
27 feet in street on Francis Street, corner of Patriot Street. Ira Catty, Highway
Surveyor, had nom as yet signed the papers. Mr. Finnerun made a motion that ap-
