Upon motion of Mr. Finck, seconded by Mr. Sutcliffe, it was voted unanimously to grant permission. BIDS, POLICE G~U~ERS: Upon motion of Mr. Sutcliffe, seconded by Mr. Finck, and voted unanimously, ad- vertisement for bids will be published in the Eagle Tribune for two police cruisers, said bids to be opened April 3, 1961, at 7:30 p.m. APPOINTMENTS: Appointments were deferred for one 'week upon motion of Mr. Finck, seconded by Mr. S~tcliffe, and voted unanimously. Upon motion of Mr. Finck, seconded by Mr. Sutcliffe, it was voted unanimously to adjourn at 9:45 p.m. March 27, 1961 The regular meeting of the Board of Selectmen was held at 7:30 p.m. on this date with all members present and Chairman Finneran presiding. HEA~ING: Bosto~ & Maine R.R. Attorney Chester Prior and engineers John Widdell an~ Al. Levitt were present at this meeting to discuss the elimination of the manual gate closing at Sutton Street and replace it with automatic half gates. They stated that the road across the tracks will be widened to two 20-foot traffic lanes, with sidewalks. Mr. Finck com- plained that with the installation of a gate across only half the roadway, there would be a greater possibility of children running onto the track; bu~ the railroad officials said that the automatic gates are safer than the manually controlled be- cause they do not allow the possibility of human failure. Also in objection to the proposed plan of the railroad were Chairman Finneran and Mr. Sutcliffe, as well as Chief Joseph W. Lawlor and Highway Surveyor Ira Carty. Att~. Prior said it was the policy of the rsilroad to notify town or city officials when such a change is proposed, but that regardless of~ opposition, the railroad, will petition the Depart- ment of Public Utilities for the change. POLICE DEPARTNENT: Mr. Finck stated that he thought a motion should be made to commend the Police Depart- ment for its fine work in the recent capture of alleged swindlers on Main Street involving roofing and siding repairs, and also that two daysJ vacation with pay~ be given to those involved in the capture. Nr. Sutcliffe seconded the motion, and it was voted unanimously. OSGOOD STREET- Proposed W~dening: William Chepulis, Antonio Forgetta and Eligio Forgetta, all of Osgood Street, ap- peared be2ore the Board once again to object to the future widmning of 0sgood Street. Mr. Chepulis that he found it disturbing that while the D.P.W. officials were discussing the widening of Osgood Street with the abutters at the last meeting, the laud-taking proceedings were already started. He thought the land takings were ex- cessive. Mr. Finck told him that he did not believe the Board had any choice but to approve the plans as the road would have to be done according to the D.P.W. plans or not at all. Chairman Finneran said that the Board had requested the project and that it was laid out by competent engineers and that the Board should abide by the plan. Mr. Sutcliffe thought the State was taking too much land on both sides of the road. Later, Mr. Finck made the motion to reaffirm the Board's position regarding the road and to sand a letter to Commissioner Ricciardi requesting the widening to be done as soon as possible. Mr. Sutcliffe seconded the motion and it was voted unanimously. 120 March 27, 1961 (continued) JOINT POLE LOCATIONS: A petition for Joint pole locations for Berry Street at the intersection of Turnpike Street. 1 pole, was submitted by New England Telephone and Telegraph Co. and Merrimack-Essex Electric Company. Mr. Finck motioned it be granted, seconded by Mr. S~tcliffe, and voted unanimously. LUMBERM~NS MUTUAL CASUALTY CO.: Boiler Inspections A Notice of Inspection of equipment in the Town Building, Garage, Fire Station, Stevens Memorial Library, etc. was received. Mr. Fin ok motioned it be placed on file, seconded by Mr. Sutcliffe, and voted unanimously. NORTH ANDOVER GRANGE: An invitation to attend ,the 75th Anniversary Celebration of North Andover Grange #128 supper was received. Mr. Finck motioned that the Board attend in a'body, with added thanks for the invitation, seconded by Mr. Sutcliffe, and voted unanimously. STREET LIGHTING SURVEY: Chairman Fiuneran stated thst he had bee~ requested by a Mr. George Dupont to have s street lighting survey made for Massachusetts Avenue between Ohickering Road and Osgood Street. Mr. Sutcliffe motioned that the survey be requested of Merrimack-Essex Electric Company, seconded by Mr. Finck, and voted unanimously. WHITE HOUSE CONFERENCE: An invitation was received from the committee for the White House Conference on Children and Youth to attend a conference to be held on April 26, 1961, at 8:00 p.m. Upon motion of Mr. Ftnck, seconded by Mr. Satcliffe, it was voted unanimously to table the matter for further study. OF CORRECTION: Memos were received from the Department regarding sale of furniture, picnic tables, etc. Mr. Flnck motioned they be accept&d and placed on file, seconded by Mr. Sutcliffe, and voted unanimously. Upon motioz of Mr. Finck, seconded by Mr. Sutcliffe, it was voted unanimously to table the appointments of the Crossing Guards and Dog Officer until next week. BOARD OF REGISTRARS: Mr. S~tcliffe made the motion that the Board of Registrars be sent a letter com- mending them on their many years of fine service to the Town.
