HomeMy WebLinkAbout1960-09-02 Board of Selectmen MinutesAuEust 22, 1960 (continued) BOARD OF REGISTRARS: The Board of Registrars appeared'before this Board to discuss the matter of precinct workers for the September 13th primary. They stated that there would be five workers on duty in each precinct from 7:00 a.m. to 7:00 p.m., and then the clerks would come in am 7:00 p.m. until all the votes were tabulated. Regarding salary, it was agreed that the Warden should receive more compensation than the figure of $20.00, due to the fact that he will be in attendance until all votes are counted. A dis- cussion followed as to whether or not the clerks should receive an hourly wage from 7:00 p.m. on or a minimum figure. Mr. Sutcliffe suggested a minimum of four (41 hours to be paid at $1.50 per hour. The matter was tabled temporarily for ~urther study upon motion of Mr. Ptnneran and seconded by Mr. Sutcliffe and voted unanimously. Mr. Sutcliffe motioned the meeting be adjourned at 9:15 p.m., seconded by Mr. Finneran and voted unanimously. Because of Labor Day, the next meeting of this Board will be held September 2, 1960, at 5:00 p.m. (CET] September 2, 1960 The Board of Selectmen met on this date with all members present and ~hairman Finck presiding. The meeting was held at 5:00 P.M. MASS. DEPT. OF PUBLIC WORKS: A letter from the Mass. Deptz-.of Public Workswas read, which was accompanied by a -blueprint, regarding the proposed constructioz of Interstate HighwayS. Rbute 495 which will necessitate the alteration of the existing crossing at grade on Marblehead Street over the West Route Main Line (formerly the Portland Division) of the Boston and Maine Railroad. Mr. Sutcliffe made. a motion that Mr. E. J. McCarthy, Chief Engineer, Mass. D.P.W. be notified that it is not a public way and that the proposed relocation be set up as a public way, so that anyone injured would be able to hold the railroad liable. Mr. Finneran seconded the motion, and it was voted unanimously. MASS. DEPT. OF PUBLIC WORKS: A letter was read by Chairman Finck from the Mass. Dept. of Public Works, stating that the matter of the tree obstruction at the corner of East Water Street and Chickering Road will be taken care of by removing the Golden Weeping Willow trees at said location. MASS. DEPT. OF PUBLIC WORKS: A letter, with Contract No.'19318 enclosed, was received from the Mass. Dept. of Public Works regarding maintenance work on Osgood Street, Chapter 90. The work on said Street has been completed. SENATOR RURAK: In answer-to our letter sent to him on August 25, 1960, Senator James P. RuraE. answered and informed us that he hsd a conference with Edward Pheian, Chairman of the Industrial Board and with Chief Engineer McCarthy regarding the proposed Route 125 and Osgood Street relocation projects, and stated a conference would be held within the nex-c two weeks. In connection with that, Ghairman Finck stated that he had been notified that a meeting date had been established for September 12, 1960, a~ 10:00 a.m. at the Dept. of Public Works in Boston. Mr. Shaughnessy, or another Western Electric representative will also attend the meeting. A letter was read by the Chairman from Rep. Frank S. Giles regarding the traffic problem on Route 125 stating that when he has a report, he will forward it to this Board. September 2, 1960 (continued) BOARD OF PUBLIC WORKS (GAS EXCAVATION): A letter was received from William B. Duffy, Superintendent of the No. Andover Board of Public Works regarding gas excavations, stating that the petitions of the Gas Company are not explicit in locating the proposed gas mains, and stating that the petitions as well as the plan submitted should state that the proposed gas main is to be located some definite disrance from the north, south, east or west property line of the street. Mr. Sutcltffe made a motion that the letter be forwarded to the Lawrence Gas Company, seconded by Mr. Finneran, and voted unanimously. LAWRENCE GAS COMPANY: Mr. Finneran made s motion that the petition of the Lawrence Gas Company for excavation at 290 Andover Street, ~o repair a gas main, be approved, seconded by Mr. Sutcliffe and voted unanimously. LAWRENCE GAS COMPANY: Mr. Sutcliffe made a motion that the petition of the Lawrence Gas Company for excavation a~ Lot #24, Johnson Street, for Sherwood Homes, Inc. be approved, seconded by Mr. Finneran and voted unanimously. LAWRENCE GAS COMPANY: Mr. Finneran made a motion that the petition of the Lawrence Gas Company for excavation for gas service at 129 and 135 Moody Street be approved, seconded by Mr. Sutcliffe and voted unanimously. MERRIMACK-ESSEX ELECTRIC COMPANY: ~. Sutcliffe made a motion that the recent survey of the Merrimack-Essex Electric Company for improved street lighting on Cotuit Street be approved, seconded by Mr. Finneran and voted unanimously. AIRPORT COMMISSION: The report of Thaddeus P. Zimny of the August 22nd meeting of the Airport Co'm-. mission was read. Mr. Finneran made a motion that it be approved, seconded by Mr. Sutcliffe, and voted unanimously. BOILER INSPECTION CERTIFICATES: Boiler Inspection Certificates regarding the No. Andover High School and the Bradstreet School were received from Lumbermens Mutual Casualty Company. SEWER BONDS: On August 29, 1960, the Selectmen signed the approval of the $85,000.00, 2.40 per csut Sewer Bonds, at the price of 100.22 and accrued interest. Said signing Could not wait until this meeting . DALE STREET: Dr. Edwina Kittredge of New York wrote to the Board asking that the stone wall on her Dale Street property be replaced, as it was torn down when the widening of Dale Street took place. Upon motion of Mr. Ftnneran, said letter was referred to Mr. Wilkins of the Mass. Department of Public Works for action, seconded by Mr. Sutcliffe, and voted unanimously. INSURANCE - TORO ROLLER TRACTOR: An endorsement was received from Andrew F. Coffin for insurance of a 1949 Toro Roller Tractor. COMPLAINT: A complaint of John Pasternak of Beacon Hill Boulevard against Joseph Giard of Beacon Hill Boulevard has been received regarding the fact that the latter's dog chases his rabbit. Mr. Finneran made a motion that the dog officer be requested mo make a report, seconded by Mr. Sutcliffe, and voted unanimously. LICENSE TO BUY AND SELL SECONDHAND ARTICLES: An application has been received from Robert J. Winters, 86 Andover Street, for a license to buy and sell secondhand articles. Mr. Sutcliffe made a motion that Mr. Winters be requested to appear before the Board to explain his request, seconded by Mr. Finneran, and voted unanimously.
