made with Bonelli and Corradino by Arthur..Colgate. Mr. Colgate intended to use
said lot for parking facilities for the restaurant next door. Chairman Finck stated
further ~hat in order to use the land for a parking lot, the o~ere would have to
get permission frnm the Board of Appeals, and Chsirmsn Finck read the regulation
relating to removal of earth. Chairman ~nck stated that he thought there should
be tighter restrictions on the original grant rather than on the violation.
The meeting adjourned once again at 9:15 p.m.

October 10, 1960
The' Board of Selectmen met on this date at 7:30 p.m. with all ~embers present and
Chairman Finck presiding. The Board first met in Executive Session with members
of the Personnel and Advisory Boards and width James Dewhirst, Tax Collector.
SUPERIOR COURT JURORS:
The name of William Bamford, 168 Water Street was drawn by Philip Sutcliffe as a
Juror for Superior Civil Court to be held November 7th at. Salem, Massachusetts.
The name of Robert E. Finneran, 98 Waverly.Road, w~s drawn as a Juror for
Superior Civil Court to be held November 7th at La~mence, Massachusetts.
NOVEMBER 11, 1960, Proclamation:
A Proclamation was submitted to the Board by John J. Lyons, Town Clerk, to be
endorsed by the Selectmen regarding Veterans Day. Chairman Finck read the
Proclamation and said copy was placed on file. It was approved upon motion of
Mr. Sutcliffe, seconded by Mr. Finnaran and voted unanimously.
STREET ACCEPTANCE PROCEDURE:
John J. ~illis appeared before the Board regarding procedure of having a street
accepted because the street in question is a case c~a subdivision already on file
with the Planning Board. The question arose as to whether or not the plan should
be approved first and then submitted to the Board of Selectmen, and it was
answered in the affirmative.
BATHING BEAcH:
A meeting relative to the bathing beach was held and Mr. Corcoran, along with
members of the Advisory Board, were present. Walter Corcoran stated that if the
bathing beach is to be improved at a cost of approximately $32,000.00 by next
s~mmer's, opening date (approximate cost of sewerage to be $10,000.00 and the
building about $22,000.00), the sewerage would have to be installed before that
~time, and if the matter of an appropriation had to wait for the regular Town
Meeting in March, there would no~ be enough time.' Ch~ .rmen Finck said that he
had spoken to Mr. Duffy, B.P.W., concerning the situation, and he thought it
would be proper for the matter to come before a regular Town Meeting and that
there should be sufficient time to get the beach ready for opening date.
Ashton S~ith said that there was a hazard in the growing resentment st present-
ing similar problems to Special Town Meetings. Also, such a problem would not
meet with success at a Special Town Meeting and that he would prefer, if pos-
sible, for the matter to be brought up at a regular Town Meeting. Chairman
Finck thought that the sewerage wnrk could be expedited if it waited until the
regular Town Meeting win March. Raymond Broadhead suggested that the mechanics
of improving the beach be set up ahead of time. Plans are already drawn for
the building at the bathing beach. Chairman Finck suggested Mr. Corcoran
attend the Board of Public Works' meeting on Thursdsy, October 13th.
PETITION, D.P.w.: Marblehead Street Crossing
A petition addressed to the County Commissioners was signed upon motion of
Mr. Sutcliffe, seconded by Mr. Finneran, and Voted unanimously, whereby the
Selectmen requeste8 that an alteration be made where the public way, known as
Marblehead Street, crosses at grade the tracks of the West Route Main Line, and
is to be forwarded to the proper authorities.
GARAGE DOOR ESTIMATE:
Mr. Walter Stamp, Highway Dep~rtment foreman, appeared regarding the possible
installation of a garage door. A motion was made by Mr. Finneran to have said
vgarege door installed in the amount of $107.00, seconded by Mr. Sutcliffe, and

WOODSTOCK STREET:
Regarding the lower portion of Woodstock Street, upon motion of Mr. Sutcltffe,
seconded by Mr. Ftnneran, and voted unanimously, it was agreed that the Highway
Department surface the road, fill in the ditch, apply a heavy coat of oil, etc.,
and have the bill sent to this Board, estimate of which will be $3S0.00.
SPECIAL POLICE OFFIC~t:
Upon inquiring, Mr. Brooks Stevens 3rd was told that the matter of having Short
Street being discontinued as a public way also concerned the Countycommissioners
as to further action on Short Street, and that it would be necessary for
Mr. Stevens to consult an attorney because it is usually a long and difficult job.
Mr. Stevens requested a copy of the letter sent to this Board by Town Counsel
Salisbury.
ESTIMATES - Chapter 90:
Upon motion of Mr. Sutcliffe, seconded by Mr. Finneron, and voted unanimously, it
was agreed that the three Estimates held over from last week's meeting, in the
amounts of $9,305.10, $4,688.10, and $6,427.80, be paid to E. V. DelDuca Construc-
tion Co. However, said payments will be sUbject to clarification of Mr. Wtlklns
regarding the status of the intersection of Dale and Appleton Streets, ~hich still
remains to be done. Plans for the improvement of the intersection will be forth-
cOming from Nr. Wilkins, Mass. Department of Public Works.
C~APTER 90 MAINTENANCE:
Three copies of a statemen~with the amount expended of $2,999.86 out of a total
allotment of $3,000.00, were signed by the Selectmen upon motion of Mr. Finneran,
seconded by Mr. Satcliffe, and voted unanimously. One copy is to be retained by
the Selectmen and the other two sent to the Mass. Department of Public Works.
JOINT PaLE LOCATIONS:
Upon motion of Mr. ~tnneran, seconded by Mr. Satcliffe, and Voted unanimou41y,
hearing was set for Joint Pole Locations, at the following location: Holt Road
between Osgood and New Clark Streets, 15 poles. Said hearing ~will be held
October 24, 1960, at 7:35 p.m.
JOINT PaLE LOCATION:
Upon motion of Mr. Sutcliffe, seconded by Mr. Finneran, a~ud voted unanim~u~i~,'
a hearing was set for Joint Pole Location at the following location: Middlesex
Street, opposite Mifflin Drive, 1 pole. Said hearing will be held October 24,
1960, at 7:35 p.m.
POLE RKMOVAL PETITION:
Upon motion of Mr. Sutcliffe, seconded by Mr. Pluneron, it wa~ voted .~o' sign the
petition for removal of 1 pole at Middlesex Street, opposite Mifflin Drive, and
voted unanimously. No hearing will be necessary. -.
GAS EXCAVATION PETITION: Rea Street
Upon motion of Mr. Ftuneran, seconded by Mr. Sutcliffe, and Voted unanimously,.
the petition of Lawrence Gas Company for excavation at 14 Rea Street was
approved.
GAS EXCAVATION.PETITION: Pilgrim Street
Uponmotion of Mr. Flunaran, seconded by Mr. Sutcliffe, and vetedunanim0usly,
thepetition of the Lawrence Gas Company for excavation et 42 PilgrimStreet
was ~approved.
MERRIMACK-ESSEXELECTRIC CONPANY:
A~21,000 lumen mercury vapor light was installed at the corner of Osgood. and
Pleasant Streets on September 8,.1960.
MERRIMACK-ESSEX ELECTRIC CC~PANY:
Six 3500 lumen mercury vapor lights were installed on Cotuit Street on September
27th and 28th, 1960.
BOU~DARY PERAMBULATION:
Upon motion, of Mr. Finneran, seconded by Mr. Sutcliffe, and voted unanim~usl~,
