~RAFFIC SURVEY: Osgood Street
A copy of a letter addressed to Chief Engineer Edward J. McCarthy of the Mass.
Department of Public Works from J. J. Shanghnessy, Superintendent of Industrial and
Labor Relations, Western Electric Company, was sent to us, whereby he stated that
in their opinion, the installation of traffic control signals at the intersection
of Great Pond Road and Osgond Street, and also at the intersection of Osgood Street
and Sutton Street, would be a constructive step toward alleviating the severe
accident potemtial at these points. Chairman Finck stated that he w~s grateful that
Western Electric is following this Board's pattern in notifying the Department of
Public Works about thedangerous conditions at those intersections.
SERVICE C~NTER OF GR. LAWRENCE, INC.:
A letter and questionnaire was received from the Secretary of the Commonwealth re-
garding an application of Anthony J. Randazzo and Richard Holmes, both of North
Andover, for a certificate of incorporation under the name of Service Center of
Greater Lawrence, Inc. Upon motion of Mr. Sutcliffe, seconded by Mr. Finck, said
questionnaire was approved but not by unanimous vo~e as Mr. Finneran thought' that
past procedure should be followed by referring said application to the Police
Department for investigation.
STATE D~PARTME~T OF NATURAL RESOURCES:
Mr. Robert L. Yasi, Executive Assistant Commissioner of the Nass. Department of
Natural Resources met with the Selectmen to discuss the possible benefits which
could be derived from a conservation program. He explained that there are already
38 commissions in existence throughout!.th~e~CommonwealtH, who have already accepted
the provisions of Chapter 223, Acts of. 1957, General Laws. Such commissions SP-
pointed by the Board of Selectmen, ranging from three to seven members, and once
established, would be under the control of this Board. Of course, such commissions
may only be established by acceptance at Town Meeting. By next April, MrJ Yasi
expected there would be about 60 commissions established. He expected there would
be a team of § technicians in this County alone, and these technicians would be
available .to the commissions. When members ere. appointed, the team of eight
technicians ~onld assist in master planning the conservation program in the To?n,
showing the advantages, etc. The commission would map the Town as far as-open
spaces are concerned, and only about $12.00 to $15.00 would be involved for copying
maps, etc. He also recommended that a member of the Planning Board be appointed
to the .commission, if established. If the Town did accept this plan and seSup a
commission, the Town could request the Department of Natural Resources for .reimburse-
ment of funds for acquisition of land for any conservation purpose as long as out-
door space is tied in. Re said that up to 50 per cent for acquisition and ~up to
50 per cent for planning would be reimbursed, but that the cos~ of amy development
would be up to the Town. He stated that this was am ideal To~n for such a con= ~
servation program, and also commende~ the Town for its fine insect and pest 'control
· program. He said that~most commissions appropriate nothing, but suggested perhaps
a $200.00 appropriation. Mr. Yasi sai~ that he would be hsppy~.to return after 'a
commission has been formed. Sample articles for the Town Meeting are a~ailable
through his Department. There is a limit of $15,0OO.00 that a Town can appropriate
in one year. -
PROPOSED JR. HIGH. S~OOL:
Douglas Chendle~,~.Sup;'%...of. Schools and John B..Harrimam; Chairman of the School
Building Committee appeared before the Board regarding the necessity of a Special
Town Meeting, perhaps on December 12, 1960, in order to submit an article whereby.
the $30,000.00 appropriated at the March, 1960, Town Meeting'for the purpose of
compiling plans end specifications for an addition or additions to the presen~t'
school building or buildings, could be USed to make plans and specifications for -
a new Junior high school in the area of the rear of the high school ballfield
through to Nass. AVe~e. These gentlemen thought'it necessary to expedite this
plan, the eleventh plan to be drawn up, as it would provide for more space in all
the grmmnar schools in existence in Town and also in the already filled-to-capacity
high school. Also, land taking would be involved.' The Board of. Selectmen did ,not
co,it itself at this time, reserving its decision until after the Building Com-
mittee meets with the Advisory Board on November 21, 1960.
LAWRENCE AIRPORT COmmISSION:
An Airport Commission meeting report was received from Dr. Thaddeus Zimny with
referemce to the Selectmen's letter to the Commission dated October 2$th, in
which six points regarding Holt Road were mentioned. They were: guard rails
should betnstslled the length of the road on both sides; shoulders should be
graded to eliminate washouts end crevices; dividing lines should be painted on
the road; warning reflector signs to be installed; installation of adequate light-
ing; and, the road should be rounded off and wide, ed where it Joins Clark Street.
A letter had been received from the Commission dated November 8th, with reference
to this same subject, in which they agreed with items 1, 2, and 6, but no~ with 3, 4,

and 5. It was agreed by the Selectmen that because of the disagreement regarding
said six points, a representative of the airport commissi~n should be present at
our next meeting of November 21st.
LICENSE TO P~DDLE:
A renewal for a License to Peddle for Henry Wright Dexter, 12 E. Brook Place, Nethuen,
driver for O~shman Bakery, was approved upon motion of Mr. Finneran, seconded by
Mr. Sutcliffe, and voted unanimously.
DINER - Osgood and Sutton Streets;
A copy of a letter from the Board of Health addressed to Elmer W. Liebsch, Esq.,
attorney for the corporation that is building the Airport DIner, was received by
the~Selec~nen whereby application for a Septic Tank permit at the ~si~e was denied.
The No. AndoverL'Board of Health Bad received a letter from the State Depar~ent of
Public Health whereby no building can be permitted at this site ~unttl a connection
can be made with the municipal sewerage system. The Board agreed that a communica-
tion should be sent to Atty. Liebsch stating that if the petitioner does not intend
to connect with the municipal sewerage system in the near future, the site should
be returned to the condition it was in prior to building.
HEATING - Town Shed:
Mr. Joseph ~aBel advised this Board that he estimated the cost of repairing the pipes
in the Town Shed, checking the burner, and the labor, would amount to about $40.00
to $50.00. Upon motion of Mr. Sutcliffe, seconded by Mr. Finneran, it was voted
unanimously to have said repairs done as soon as possible.
~INMING POOL ADVERTISEMENT:
An advertisement from the National Park & Recreation Supply Co. regarding plastic
swimming pools was received, and Mr. William NcEvoy of the Recreational Council was
called in to refer the matter to h~m. Mr. McEvoy said that past e~periance of other
towns or cities, such as Salem, Mass., has not been 'favorable because of the maintenance
of the plastic liners used for the pools.
DALE AND APPLE~0N STREETS:~
A discussion was held with Ralph Brasseur, C.E., regarding the intersection of Dale
and Appleton Streets. Chairman Finck has spoken with Mr. MacWilliams of the Mass.
Department of Public Works in Damvers and that the work can be done this year and
that the State can make use of the plans drawn up by Mr. Brasseur. The work can be
done by "force account" whereby the Town can do the w~rk and hire the e~uipment.
Mr. Rrasseur stated he woul~ speak to Mr. MacW~lliams on Tuesday regarding same.
Upon motion of Mr. Sutcliff~, seconded byMr. Finneran, it was voted to adjourn at
9:15 p.m.-

The Board of Selectmen held their regular meeting on this date a~ 7:30 p.m.
with all members presen~ and Chairman Finck presiding.
nEARING: Merrimack-Essex Electric Company
mr. John McKiernan from Merrimack-Essex Electric Company was presen~ at
this hearing on the petition for pole and wire locations e~ the following
location: On the easterly side of Turnpike Street, at a point approxi-
mately 1791 feet northerly from the southerly li~e of Berry~Street; l~pole.
Upon moti0n~of Mr~ S~tcliffe, seconded by Mr. Finneran, it was ~oted
unanimously.to approve said petition.
MILL R0~:
Mrs. Charles Thornton of Mill Road was present to check on what action
had been taken on her charges ~hat a lime distributing business is being
operated illegally in her neighborhood. She reported that several of
the trucks which had formerly been parked a~ the alleged lime pit have
now been moved to a site on Turnpike Street. The Board said they would
