HomeMy WebLinkAbout1960-11-07 Board of Selectmen MinutesNovember 7, 1960 The regular meeting of the Board of Selectmen was held on November 7, 1960, at 7:30 p.m. with all members present and Chairman Finck presiding. HEA~ING: A. Lee Cc. Present at this hearing were Stanley Kandrut and Esther May who were interested in the Application for License to store various inflmmnables by the A. Lee Co. due to the fact that they were residents of the area of the A. Lee 0o. They objected to the appearance of the property due to the fact that many unsightly drums are being stored all over the property and not in orderly fashion. They also stated that they wondered if the storage of various chemicals and acids would provide pleasant odors in the neighborhood and also questioned whether or not the drums storing such chemicals would be lined with a special material to prevent corrosion. Chairman Finck said he would contact John H. Privitera, President, to discuss the matter with him and also to find out if shelters of fences would be used to provide a more orderly and neat appearance. Upon .motiou of Mr. Finneran, seconded by Mr. Sutcliffe, it was Voted unanimously to approve the application for a License to store various~inflammables which were listed on a letter accompanying said application. DRAWING OF JUROR: The name of George J. Cullen, 15 Brightwood Avenue, was drawn to serve at Superior Civil Court in Lawrence on December 5, 1960. MILL ROAD: Mrs. Charles Thornton appeared at this meeting regarding the alleged lime business being carried on in her neighborhood, which is zoned for rural re Thornton was informed by Chairman ~ +~+ ~ .... sidential. Upon query by the~reporter, Chairman Finck said~ that those carrying on the alleged business had been restrained from carrying cut fill, and that there will have to be proof that a business is going on, and unless ~nf~ a non- conforming use, business cannot be carried on'there. It was suggested to;Mrs; Thornton that she check to see if there is anything on record with the Town Clar~ as after the zoning, bylaw went into effect, the parties involved would have had ~o apply~for permit. Mrs. Thornton was assured that ~the secretary to the Selectnen would inform her as to any developments or reports received about the matter. MERRIMACE-ESSEX ELECTRIC CC~PANY: A petition was submitted for pole and wire locations from the Merrimack-Essex' Electric Company. Upon motion of Mr. ~tcliffe, seconded by Mr. Fianeran, hearing was set for said petition for 7:30 p.m., November 21, 1960. LAWRENCE GAS C~PAN~: A 1gas excavation petition was submitted, by. the Lawrence Gas Company for Sherwood Nnmes, Thc., lct #26, Johnson Street. Matter was tabled for one week upon~ the ~d- vice cf the (hairman, motioned by Mr. Sutcliffe, seconded by Mr. Finneran, and voted unanimously, due to the' Tact that complaints had been issued to this Board at previous meeti~, gs about subdivision~ of five lots off Johnson~ Street by Sherwoo~ Homes, Inc. LAWRENCE GAS COMPANY: Gas excavation petition for 328 Main Stree~ was approved unanimously upon motion of Mr. SutclLffe and seconded by Mr. Fianeran, subject to approval of Mr. Carry who had not been available to sign said petition and also subject to condition that a police officer be on duty during the excavation, as per Chief Lawlor,s recommenda- tion. DALE AND APPLETON STREETS: Regarding the work to be done at the intersection of Dale and Appleton Streets, Brassenr had been contacted by this office and Mr. Brassenr stated that sections report.Were being taken and that plans would soon be available for the Selectmen, with.~a NORTH AN'DOVER HOUSING AUTHORITY: & letter was received from the Housing Authority stating that the local Housing Authority is in the process of making arrangements with the Public Housing Authority to meet with them and also the Board of Selectmen and the Chairmen of the other Boards who would be involved in the cons~ructinn of a Federal Housing program. LUMBERMEIS MUTUAL CASUALTY CO. - Inspection of Pumps: A communication was received from Lumbermens Matual Casualty Co. regarding the inspection of motors an~ pumps at the South Pumping Station, 420 Great Pond Road and no conditions were noted requiring attention at this time. November 7, 1960 (continued) CYR OIL COMPANY: A letter was received from Cyr Oil Company stating that effective November 3, 1960, fuel oil price was decreased .003 per gallon. GR. LAWRENCE ASSO. FOR RETARDED G~ZLDREN: A letter was received from the G.L.A.R.C. inviting the Selectmen to attend an Open House mort ThuPsday, November 17, 1960, to be held at the Burke Hospital. VETERANS DAT PARADE: An'invitation was received from the Commander of the American Legion, Jemes D. McCabe and the Oo~nander of the V.F.W., Daniel Long, for the Selec~nen to participate in the Veterans Day Parade, formation to begin at 9:1~ a.m. Selectmen voted unanimously to participate, upon motion of Mr. Finneran, seconded by Mr. Sutcliffe. TB .SEAL DRIVE: A letter was received from the Essex 0ounty Health Association, Znc. asking the Selectme~ for help in whatever ~w~y:~ossible--Board endorsement, individual assistance, etc. Upon motion of. Mr. Finneran, seconded by Mr. Sutcl~ffe, it was voted unanimously to endorse~most heartily the Christmas Seal Campaign. FLOOR CONTROL: A notice of a public hearing on "Lower Merrimack River Basin for Flood Control and Allied Purposes" was received from the U.S. Army Engineer Division. Chairman Finck said that Mr. Daffy w~uld be interested in the matter of sewerage control also. Mr. Finneran made a motion that the Board and Mr. Wm. ~uffy make every effort to attend in the interest of the Town, seconded by Mr. Sutcliffe and voted unanimously. JUNK LICENSE: The application for Junk License-Town Wide-No Storage of Ralph C. Bevin of 32 Johnson Street, was approved on motion of Mr. Sutcliffe, seconded by Mr. Finnaran, and voted CIVIL WAR CENTE~IIAL COMMITTEE: Chairman~ Finck suggested that the names of Charles R. Murphy, 3 Wilson Road, and Daniel Long, Commander of the ?.F.W., 32 Father Avenue, be added to the Civil War Centennial Committee.~ Motion was made by Mr. Finneren, seconded by Mr. Sut¢l~fe, and voted unanimously. PERANBULAT~0N OF BOONDS:= A certification of the Perambulation between Andover and North Amdover was received from the Town of Andover and signed by James D. Wilson, William Stewart, and Russell G. Doyle of ~mdover and Philip Satcliffe and Sgt. RusseLl Donnelly (substituting for Chairman Finck who was unable to attend) of North Andover. HEARING:- Merrimack-Essex Electric Co. A hearing was held on the petition of the Merrimack-Essex Electric Company for Pole and Wire Location on the westerly side of Osgood Street, at a point approximately SO feetLnortherly from Main Street, 1 pole. Said petition was approved upon motion of Mr. Finneren, seconded by Mr. Sutcliffe, and voted unanimously. Mr. John McKiernan of the Electric Company was present. LAWR~NCEGAS The gas excavation petition for lot #26, Johnson Street, Sherwood Homes, Inc., held over from last Week was granted unanimously upon motion of Nr. Finneran and seconded by Mr. Sutcliffe.
