~ORT STREET:
Mr. Brooks Stevens 3rd, 1043 Great Pond Road appeared before the Board regarding the
possibility of having ~hort Street made a private way. The matter was referred to
Town Counsel upon motion of Mr. ~inneran, seconded by Mr. S~tcliffe, and voted
unanimously.
~ REMOVAL:
On petition of Joseph DeFusco, 412 Salem Street, a hearing for removal of three trees
was set for October 17, 1960, at 7:30 p.m.
MASS. D.P.W.:
~ notice was received from the Mass. Department of Public Works st~ lng that a public
hearing will be held for Essex County, for the open discussion of questions re-
lating to the public roads, in accordance with the provisions of Section 1, Chapter 81
of the General Laws, at the Salem Court House on Wednesday, October 5, 1960. Upon
motion of Mr. ~nneran, seconded by Mr. Satcliffe, and voted unanimously, it was
agreed that the amount asked for two years ago, which was $60,000.00, woul8 be
asked for, in conjunction with the Highway SurveyOr. Upon motion of Mr. Sutcliffe,
seconded by Mr. Finneran, an8 voted unanimously, it was decided to ask for $6,000.00
for~ maintenance under Chapter 90.
ESTIMATES, CHAPTER 90:
Three Estimates for funds to be paid under contract to E.V. DelDuca ~mre received
from the Mass. Department of Public Wbrks. Action on same was postponed so that
the work can be checked to make sure everything has been completed. Chairman Finck
thought there was about $4,000.00 remaining to be used for the intersection of Dale
and Appleton Streets.
LAWRENCE GAS CO.:
Gas excavation petition for lot #22, Johnson Street, was approved upon motion of
Mr. Finneran, seconded by ~. Sutcliffe, and voted unanimously. Upon motion of
Mr. Sutcliffe, seconded by Mr. Ftnneran, petition to excavate at about #40
Stonington Street was voted unanimously. Chairman Finck said that the matter with
the gas company has bean straightened out to the mutual satisfaction of Mr. Duffy
and Mr. Goebel. All future gas mains will be installed according to specifications
set forth by Mm. D~ffy.
JOINT PC~E LOCATTON:
Hearings were set for October 17, 1960, for Joint Pole Locations, upon motion of
Mr. Finneran, seconded by Mr. Sutcliffe, and voted unanimously, at the following
locations: Andover Street, at corner of Catty Circle, 1 pole, and New Clark Street,
from approximately 3430 feet northwest of Osgood Street, northwesterly, 2 poles.
FIRE CHIEF DAW - Fire Station Study Committee:
A letter was receive-L by Fire Chief James P. Daw, resigning from the Fire Station
Study Committee as he felt that for personal reasons and beliefs his usefulness
to said con~ittee was at an end. Mr. Satcliffe made a motion that someone be
appointed to take his place. Chairman Finck suggested the Board wait for another
week. Mr. Finneram suggested that a permanent or a call fireman be appointed.
WALKING OF BC~NDARIES:
A letter wes received from the Midd!eton Board of Selectmen asking us to set a date
to walk the boundaries which the statute requires every five years. It was voted
to write to make an appointment for October 15, 1960, at 2:00 p.m., and also to write
to other surrounding towns to make appoin~ents for walking mutual boundaries.
CHAPTER 517 OF THE ACTS OF 1960 - Conservation:
A letter and information were received from Senator James P. Rurak regarding con-
servation programs for cities and towns, whereby the State Department of Natural
Resources could reimburse cities and to,ns up to 50% for funds expended through
city or town conservation commissions in acquisition and planning of land for
outdoor, opan-space recreation, etc. It ~ms suggested by Chairman PInck that a
representative of the State Department of Natural Resources be asked to appear
before the Board to e~platn what advantages this particular statute could have for

IN~ITATION;
Au invitation from Gov. Furcolo and Commissioner of Public Safety, J. Henry Goguan,
was received by the Board to attend the graduation exercises of the 43rd Training
Troop of the Mass. State Police on October 8th.

S~NATORSALTONSTALL:
A schedule of the forthcoming visit of Senator Leverett Saltonst~ll on October 5, 196C,
was received by the Board.
INVITATION: American Legion:
Au invitation to attend a Joint Installation of the men of Post 219 American Legion
and the ladies of the suxiliary was received, said installation to be h~ld
October lC, 1960. Even though it is the selectmen~s meeting night, they said they
would make every effort to attend.
MASS. SELEC~M~:S ASSOCIATION:
A letter and reservation card were received from the Mass. Salectments Association
regarding the Annual Meeting to be held in Northampton on Oc~tcber 13 14, and 15,
1960. '
PLA~GROONDS:
Chairman Finck stated that he had spoken to Horace Stevens ~ho advised him to
contact Mr. Wood and the superintendent of Stevens regarding the acquisition $f
land from Stevens Mill. Regarding airport property for another playground, Chairman
Finck said that until the new runway is completed, the land must be retained.
WIDEk~ING 0FGREAT POND ROAD:
Mr. Sutcliffe mentioned thet old poles still remain on Great Pond Road where the.
road is being widened and the electric company should be notified to remove said
poles.
PIPING IN TONN S~ED:
Mr. Sutaliffe said that the piping in the town shed needs repairing and suggested
an estimate be obtained from Joseph LeBel, and made a motion to that effect.
Mr~ Finneren seconded the motion, and it was voted unanimously.
GARAGE DOOR ESTIMATE:
Regarding' the lest garage door estimate from Eastern Garage Door Co., Chairman
~in~k suggested that the Highway Surveyor or the Foreman come to the meeting on
Mondey night to discuss the latest bid to see if it is edequate.
PATROLMAN EDWARD SULLIVAN:
Chairmen Finck stated that a letter should be sent to Patrolman Edward Sullivan
commending him as ~he had attended an F.B.I. School at Camp GArtis Guild in Wakefield
and showed great proficiency in the use of firearms on the practice pistol course.
It was so motioned by Mr. Finneran, seconded by Mr. Sutcliffe, and voted unanimously.
Mr. FLnneran made a motion to edjourn at 8:40 p.m., seconded byMr. Sutcliffe, and
voted unanimously.
The Board of Selectmen's meeting was reopened at 8:50 p.m. after the Licensing
Commission 'adj surned.
SPECIAL POLICE OFFICER:
Mr. Brooks Stevens 3rd appeared before the Board once egain requesting he be ~p-
pointed Special Police Officer. Mr. Fiuneran made a motion that the Police ~ief.
be notified for investigation, seconded by Mr. Sutcliffe and voteddnanimous'ly
by Chairman Finck.
STREET LTGHTING SURVEY:
Mr. William Chepulls appeared to ask the Board about the street lighting survey for
Osgoed Street. Chairman Ftnck said the matter bed been tabled until a conference
can be had with Mm. Chapman due to the fact that the survey would increase the cosm
to the Town for lighting by$1,259.00
RESTAURANT, 01d Clark Street and Osgoed Street:
Excavation has been going on between the proposed diner location and the Chepulis
property on land owned by BoneLli and Corradino, according to William Chepulis and
Norman Hughes, who appeared before the Board. Chairmen Finck said tha~ workhad
been stopped bythe Building Inspector. Before the work stoppage, grading and
earth removelwork had begun on said lot Monday morning. A plan for grading had
been approved by three members of the Planning Board, but no per~it hadbeen is-
sued by the Board of Appeals. It seems that some sort of an agreement had been
