JOINT POLE LOCATIONS:
Upon motion of Mr. Fiuneran, seconded by Mr. Sutcliffe, and voted unanimously, a
hearing was set up for August 22, 1980, at 7:30 p.m. for Joint pole locations'
petition submitted by New England Tel. & Tel. Co. and Merrimack-Essex Electric Co.
Location is East Water Street, approximately 571 feet southeast of Clarendon Street,
2 poles, for the new No. Andover Housing Project for the Elderly.
INSURANCE:
A letter, together with a copy of an endorsement added to the insurance policy
covering members of the Police Department, was received from Town Counsel, who ap-
proved of said endorsement.
APPLETON STREET:
A letter was read by Chairman Ftnck from Atty. Edward F. Cregg, representing
William W. Broughton, owner of some proper~y abutting ~Appleton Street, who stated
that his client was anxious mo preserve the trees along Appleton Street, on or near
his property. Chairman Finck said that before any definite action is taken, a
meeting will be held with the Dept. of Public Works and the abutters in order to
find "out Just where the road will ultimately be.
MERRIMACK-ESSEX ELECTRIC COMPANY:
A letter was received from the Merrimack-Essex Electric Company whereby ~h~ey in-
stalled a 3500 lumen mercury vapor light on Saunders Street. The Electric Company
has also installed two 7000 lumen mercury vapor street lights on Great Pond .Road,
one at the entrance to Rolling Ridge and one at the exit. A survey was made for
improved street lighting on Saunders Street, but the residents are satisfied after
the installation of the 3500 lumen mercury vapor light on pole 7841, so no action
was taken at this time.
Mrs. William Anthony of Appleton Street appeared regarding the preliminary plan on
file with the Selecmnen on the proposed new plan for Appleton Street. Chairman Finck
assured her that no work will be started on Appleton Street until the plan has been
approved. Mrs. Anthony was interested in preserving the trees along Appleton Street.
The red line on the preliminary plan does not necessarily mean that trees along
that line will be taken. Mr. Finck said that within the near future there~ should be
a meeting held with the Dept. of Public Works so that the abutters can air their ob-
Jections, and they will be notified of such meeting by mail.
STREET LIGHT SURVEY:
Mr. William Chepulis of Osgoed Street requested the Board, in the interest of public
safety, to have a survey for improved street lighting mede in the area between Sutton
Street and Great Pond Road. Mr. Sutcliffe made a motion that said survey be made,
Mr. Finneran seconded the motion, and it was votad'~unanimously.
N~L~iNACK-ESSEX ELECTEIC C~MPANY:
A letter regarding street lighting surveys was read relative to Chestnut Street and
Middlesex Street. Mr. Finneran made a motion to approve the survey for street
lighting in the vicinity of 300 Chestnut Street, seconded by Mr. Sutcliffe, and v~ted
unanimously. Mr. Sutcliffe made a motion that the survey for 184-192 Middlesex
Street be approved, seconded by Mr. Finneran and v~ted unanimously. The letter
stated that shortly a sketch will be forwarded showing the recommendations for
improved street lighting at the intersection of Osgoed and Main Streets and for
street lighting on Osgood Street as far as Stevens Corner.
GAR WOOD TRUCK EQUIPMENT, INC.:
A letter was received from Gar Wood Truck Equipment, Inc. of Boston regarding an
unpaid invoice, 6 months past due, in the amount of $768.19. Said invOice is for
the repair of a highway department truck which had been damaged by fire. The in-
surance check for said truck repair has been deposited by the Town Treasurer, but
as Chairman Finck said, it can only be dispersed by Special Town Meeting, and Gar
Wood should be informed as to the reason for the delay. Mr. Finneram made a motion
to that effect, seconded by Mr. Sutcliffe, amd voted unanimously.
LEOISLATIVE RESEARCH COUNCIL:
A commmmication from the Commonwealth of Massachusetts, Legislative Research Council
has been received whereby said Council is making a study of home rule for Mass.
cities and towns and would appreciate the Selectmen's view as to what home rule
should consist of, etc. Chairman Finck thought the matter should be studied before
they were contacted. Mr. Finneran made a motion to this effect, Mr. Sutcliffe
seconded the motion, and it was voted unanimously.

UNITED NA~/ONS DAY:
The matter of presenting a Proclamation ~o Rev. Ernest Brown, UN Day Chairman, will
be postponed until later upon motion of Mr. Sutcliffe, and seconded by Mr. Finneran,
and voted unanimously. Mr. Sutcliffe motioned that the lettering on the Proclama-
tion be done by Frank DeRosa, who had approached the Board before the meeting re-
garding sign painting, lettering, etc. Mr. Finneran seconded the motion, and it was
vo~ed unanimously.
WAGE QUESTIONNAIRE:
A wage questionnaire was received from the Stoughton, Mass. Town Manager. Upon
motion of Mr. Finneran, seconded by Mr. Sutcliffe, and voted unanimously, the
questionnaire will be forwarded ~o the Personnel Board for action.
WORSEN 'S COMP~NSATION POLICY:
The Workmen's Compensation policy from Lumbermens Mutual Casualty Company was for-
warded by Thomas Bevington & Sons, Inc.
AUTOMOBILE PH2BICAL DAMAGE POLICY:
The policy of Phoenix Insurance Company for Town Vehicles, physical damage, was for-
warded by Andrew F. Coffin.
NO ANDOVER HOUSING:
A copy of "Amendment to Contract for Financial Assistance" was forwarded to the Board
by the. No. Andover Housing Authority ih re State-Aided Housing Project, whereby the
maximum development cost shall be increased to $503,000.00.
MASS. SELECTMEN'S ASSOCIATION HANDBOOK:
Upon motion of Mr. Firmer--, seconded by Mr. Sutcliffe, it was voted to order three
dopi~s of the '~{andbook for Selectmen" from the Mass. Selectmen's Association.
ESTIMATE FOR OVERHEAD GARAGE DOOR:
An estimate for an overhead garage had been requested from Eastern Garage Door, but
an estimate for two doors, amounting to $214.00, had been submitted. Mr. Finneran
made the motion that the matter be looked into, seconded by Mr. Sutcliffe, 'and voted
unanimously.
JURY LIST:
The 1960 Jury List has been compiled with 100 names and a copy sen% to Clerk of
Courts, Salem, Massachusetts, and a copy given %o John Lyons, Town Clerk.
SPEEN[NG, SUTTON STREET:
Mr. Ftnneran mentioned the fact that there have been complaints of speeding on Sut-
mort Street, from the base to the peak of the hill, and a discussion followed~
Chairman Finck stated that the police do patrol the area. Mr. Finneran made the mo-
tion that Chief Lawlor be asked to investigate and reporm back to the Board, seconded
by Mr. Sutcliffe, and voted unanimously.
Mr. Pinneran made the motion to adjourn a~ 8:25 p.m., seconded by Mr. Sutcltffe, and
voted unanimously.
August 22, 1960
The Board of Selectmen met on this date at 7':30 p.m. with the following members
present: Chairman Ralph E. Finck, Philip Sutcliffe and William Finneran.
BOND FOR N~N ROAD:
Mr. Vincent McAloon appeared before the Board regarding submitting a bank book as
bond for putting in a new road. An assignment will be drawn up and signed.
HEARING: JOINT POLE LOCATION
Mr. Jeremiah Casey of New England Tel. & Tel. Co. was present at this hearing.
Mr. Finneran made a motion that the Joint pole location be approved at the following
location: East Water Street, approximately 571 feet southeas% of Clarendon Street,
2 poles. Said location is for the new housing project for the elderly. Mr. Sutcliffe
seconded the motion, and it was voted unanimously.
