D~AWING OF JURORS:
Mr. Finneran drew the name of George Henry Tasker for Civil Jury duty in Lawrence
on March 6, 1961. Mr. Sutcliffe drew the name of Anthony A. DeSimone, 31 Maple
Avenue, for Civil Jury duty in Salem on March 6, 1961.
,Upon motion of Mr. Finneran, seconded by Mr. Sutcliffe, it was voted unanimously
to adjourn the meeting at 7:55 p.m.
February 13, 1961
The Board of Selectmen met on this date with all members presen~ and Chairman Finck
presiding.
D.P.U.:
Chairman Finck read a letter received from the Mass. Department of Public Utilities
regarding a letter recently sent to the D.P.U. regarding the;~recent notice of a
public hearing to be held regarding possible discontinuance of 4 Boston & Maine
trains. We had stated that we were in opposition to the proposed changes and
we were informed that the letter had been placed on file.
LAND COURT:
A citation was received from the L~nd Court whereby a Margaret A. Dully of Lawrence
has submitted a petition to said Court to register and confirm her title in a parcel
of land in North Andover. Upon motion of Mr. Finneran, seconded by Mr. Sutcl~ffe,
said citation was referred to Town Counsel im the event that there is any objection.
MERRIMACE-ESSEX ELECTRIC CO.:
~A letter was received from Merrimack-Essex Electric Company stating that a 3500
lumen mercury vapor light was installed on Dana Street on February 2nd.
ME~RIMACE-ESSEX ELECTRIC CO.;
A letter, and plan were received from Mer~rimack-Essex Electric Company regarding
their recent survey for improved street lighting in the vicinity of the North
Andover Library,~ at an additional cost to the Town of $297.00 per year. Upon motion
of Mr. Finneran, seconded by Mr. S~tcliffe, and voted unanimously, said letter will
be referred to the Police Chief and to the Library Trustees for comment and perusal.
HIGHLAND VI~N AVENUE:
A hearing date was not set for adjudication of Highland View Avenue at this meeting.
The secretary is to check with the Chairman of the Planning Board regarding the
next meeting date and a hearing date will be set at the 'next meeting of this board.
CONSERVATI ~ COMMITTEE:
A letter was received from Mrs. Mary S. Ramsdell informing this board that she will
be.unable to attend the first meeting of the COnse~-va~ion Co"mittee nexm Monday
evening but that Mrs. Douglas Chandler will represent the Garden Club in her place.
CONDITION OF ROADS~
A complimentary letter was received from Rev.'Ernest A. Brown, Jr., co,mending the
Highway Department for the fine work performed during this past winter in plowing
and sanding streets.
BOSTON & MAINE RAILROAD:
Chairman Finck stated that it was brought to the attention of this board that a
hearing wes held on February 8. 1961~ and that no notification had been received.
~he hearing was held on the petition of James E. Milano for repeal of Chapter 254
of the Acts of 1935, which directed the Boston & Maine Railroad to erect gates at
the Marblehead Street railroad crossing in North Andover and have them opened and
closed by an agent of the railroad on the approach of trains. Notice had not
been given to the legislators representing this area either. Senator Wall was
present because he had an interest in a bill before the legislature. Chairman
Finck said he considered the action of the Boston & Maine Railroad despicable and
strictly"back-door policy" and that any future dealings between the Town and the
B. & M. would be scrutinized carefully in the future. Chairman Finck thought that
letters should be sent to the B. & M., the D.P.U., the Governor, President of the
Senate ~nd to the Speaker of the House. Motion was made by Mr. ~, seconded
