A letter was received from C.D. Director Dewey Dyer regarding the Civil Defense
Communications System and an emergency radio call which was made by car twenty
(Highway Department truck) to headquarters that was not acknowledge~o Mr.
Sutcliffe said he had phoned the ¢.D. director when Walter Stamp, Foreman of the
Highway Department reported his emergency call on December 13th had not been
answered. The Selectmen agreed that full co-operation should be given by every
department and that in the event that said co-operation is not forthcoming, the
Board will take measures to clear up the situation. Mr. Finneran motioned that
the Board of Engineers be notified about the difficulty requesting an investi-
gation and report.
AIRPORT CO~IS.~70N MEETING:
A report of the Airport Commission Meeting was received from Dr. Thaddeus P.
Zimny and read by Chairman Finck.
BOARD OF PUBLIC WORES:
Two copies of letters sent to the Planning Board from the Board of Public Works
were read by the Chairman. One stated that the water mains on Magnolia Drive and
Elmcrest Road from Magnolia Drive to Davis Street have been installed to the
satisfaction of the Bal. of Public Works, but that the sanitary sewer mains on
Magnolia Drive and Elmcrest Road have not been constructed satisfactorily due to
the amount of ground water infiltration in the sewer. Permission has bean granted
to connect.the e~isting houses to the sewers with the provision that approval will
depend on an inspection to be made next spring. The other letter stated that the
water main on Mark Road has been installed to the satisfaction of the Bd. of
Public Works.
NOTICE OF HEARING:
A notice was received from the Mass. Div. of Hospital Costs. and Finances stating
that because of inclement weather, the public hearing scheduled for D~c~mher 12,
has been~comtinued until December 19th at 10:30 a.m. at the State House.
SEASONS ~S GREETINGS:
The Selectmen stated that they wished to wish all the residents of North Andovar
a Heppy and Holy (hristmas Season.
The meeting ad~curned at 8:00 p.m. upon motion of Mr. Finneran, seconded by
Mr. ~tcliffe, end voted unanimously.
December 27, 1960
The Board of Selectmen met on this date at 5:30 p.m. for a brief meeting with
all members present and Chairman ~lnck presiding. Clerk of the Board, Philip
Sutcliffe, took the minutes of the meeting.
BIDS FOR PRINTING OF T~ REPORTS:
Hearing was held on bids for the printing of the Town Reports. Tw~ bids were
received and opened. Spsulding-Moss Company submitted a bid of $~i~0 per page
for an estimated total cf $1,7~9.60 for 1400 complete reports plus 2% copies of
the School Report. Town Printing Company of 26 Essex S~.eet, Andover, submitted
an estimate of $~.20 per page for 1,400 copies. These w~re taken under advisomont
upon motion of Er. Fiuneren, seconded by Mr. Satclieee, and ~ted unemimonsly.
DALE STREET:
A letter was received from the Mass. Dept. of Public Works with a sketch en-
closed for proposed pavement markings on Dale $~reet. Same was referred to
Chief Lawlor on motion of Mr. FLuneran, seconded by Mr. Sutcliffe, and wted
unanimously.
GSGOOD S~:
A copy of a letter from J.J. Shaughnessy of Western Electric Company to
Commissioner Ricciardi of the Mass. Dept. of Public Works was received wherein
Mr. Shaughnessy expressed the pleasure and gratitude of Western Electric for
the scheduled Osgned Street rood-widening project to begin next Spring.
1961 BOND FOR TREASURER AND TAX COLLECTOR:
A letter end form were received from the Mass. Dept. cf Corporations and
Taxation regarding the 1961 bond of the Treasurer and Tax Collector cf North
