head of the 30-inch line to sufficient size and depth so that the total capacity of
the 30-inch drain is utilized. Mr. Sutcliffe motioned that his recommendation be
accepted'with the conditions outlined, seconded by Mr. Finneran, and voted unanimously.
LAWRENCE GAS COMPANY:
Upon motion of Mr. Finneran, subject to Mr. Carty's approval as he had no% signed as
yet, seconded by Mr. Sutcliffe, and voted unanimously to approve the excavation for
gas service, 17 feet on Heath Road, for Standard Construction Company.
MILL .ROAD:
A letter was received from Helen M. Kellner regarding the alleged trucking business
being operated at Turnpike and Mill Road. The Building Inspector will be asked to
submit a report on the matter~
NORTON STREET:
In accordencewith the recommendation of Chief LawlorthatMorton Street be a one-
way street from its intersection with Nain Street to its intersection with Hodges
Street, the matter was referred to Town Counsel to set up,upon motion of Mr. Finneran,
seconded byMr. Sutcliffe, and voted unanimously.
PLANNING BOARD:
At this time, letters were brought in from the Planning Board stating that they had
received releases from the Board of Public Works and t he Highway Department that work
on Green Hill Avenue and Sutton Hill Road has been completed to the satisfaction of
both Boards.
· POLICE DEPARTMENT:
Recently'the North Andover Police Department was responsible for apprehending those
who had been committing robberies in this area. A letter wins received from the Police
Chief stating that he thought particular recognition is due the officers who were
working the particular shift, which was in charge of Sergeant McCubbin--namely
Paul Dyer, David Rand, and Edward Sullivan. Chairman Finck stated that .when actions
of this nature take place, it is the policy to award two days' 'off with'pay, and he
said that Sgt. Donnelly and Chief Lawlor spent untold hours in this case in leading
'to the apprehen, sion for those responsible for the number of house breaks. Also, he
Said .that t~st~mony should be given to Sgt. NcCubbin for his outstanding actions and
performance in Court an~ that they were a credit to the Town and a "feather in its
'cap." Mr. Sutcliffe motioned that the following receive two days. off with pay at
the convenience of Chief Lawlor, seconded by Mr. Finneran and voted unanimously:
Sgt~ McOubbin, Patrolmen Paul Dyer, David Rand and Edward Sullivan and also Sgt.
Donnelly and Chief Lawlor. '
AIRPORT COMMISSION: ~'
Mr. Frank Jones, Chairman of the Airport Commission was unable to attend this meet-
lng. Upon motion of Mr. Sutcliffe, seconded by Mr. Finneran, and voted unanimously,
a letter is to be sent requesting F~r. Jones to attend the next meeting of this Board
in order, to try to straighten out th~ ~atter of Holt Road.
Mr. Sutcliffe said he would like to bring up the matter of the diner which has been
perked since last Spring at the corner of Great Pond Road and 0sgood Street, and
suggested that something be done by this Board to remedy the 'situation as it was an
"eyesore" and a disgrace to 'the Town of North Andover~ Upon motion of Mr. Finneren,
seconded b~ Mr. Sutctiffe, it'.'.was voted unanimously to notify Town Counsel to take
whatever action is necessary to abate this nuisance. '
Upon ~motion of Mr. Finneran, seconded by Mr. Sutcliffe, and voted unenimously, the
meeting was adjourned at 8:20 p.m.
December S, 1960
The regular meeting of the Board of Selectmen was held on this date at 7:30 p.m. with
all members present and Chairman Finck presiding.
