Chapter 180, under the name of Massachusetts Horsemen's Council, Inc. was received
~ the Secretary of the Comonwealth and referred to this Board for investigation.
Upon motion of Mr. Finneran, seconded by Mr. Sutcliffe, and voted unanimously,
communication was referred to Police Chief Lawlor for investigation and report back
to this Board.
JOINT POLE RELOCATION:
A petition was received from New England Telephone and Telegraph Company and the
Merrimack-Essex Electric Company (no public hearing necessary) for Joint ..locations--'~
ex~sting poles--Hillside Avenue, 2 poles. Upon motion of Mr. Finneran, seconded
by Mr. Sutcltffe, it was voted unanimously to approve said petition.
JOINT POZ~LOCATION:
A petition for Joint Pole Locations was received for Dale Street, from Appleton
Street southwesterly, 1 pole (remove 1 pole). Upon motion of Mr. Finneran,
seconded by Mr. Sutcliffe, it was ~oted unanimously to approve said petition.
DEPT. OF NATURAL RESOURCES: Div. of Marine Fisheries
A communication was received from the abo~e-mentioned department regarding the
operation of the Newburyport Purification Plant for 1960. The proportion ~of the
net cost of $11,714.50 for the town of North Andover is 1.1 per cent, amounting
to $128.86, due and payable to the City of Newburyport. Matter was referred to
James Maker. Town Treasurer.
CONSERVATION COMMITTEE:
The Board appointed the following members to the Conservation Committee:
John J. Connors, 271 Mass. Ave. - 3 yrs.
Oscar Root, Brooks School 3 yrs.
Frmucis A. Lordan, 347 Mass Ave.- 2 yrs.
Daniel Long, 32 Furber Ave. - 2 yrs.
Wm. C~epulis, Jr., 1018 Osgood St.2 yrs.
Robt. J. Driscoll, 31 Phillips Ct.- 1 yr.
Alfred H. McKee, 30 Church St. - 1 yr...
Mrs. Mary Ramsdell has already consented to serve on the committee in ~an ad-
visory capacity. Chairman Finck said that the Board' felt that this committee~
should represent various organizations in Town. It was agreed that the commit-
tee be notified to meet in the near future with a representative of the ~Depart-
ment of Natural Resources so that they may be better acquainted with the duties
under the Law. At the Special Town Meeting of January 16th, it was'voted ~that
the provisiorm6f Section 8C of Chapter 40 of the General Laws be accepted so
that a Conservation Commission of seven members could be established.
MASS. LEAGUE OF CITIES AND TO,NS:
A letter and Proposed Constitution of said League was received by this Board
and a notification cfa general meeting to be held February 14, 1961, in
Framingham. Chairman Finck said he wanted the Town to move cautiously before
committing itself to the organizatioz as it was possible that cities would
take control of such groups and push through legislation which was beneficial
to them and not to towns. Mr. Finneran made a motion that the Chairman make every
effort to attend, seconded by Mr. Sutcliffe, and voted unanimously.
MERRIMACK-ESSEX ELECTRIC CO.:
A letter was received from Merrimack-Essex Electric Company stating that a
survey had been taken for improved street lighting on Saunders Street with an
additional cost to the Town of .$62.00 per year. Upon motion of Mr. Sutcltffe,
seconded by Mr. Finneran, it was voted unanimously to approve said survey and
have installation made.
N~P~IMACK-ESSEX ELECTRIC COMPANY:
A letter was received from Merrimack-Essex Electric Co. stating that a survey
had been made for improved street lighting on Osgood Street, at an additional
cost to the Town of $82.00 per year. It was motioned byMr. Pinneran, seconded
by Mr. Sutclf~fe, and voted unanimously to approve said surw~y and have instal-
lation made.
